Australian Government Graduate Program Legal Stream: Eligibility and Stages

Checked 8 November 2026. The stream page can change its degree window, stages, agencies and salary between rounds. The program facts here are from the Legal Stream page as archived on 14 May 2026 and the other official pages listed under Sources (each gives its capture date). Applications are listed to open on 1 March 2027: when they do, the stream page and its candidate information win.

The Legal Stream is the law graduates' way into the Australian Government Graduate Program (AGGP). It is managed by the Attorney-General's Department (AGD) and recruits for legal graduate roles across Australian Government and Commonwealth agencies: one application, then a match with one placement agency. The APSJobs stream page lists applications as opening on 1 March 2027. Its four published stages are an initial application, an online written activity, an online panel interview, and matching and offers. Unlike the Generalist and Digital streams, it names no aptitude test.

This guide covers who can apply (including the Legal Practice Stream and the PLT rule), what each stage asks of you, the agencies on the stream page, pay and timings, and how Legal compares with the Generalist and Digital streams. Independent practice – not affiliated with the APSC or any department. The free sample below is original aptitude and judgement practice, useful if you also apply to a stream that sets aptitude tests; it does not practise the Legal Stream written activity.

Who can apply

The stream page asks you to submit your application with evidence that you meet each of these. The degree window shown is the one on the page archived in May 2026, for the round that has closed; recheck the published window when applications open in March 2027.

The Legal Practice Stream

The stream page mentions a Legal Practice Stream only in its eligibility list: if you apply for it, you must be admitted as a lawyer or be willing to complete your PLT during your graduate year. The page does not say how its roles differ from other Legal Stream roles or how you choose it, so check the application form when the round opens. The same page lists financial assistance to complete your PLT among the program's supports.

Affirmative Measures Indigenous

The page offers an Affirmative Measures Indigenous option, which lets a role be open only to Aboriginal or Torres Strait Islander applicants. To apply under it, you must be of Aboriginal and/or Torres Strait Islander descent, identify as such and be accepted by your community as such; evidence is asked for before a formal offer. The page stresses it is voluntary: eligible candidates can apply through the general route instead.

The four stages, one by one

The page gives each stage an approximate length. Added up (six weeks, two months, two months, six weeks), the estimates come to about seven months. That total is our arithmetic, not a published end-to-end timeline.

StageAbout how longWhat happens
1. Initial applicationSix weeksYou submit a 2 to 3 page resume, your academic transcript and proof of Australian citizenship. The page calls this your first chance to show why you want a legal career in the APS
2. Written activityTwo monthsIf you are successful at the application stage, you are invited to an online written activity
3. Panel interviewTwo monthsIf you are successful at the written activity, you are invited to an online interview with a selection panel
4. Matching and offersSix weeksIf you are successful at interview, you are matched with an agency using your preferences, experience and location; the agency then contacts you to discuss your interest

The application: resume and transcript

The page asks for a 2 to 3 page resume and calls this stage your first chance to show why you want a legal career in the APS, so the resume should make that case. Our suggestion: put law-relevant work near the top: clerkships, paralegal work, moots, clinics, research assistance, legal volunteering. For each, give one line on what you did and one on what came of it.

The written activity

The page says only that it is an online written activity; it publishes no format, length, time limit or topic. Read your invitation closely for whatever it sets out. The page does not say how the activity is marked; the page lists four skills: "Strong written and verbal communication skills", "Ability to analyse and interpret legal information", "Ability to work collaboratively in a team environment" and "Willingness to learn and adapt". Our suggestion is to practise the first two in writing. Worked example 1 below shows one way to plan such a task.

Worked example 1 · Planning a written legal task

Invented task: a policy officer asks for a short note on whether a community radio association can get a grant under section 8 of the (invented) Local Media Grants Act. Section 8 says a grant may be made to "a not-for-profit body that broadcasts to a regional area". The association is incorporated, not-for-profit, and broadcasts from a regional town to that town and the city 40 km away.

  1. Name the question in one line. Is the association "a not-for-profit body that broadcasts to a regional area"?
  2. Split the test into its parts. (a) a body, (b) not-for-profit, (c) broadcasts to a regional area. Parts (a) and (b) are met on the facts given.
  3. Find the real issue. Part (c): it broadcasts to a regional area and to a city. Does the section require that it broadcast only to a regional area? The words do not say "only".
  4. Say what you would check. A definition section, the Act's objects clause and any guidelines; then apply ordinary statutory interpretation (text, context, purpose).
  5. Answer for the reader. "On the words of section 8 it is likely to qualify, because the section does not require it to broadcast only to a regional area. Before relying on this, check the definitions and the grant guidelines."

What it shows: A non-lawyer reader wants a short answer and the one step they must take, not a survey of the law. State the issue, apply the words, flag what you could not check and give a plain conclusion.

An original ProSyllabus walkthrough. The facts, the Act and the names are invented; it is not an Attorney-General's Department or APSC task.

The panel interview

The interview is online, with a selection panel. The page does not publish its questions or length. Our advice: prepare short, evidenced examples for all four skills on its list (communication, legal analysis, teamwork, and willingness to learn and adapt), and learn the six APS Values in section 10 of the Public Service Act 1999. Our APS Values guide has examples. The free sample below is original aptitude and judgement practice: the Legal Stream page names no aptitude test, and the sample does not practise its written activity.

The stream page lists 19 participating departments and agencies under "Where you could work". If you are successful at interview, you are matched with one of them; the page says your preferences, experience and location are used.

The grouping is ours; the list is the page's.

