Checked 7 November 2026. Read from the AFP's own pages on 7 November 2026. The 2027 AFP Graduate Program starts in February 2027; the next round is for the 2028 program, whose register of interest is open now and whose applications the AFP anticipates will open on Monday 1 March 2027. Pay comes from the AFP Enterprise Agreement 2024-2027 and the 2028 register-of-interest ad. Assessment details can change between rounds (the assessment centre's third task differs between the July 2026 archived copy and the live page), so follow the AFP's current pages and emails.
The Australian Federal Police (AFP) runs its own graduate program, in its words "every year from February to February". It lasts 12 months, gives you 3 rotations across different business areas, and ends with "a guaranteed permanent position" in a specialist or support team in the area that recruited you. The AFP's ad for the 2028 program quotes Band 3 pay of A$77,264 plus 15.4% super (see the salary section for the effective date and the ad's wording). The AFP says it receives "over 2,000 applications" for the program each year. The 2027 program starts in February 2027; the next round is for the 2028 program: its register of interest is open now (it closes at 11:59pm AEDT on 28 February 2027), and the AFP anticipates that applications will open on Monday 1 March 2027. You need an NV1 (Secret) security clearance or the ability to get one.
Below: who the AFP recruits (the fields it lists instead of fixed streams), pay, who can apply, the 2028 dates, each assessment stage, the Employment Suitability Questionnaire, the clearance and the merit pool. Every figure comes from afp.gov.au or the AFP careers site, listed under Sources; our own calculations and advice are labelled. Independent practice – not affiliated with the APSC or any department.

The AFP Graduate Program at a glance
| Item | Detail |
|---|---|
| Who runs it | The AFP itself: "We run our own AFP Graduate Program every year from February to February." You register and apply on the AFP careers site |
| What you do | Specialist and support work, not sworn policing: the AFP describes specialist and support roles as "Roles for people who are not sworn officers". Rotations "could include cybercrime, fraud, forensics or intelligence" |
| Length and structure | 12 months; 3 rotations across different business areas; a structured professional development program; monthly meetings "run by graduates for graduates"; the Graduate Support team |
| After the program | A career in a specialist or support team in the area that recruited you, described as "a guaranteed permanent position" |
| Pay | Band 3, A$77,264 plus 15.4% super (2028 register-of-interest ad) |
| Where | The ad says "Roles are based in Canberra and candidates will be required to relocate if securing a role"; the AFP helps with the cost of an interstate move |
| Clearance | Negative Vetting 1 (Secret), held or obtainable, plus police and character checks, drug testing and fingerprints |
| Competition | "over 2,000 applications for the AFP Graduate Program each year" (the AFP pages we read give no number of places) |
| Next round | 2028 program: register of interest open until 11:59pm AEDT, 28 February 2027; applications anticipated to open Monday 1 March 2027; the program starts in February 2028 |
If you want to become a police officer or protective service officer, this is not that pathway: the AFP lists other pathways, including new recruit police officers and protective service officers, Defence Force transition and First Nations pathways, and points people without a degree to them. Weighing the AFP against other agencies? Our map of APS graduate programs covers the Australian Government Graduate Program (AGGP) and agency programs; see also our ASIO Graduate Program guide.
