Where other pages get this wrong
The 84.4% / 15.6% domicile split has no order behind it.
Commonly published instead: Adda247 and several Hindi-language aggregators publish "84.4% for Bihar domicile, 15.6% open to all" as though it were a rule.
Searching those exact figures returns only aggregator pages — no Bihar government order, no cabinet resolution, no gazette, no BPSC notice. The real decision is the Bihar Cabinet’s approval on 5 August 2025 of 85% of school teacher posts for native residents. The 84.4 figure appears to be that 85% restated with invented decimal precision.
We also tested the obvious defence of the 84.4 figure — that it might be the sum of the vertical reservation categories. It is not. Bihar’s vertical total in force is 60%: SC 16, ST 1, EBC 18, BC 12, BC-women 3, plus EWS 10, leaving 40% unreserved. No arithmetic on any published Bihar percentage set produces 84.4 or 15.6.

What follows from these
- A woman who is not a permanent resident of Bihar does not get the 35% horizontal reservation. That was decided explicitly on 8 July 2025.
- TRE 4.0 is named in the Chief Minister’s direction as the round from which the residence priority applies.
- The Tribune reported a direction to amend the rules. Whether the Education Department actually notified that amendment is something we could not verify.
- The policy was a pre-election announcement by Nitish Kumar, who left office on 15 April 2026. Whether the Samrat Choudhary government carried it into Advertisement 14/2026 unchanged is precisely what is unconfirmed.
Where other pages get this wrong
TRE 3.0 was not domicile-restricted. TRE 4.0 is the first round with any domicile condition.
Commonly published instead: Several pages state that TRE 3.0 introduced a Bihar-domicile requirement and that TRE 4.0 continues it.
The chronology makes that impossible. TRE 3.0 registration closed in February 2024 and the exam ran from 7 March 2024 — seventeen months before the cabinet decisions of July and August 2025. TRE 1.0, 2.0 and 3.0 all predate the policy entirely.
Can a candidate from another state apply?
Reportedly yes. Other-state candidates can apply, receive no state reservation benefit, and are treated as general category — so a reserved-category candidate from outside Bihar competes against the unreserved cut-off, which is generally the highest one.
Reconciling that with the 85% policy, the coherent reading is that the 85% reserves a share of the vacancy pool rather than barring anyone from the form. We flag that as a reading, not a rule. If you are applying from outside Bihar, this is the single most important thing to confirm in the advertisement before you pay a fee.

The 65% and 78% reservation figures were struck down by the Patna High Court on 20 June 2024.
Commonly published instead: One large exam portal still publishes SC 20 / ST 2 / EBC 25 / BC 18 / BC-women 3 / EWS 10 — totalling 78% — as the live scheme, with no mention of the judgment.
Bihar’s 2023 Act raised caste-based reservation to 65%, and 75% with EWS. The Patna High Court struck those enhancements down. Candidates computing their competitive pool from the 78% table are working from percentages that are no longer in force.
Horizontal reservations
What we could and could not source
- Women: 35%, horizontal, and since 8 July 2025 restricted to permanent residents of Bihar.
- Persons with disability: 4% — aggregator-sourced, but it matches the statutory minimum under the Rights of Persons with Disabilities Act 2016.
- Grandchild of a freedom fighter: the category exists — confirmed on an official Bihar district government domain, and it appears in the TRE 3.0 cut-off tables. The commonly quoted 2% figure is aggregator-only, so we cite the official page for the category’s existence and not for the number.
- Ex-servicemen and sports quotas: no percentage found, so we give none. If you see a figure for these on another page, ask where it came from — we could not find a Bihar source for either.
One further point, consequential for married women and thinly sourced: it is reported that for Bihar’s women’s quota, the father’s domicile and caste determine eligibility — meaning marriage into Bihar would not create entitlement and marriage out of Bihar would not destroy it. We could not verify this against a General Administration Department resolution, so we are flagging it rather than stating it. If it applies to you, it is worth confirming directly.
The residence certificate
The residence certificate is issued through Bihar’s Right to Public Services portal at serviceonline.bihar.gov.in. We are not stating a validity period: the figures circulating for this are unsourced, and the pages that would have settled it were unreadable. Apply early rather than assuming an existing certificate is still current.
Is 84.4% of BPSC TRE 4.0 reserved for Bihar domicile candidates?

Does a married woman use her husband’s or father’s domicile?
It is reported that the father’s domicile and caste govern eligibility for Bihar’s women’s quota, which would mean marriage neither creates nor removes entitlement. We could not verify this against a government resolution, so treat it as unconfirmed and check directly if it affects you.