Two agencies that write about the stream

Two agencies also write about the stream on their own pages. Finance names the Legal stream among the AGGP streams it recruits from and asks AGGP applicants to select Finance as their first preference. Services Australia says it takes part in five AGGP streams, legal among them, and runs its own National Graduate Program too, which also lists a legal stream. If one agency is your goal, read its page before you set your preferences.

These are the three streams the search terms around this page cover. Generalist accepts all degree types, so a law graduate can weigh it against Legal; Digital's list page names commerce/business, mathematics, science and technology degrees instead. The table compares the three on what each archived page says. For all ten streams, see our APS graduate aptitude test guide.

Can you apply to both?

Can you apply to both Legal and Generalist? The pages we read neither allow nor rule it out, so check the application instructions when the round opens. If you can, remember the two use different first assessments: a written activity for Legal, online aptitude tests and, if you progress, an assessed written pitch for Generalist.

Pay and what the range means

The page prints one starting range, A$63,000 to A$86,000, "depending on placement agency", plus 15.4% superannuation. On the archived 2026 stream pages, only Accounting and Financial Management printed a lower starting figure (A$62,207 in its page header). Legal's top figure, A$86,000, is a little below the A$89,000 printed on the Generalist and Digital pages.

Our APS levels and salary guide covers APS classifications and pay. Ask the matched agency what you would be paid during and after the program.

Worked example 2 · A panel interview answer

Invented question: "Tell us about a time a more senior person wanted an answer faster than you could check it properly." Invented example: in a law-firm clerkship, a senior associate asked for a yes/no on a limitation date by 5 pm; the candidate had found two possible start dates.

  1. Situation, briefly. One sentence: the clerkship, the deadline, the open point.
  2. What you did. Told the associate what you were sure of, explained why the start date was uncertain, and said when you could confirm it.
  3. Result. You explained both possible start dates and the deadline each gave, and pointed to the earlier deadline as the safe one. The associate arranged filing before it; you finished the check the next morning.
  4. Link it to the role. Advice in government has to be accurate and its limits stated. That fits the APS Values of being Accountable and Ethical, so name the value in one clause, not a paragraph.

What it shows: Our interview advice: choose a real example, explain your own action and give a clear result. Naming one relevant APS Value briefly shows you understand the public service setting without turning the answer into a speech.

An original ProSyllabus walkthrough. The question, the facts and the names are invented; it is not an Attorney-General's Department or APSC task.

The box below starts a free sample of our APS graduate practice test in our test player, with a result page at the end. It is original aptitude and judgement practice, not practice for the Legal Stream's written activity. It is practice for the kind of online aptitude test the Generalist page names, written by ProSyllabus. Thinking through judgement scenarios against the APS Values can also help your interview preparation; that is our suggestion, not a published stage. Its questions are original ProSyllabus practice items, not APSC, AGD or agency material.

How to prepare

A plan that follows the published stages

  • Before applications open: draft a 2 to 3 page resume, and pick three pieces of work that show legal analysis and clear writing.
  • For the written activity: practise one-page notes that answer a practical question for a non-lawyer, using issue, rule, application and conclusion. Time yourself.
  • For the interview: write out short examples that cover the four skills the page lists, then say them aloud to a timer.
  • Learn the APS Values (section 10 of the Public Service Act 1999): Impartial, Committed to service, Accountable, Respectful, Ethical and Stewardship. Our APS Values guide gives examples.
  • If you also apply to the Generalist Stream, prepare for its published online aptitude tests and the written pitch that is assessed if you progress past them. Our APS graduate programs map lists the other programs and their stages.

Our advice, built on the stages the Legal Stream page publishes.

Frequently asked questions

When does the AGGP Legal Stream open?

The APSJobs Legal Stream page lists applications as opening on 1 March 2027. It gives no closing date or start date for that intake on the archived copy we read; check the page when the round opens.

Who runs the Legal Stream?

The Attorney-General's Department manages it. It recruits for legal graduate roles across the Australian Government and Commonwealth agencies, and if you are successful at interview you are matched with one placement agency, using your preferences, experience and location.

Do I need to be admitted as a lawyer?

The page says Legal Practice Stream applicants must be admitted as a lawyer or willing to complete their Practical Legal Training (PLT) during the graduate year. It lists no separate admission requirement for other Legal Stream applicants. It also lists financial assistance to complete your PLT or other studies if required.

Can a Juris Doctor graduate apply?

Yes. The page accepts a Bachelor of Laws or a Juris Doctor completed in its degree window; the archived window, for the round that has closed, was 1 January 2022 to 31 December 2026. Recheck the published window when applications open in March 2027.

Is there an aptitude test in the Legal Stream?

The page names none. Its stages are an initial application, an online written activity, an online panel interview, and matching and offers. The Generalist and Digital streams do set online aptitude tests.

What is the Legal Stream written activity?

The page says only that if you are successful at the application stage, you are invited to complete an online written activity; it publishes no format, length or topic. Our suggestion is to practise clear writing and the analysis of legal information, two of the skills the page lists, and to read your invitation for whatever it sets out.

How much does a Legal Stream graduate earn?

The archived page prints A$63,000 to A$86,000 depending on placement agency, plus 15.4% superannuation.

Where are Legal Stream roles based?

Mostly in Canberra, with some opportunities nationwide depending on the agency you are matched with. Some agencies may provide relocation assistance.

How long does Legal Stream selection take?

The page gives about six weeks for the application, about two months each for the written activity and the interview, and about six weeks for matching and offers. Added together, that is roughly seven months; that total is our arithmetic, not a published timeline.