Streams: the fields the AFP recruits from
The AFP pages we read list fields of study, not named graduate streams. The AFP says the expertise its specialist and support teams need "changes from year to year", welcomes applications from all eligible graduates, and lists eight fields of study that its 2028 ad says "will be very highly regarded":
| Field | Degrees the AFP names |
|---|---|
| Arts, Humanities and Justice | Counterterrorism, criminal justice, criminology, international relations, intelligence, languages, policy, security analysis or national security |
| Business | Accounting, auditing, commerce, finance, human resources, industrial relations, project or change management |
| Health Science | Exercise science, human movement, kinesiology, nursing, occupational therapy |
| Information Technology | Computer and data science, cybersecurity, electronics or mechatronics, programming, network engineering, system administration |
| Law | Law (the 2028 ad adds that the AFP is "unable to sponsor practical legal training certificate (PLT), through the Graduate program") |
| Media and Communications | Communications, graphic design, media, visual arts |
| Science | Forensic science |
| Social Science | Psychology, social work |
The 2028 ad says graduates "are placed in a variety of business areas across the organisation" and names intelligence, forensics, ICT, finance and human resources among the professional areas the AFP relies on. It says it is looking for "strong analytical, problem solving and communications skills, with a commitment to integrity, teamwork and public service". Our advice: explain how your degree and experience relate to the AFP's work. The AFP pages we read do not say how graduates are matched to business areas or rotations.
AFP graduate salary: Band 3
The AFP uses its own bands, not APS levels, and sets pay in the AFP Enterprise Agreement 2024-2027. The 2028 register-of-interest ad gives the graduate band and salary as "Band 3 | $77,264 + 15.4% superannuation". The agreement's Band 3 rates are:
| Band 3 point | From 9 Dec 2024 | From 9 Dec 2025 | From 9 Dec 2026 |
|---|---|---|---|
| 3.1 | A$72,339 | A$75,233 | A$77,264 |
| 3.2 | A$75,280 | A$78,291 | A$80,405 |
| 3.3 | A$78,221 | A$81,350 | A$83,546 |
| 3.4 | A$81,343 | A$84,597 | A$86,881 |
| 3.5 | A$84,458 | A$87,836 | A$90,208 |
The agreement labels its three columns "Effective on the Commencement Date (9/12/2024)", "Effective 12 months after the Commencement Date" and "Effective 24 months after the Commencement Date"; the December 2025 and December 2026 dates in the headings are our arithmetic. The ad's A$77,264 is the Band 3.1 rate effective from 9 December 2026. The band field at the top of the same ad shows A$75,233 to A$87,836, which in the agreement are points 3.1 and 3.5 of the December 2025 column, which is the one in force on 7 November 2026. The ad's benefits list words it as a salary "starting in 2027", and the AFP pages we read do not confirm the starting salary for a February 2028 start, so treat A$77,264 as the figure quoted in the 2028 ad. Our arithmetic: 15.4% super on A$77,264 is about A$11,899 a year, so salary plus super comes to about A$89,163.
The 2028 ad lists six weeks (30 days) of paid annual leave plus a paid Christmas stand-down, 18 days of paid personal leave, 4 mandatory rest days a year, flexible and hybrid work, and access to the AFP Tertiary Study Assistance Scheme (ATSAS). The AFP pages we read do not say what band or pay point you move to after the program.
Worked question 1 (our own practice item, numerical)
- Using the AFP Enterprise Agreement rates from December 2026, Band 3 runs from A$77,264 (point 3.1) to A$90,208 (point 3.5). By about what percentage is the top of the band higher than the bottom? (a) 12.9% (b) 14.3% (c) 16.8% (d) 19.4%
- Answer: (c) 16.8%. The difference is 90,208 − 77,264 = 12,944. Divide by the bottom of the band: 12,944 ÷ 77,264 ≈ 0.168, or 16.8%.
- Trap: (b) 14.3% is 12,944 ÷ 90,208, dividing by the larger figure. "Higher than the bottom" means the bottom is the base you divide by.
An original ProSyllabus item using the AFP's published pay rates. It is not an AFP question; the AFP pages we read give no sample questions for its online tests.
Who can apply for the 2028 program
| Requirement | What the AFP says |
|---|---|
| Citizenship | You must be an Australian citizen "at the time of application in 2027" |
| Degree | "You must have finished at least a bachelor degree in the last five years (2023 or later) or be set to complete your degree in a relevant field by no later than December 2027 and be recognised in Australia by the Department of Education, Australian Overseas Qualifications Unit" |
| Security clearance | "A Negative Vetting 1 (Secret) security clearance or the ability to obtain one" |
| Character | Pass the AFP's police and character checks, through the Employment Suitability Questionnaire (see below) |
| Location | Be able to move to Canberra; the AFP helps with the cost of an interstate move |
Our advice: check the character standards and exclusion periods further down this page before you apply. The AFP says previous drug use "won't immediately result in an unsuccessful application", but once you have submitted your application you must stop all illicit drug use, including prohibited drugs here and overseas, whether or not the drug has been decriminalised or legalised.
The 2028 round: dates so far
| When | Step |
|---|---|
| Now until 11:59pm AEDT, 28 February 2027 | Register of interest for the 2028 AFP Graduate Program is open on the AFP careers site |
| Monday 1 March 2027 (anticipated) | Applications open; people on the register are "the first to be notified" |
| From your application | Shortlisting, the questionnaire, online tests, a video interview and a virtual assessment centre (the AFP pages we read give no dates for these) |
| February 2028 | The 2028 program starts ("Our graduates start work in February each year") |
The register of interest is "not an application". It asks for no documents: the ad says not to upload a selection criteria response or a 2-page pitch, because "there is no written element required for this Register of Interest". Use an email address you will still read in March 2027, and check your junk folder for emails from the AFP's Emerging Talent Team. The AFP says its selection process "can take several months".

The AFP graduate assessment stages
The AFP's graduate page describes the steps in this order. It calls the process long and says it is designed "to help find people with long-term potential".
| Stage | What happens |
|---|---|
| 1. Application | Answer eligibility questions; upload your résumé and documents such as academic records and proof of citizenship; give details of 2 referees |
| 2. Shortlisting | If shortlisted, you are told by email and asked to complete the Employment Suitability Questionnaire, with your traffic history |
| 3. Online tests | "online tests to assess your psychological traits, abilities and personality" |
| 4. Video interview | A video interview (the AFP pages we read do not say how many questions or how long) |
| 5. Virtual assessment centre | "a group activity, a behavioural interview and a verbal pitch" |
| 6. Offer | Successful candidates get an offer through the AFP Jobs portal; suitable candidates without an offer may go into a 12-month merit pool |
| 7. Security assessment | Before you start: the security clearance, mandatory drug testing and fingerprints |
The 2028 ad adds that applicants who do not pass the questionnaire stage "will not receive feedback", and that fingerprints are taken "if an offer of employment is made".
Online tests
The AFP says only that the online tests assess "psychological traits, abilities and personality". The AFP pages we read give no sample questions, test names or time limits. Our advice: use timed reasoning practice for general preparation, and answer questions about yourself honestly. Our free sample above is APS-style reasoning practice in our own format, not the AFP's test, and these pages do not tell us the AFP tests' content or timing.
Video interview and virtual assessment centre
The live graduate page lists the assessment centre as a group activity, a behavioural interview and a verbal pitch. The archived copy of the same page dated 14 July 2026 listed "a written task" instead of the verbal pitch, so expect details to change between rounds and follow your invitation. The AFP pages we read give no format for the video interview. Related: our guide to the DFAT video interview stage.
The AFP's guide for applicants (written for all AFP jobs) suggests preparing for interview by reviewing the selection criteria, picking a few extra examples, doing a mock interview and reading the AFP's annual report and corporate plan. It recommends answering with the STAR method: Situation, Task, Actions, Results. For a written pitch, where a job asks for one, the guide says not to use dot points and not to go beyond 2 pages. The AFP pages we read do not say what the graduate verbal pitch must cover; our advice is to prepare a short, spoken version of why you suit the AFP and the area your degree fits, built on one or two strong examples.
The Employment Suitability Questionnaire
If you are shortlisted, the AFP asks you to complete its Employment Suitability Questionnaire (ESQ). The AFP says it assesses your character against its core values: integrity, commitment, excellence, accountability, fairness, trust and respect. The questionnaire page says you must give as much detail as possible about:
- all previous charges, convictions and cautions, including juvenile records from when you were younger than 18 (with the outcome, such as guilty, not guilty, caution, restorative justice or diversionary conferencing), and spent convictions (the AFP is exempt from the non-disclosure provisions of the Commonwealth spent convictions scheme)
- illicit drug use: what, when and how, at a minimum the year and how many times
- firearms use, including reasons for any firearm licence refusal or any unlawful history of firearms
- the graduate page adds that the questionnaire asks whether you have spent any significant periods overseas or travelled regularly to places of interest to the AFP
- "declarable associations": private relationships that could affect your or the AFP's reputation or integrity, including known criminals, people suspected of criminal activity (including "'social' drug use") and personal contact with journalists or media representatives
The AFP's delegate assesses each questionnaire, and "The delegate's decision is final". If you do not meet the character standards, your application stops and the delegate may apply an exclusion period before you can apply again. An exclusion period starts from the date of the conviction or integrity issue (for traffic matters, the infringement or conviction), and the traffic periods are for convictions or infringements within the last 10 years. A few of the AFP's recommended periods:
| Issue (AFP wording, shortened) | Recommended exclusion |
|---|---|
| Knowingly failing to disclose relevant information, or giving false or misleading information | 5 years |
| Failing to satisfy the requirements for a security clearance | 5 years |
| Dishonesty offences, including fraud | 5 to 10 years |
| One conviction for a public order or minor street offence | 1 year |
| One conviction for low-range driving under the influence (0.05 g or more but less than 0.08 g) | 1 year |
| Licence suspension due to accumulated demerit points | 2 years |
The AFP says it assesses applications "holistically and on a case‐by‐case basis", and that declaring an association "does not automatically prevent an application from proceeding" while failing to disclose "may result in your application being unsuccessful". The full table on the AFP's questionnaire page covers many more offences and traffic matters.
Traffic history. You provide a traffic history from every place you have held a licence, including overseas. The graduate page says it "must cover your entire driving history" and be no more than 3 months old when you send it; the questionnaire page asks for the last 10 years of licence history, no older than 3 months from when the AFP first asked. Our advice: follow the exact wording of the request you receive, and if you are unsure, give the longer history. The AFP does not accept a demerit points record, a copy of your licence or a National Police Certificate instead.
Worked question 2 (our own practice item, judgement)
- For this practice scenario, assume the questionnaire asks for all cautions and convictions, including those received under 18. You are completing it and remember a police caution you received at 16, which you think was "wiped" and does not appear on a police certificate you got last year. What do you do? (a) Leave it out, because it no longer shows on a police certificate (b) Declare it with as much detail as you can, and say where you are unsure of dates (c) Mention it only if asked at interview (d) Withdraw and apply again in a few years
- Best answer: (b). The scenario says the questionnaire asks for all cautions and convictions, including those from under 18. The AFP says you must disclose juvenile cautions and spent convictions, and its recommended exclusion for knowingly failing to disclose is 5 years, while past issues are judged case by case. (a) and (c) withhold what the form asks for; (d) gives up without a reason.
- What we designed it to test: integrity and full disclosure under pressure, which the questionnaire assesses against the AFP's core values.
An original ProSyllabus item. It is not an AFP question and not legal advice. The AFP pages we read give no sample questions for any stage.
The NV1 security clearance and security assessment
Graduate roles need a Negative Vetting 1 (Secret) clearance, which you either hold already or must be able to obtain. Before you start, the AFP Personnel Security Vetting Team looks at your past, "going back at least 10 years". It assesses:
- your employment, residential, financial and personal history
- any history of breaking the law
- any significant periods you have spent living overseas
- regular travel abroad to regions of interest
- if you have a partner, their background too
You also pass mandatory drug testing (the 2028 ad says the sample "could include; urine, saliva or hair") and provide fingerprints, and AFP staff have regular drug testing after they start. If you already hold a clearance from the Australian Government Security Vetting Agency (AGSVA), the AFP says you "might get through this check faster than others". The AFP pages we read do not say how long the clearance takes; they say only that the selection process "can take several months".
Offers and the merit pool
Successful candidates receive an offer through the AFP Jobs portal, and graduates start work in February. The AFP says some candidates are not offered a position, and "We may place suitable candidates who aren't offered a position in a 'merit pool' for 12 months. This means we may offer you another Band 3 position in the AFP if one is available." Our reading: a merit pool place is not an offer, and the AFP's wording describes "another Band 3 position", which may not be a graduate program place. In the meantime the AFP suggests applying for advertised roles in its current vacancies.

Common mistakes
| Mistake | Why it matters | Fix |
|---|---|---|
| Treating the register of interest as an application | The AFP says it is "not an application" | Submit an application when applications open (anticipated 1 March 2027) |
| Looking for the AFP in the AGGP streams | The AFP runs its own program on its own careers site | Register and apply on careers.afp.gov.au |
| Leaving out a juvenile caution or spent conviction | The AFP asks for both; knowingly failing to disclose carries a recommended 5-year exclusion | Declare everything the questionnaire asks for, with as much detail as you can |
| Expecting to stay in your home city | The 2028 ad says roles are based in Canberra and you will be required to relocate | Plan for a move; the AFP helps with interstate moving costs |
| Expecting practical legal training through the program | The 2028 ad says the AFP cannot sponsor PLT through the program | Plan PLT separately if you need it for admission |
| Reading a merit pool place as an offer | The pool lasts 12 months and the AFP "may" offer another Band 3 position if one is available | Keep other applications going until you have a formal offer |
Frequently asked questions
When do AFP Graduate Program applications open?
For the 2028 program, the AFP says: "We anticipate applications to open on Monday 1 March 2027." The register of interest is open until 11:59pm AEDT on 28 February 2027, and people on it are the first to be notified when applications open. The graduate page says applications open "in February or March for the next year's intake".
How much does an AFP graduate earn?
The 2028 register-of-interest ad gives Band 3 at A$77,264 plus 15.4% super. That is the Band 3.1 rate in the AFP Enterprise Agreement 2024-2027 from December 2026; Band 3 runs up to A$90,208 at point 3.5.
Does the AFP Graduate Program have streams?
The AFP pages we read list fields of study, not named streams. The AFP says the expertise it needs changes from year to year and lists eight fields it rates very highly: Arts, Humanities and Justice; Business; Health Science; Information Technology; Law; Media and Communications; Science (forensic science); and Social Science. Graduates finish the program in a specialist or support team in the area that recruited them.
What are the AFP graduate assessment stages?
The application (eligibility questions, résumé, documents, 2 referees); if shortlisted, the Employment Suitability Questionnaire and traffic history; online tests of psychological traits, abilities and personality; a video interview; and a virtual assessment centre with a group activity, a behavioural interview and a verbal pitch. Offers are followed by the security assessment, drug testing and fingerprints.
What security clearance do AFP graduates need?
Negative Vetting 1 (Secret), held already or obtainable. The AFP's vetting team looks back at least 10 years at your employment, residential, financial and personal history, any law breaking, time overseas and travel to regions of interest, and includes your partner if you have one.
Do I have to move to Canberra?
Plan on it. The 2028 ad says roles are based in Canberra and candidates will be required to relocate if they secure a role, and the eligibility list includes being able to move to Canberra. The AFP helps with the cost of an interstate move.
Can I apply if I am still studying?
For the 2028 program, yes if you are set to complete at least a bachelor degree in a relevant field by no later than December 2027. Otherwise your degree must have been finished in the last five years (2023 or later).
What is the AFP merit pool?
Suitable candidates who are not offered a graduate position may be placed in a merit pool for 12 months, and the AFP may offer them another Band 3 position if one is available. It is not an offer.
