New FSOT Study Guide 2026: A 6-Week Plan for the October 2025 FormatOpen the full article →

Checked October 21, 2026. Medium. The format dates from the October 2025 overhaul. The State Department's practice-test instructions page has been offline when we checked on Oct 21, 2026, so the format facts are quoted from its last captured copy (Oct 7, 2026) and the 2025 per-part instructions. The February 2027 window comes from Pearson VUE (updated Sep 25, 2026). Re-check both before you book.

The State Department's own FSOT study guide PDF still describes a test that no longer exists. Since the sitting of October 18-25, 2025 the FSOT has three multiple-choice parts: Job Knowledge (50 questions in 35 minutes on the official practice test), English Usage and Comprehension (45 in 35) and Logical Reasoning (30 in 45). There is no essay, no Situational Judgment section and no Personal Narratives. This guide is a six-week plan built only on the current format: what to study each week, what to leave out, and which practice does each week's work. The plan is ours; we found no study plan from the State Department. ProSyllabus is an independent study site. It is not affiliated with the US Department of State, its Board of Examiners or Pearson VUE, and nothing here is official. Every rule is quoted or summarised from State Department and Pearson VUE pages, and the Department decides every candidacy.

Where other pages get this wrong

The FSOT study guide PDF on careers.state.gov is the 2016-17 guide to the old test. Do not plan from it.

Commonly published instead: The "FSOT Information Guide" PDF still at careers.state.gov, which describes a Job Knowledge part of 60 questions in 40 minutes, English Expression of 65 questions in 50 minutes, a Biographic Questionnaire, a Written Essay, and Job Knowledge areas such as management, communications and computers.

The PDF at that careers.state.gov address (we read the Wayback Machine copy of December 6, 2025) is marked "©2016 by HumRRO". The State Department's practice-test instructions (modified Feb 18, 2026) say Job Knowledge was revised "to only have questions on U.S. government, history, and society; world history and geography; economics; and math and statistics", that the Situational Judgment section "has been replaced by a Logical Reasoning section", and that "There is no longer a written essay."

The test you are studying for

PartQuestionsMinutesSeconds per question (ours)What it covers (official wording)
Job Knowledge503542"U.S. government, history, and society; world history and geography; economics; and math and statistics"
English Usage and Comprehension453547"English usage, including grammar, spelling, and punctuation" and "reading comprehension"
Logical Reasoning304590"making inferences, justifying conclusions, finding logical flaws, and identifying assumptions"

Counts and minutes are those of the State Department's practice test, which it says "simulates the length and the questions of the new test". No official page states the live test's counts separately. There is no penalty for guessing in any part.

Time per question on the practice test (seconds, our arithmetic)
Job Knowledge (50 in 35 min)42 s
English Usage and Comprehension (45 in 35 min)47 s
Logical Reasoning (30 in 45 min)90 s

Minutes x 60 / questions, rounded. Logical Reasoning allows roughly twice the time per question of the other two parts, which is why the plan gives it its own week.

The six-week plan

Each week has one focus and one piece of practice that does the work, so reading never runs ahead of answering questions. The topic quizzes named below are the FSOT topic quizzes on our exam page; the timed practice test is the block on this page. Where a week names a book, any current edition of a standard text does the same job; the State Department's own Suggested Reading List dates from August 2013.

The planner needs JavaScript. On a page version without it, count six weeks back from your test date: for a January 30, 2027 appointment, week 1 starts on December 19, 2026, 12 days before Pearson VUE opens registration on December 31, 2026.

How to use week 1, the baseline

Everything after week 1 depends on knowing which part costs you most. The State Department's practice test "does not include an automatic timer", so set one: 35 minutes for Job Knowledge, 35 for English, 45 for Logical Reasoning, back to back, as on the day. The instructions promise feedback on which questions you answered correctly and incorrectly; count your correct answers per part yourself and write the three numbers down. Then sort every miss into one of seven bins: US government and history, world history and geography, economics, math and statistics, English usage, reading comprehension, and Logical Reasoning. The two biggest bins decide where the spare hours in weeks 2 to 5 go.

Rules that make six weeks enough (ours)

  • Practise more than you read. Every week ends with timed questions on that week's focus, not with a finished chapter.
  • Keep a miss log: the question topic, why you missed it (did not know, misread, ran out of time) and the fact or rule that would have saved it. Re-read it before each full run.
  • Job Knowledge and English run at well under a minute a question. Guess and flag rather than stall; there is no penalty for guessing.
  • Logical Reasoning rewards slowing down: about 90 seconds a question. Read the conclusion first, then ask what it assumes.
  • Do the math without a calculator. Pearson VUE lists calculators among the items not allowed in an online test room; OnVUE gives you an on-screen digital whiteboard instead.
  • Week 6 is not for new material. Two full runs and a review are worth more than one more chapter.

The plan and these rules are ours. The State Department recommends "a broad academic foundation, intellectual curiosity, and good writing skills" (FAQ, June 2, 2022).

2 to 3 weeksWeek 1 baseline, then one full run a weekSpend the rest on your two weakest bins only
Under 2 weeksOne full timed run and its reviewPacing and guessing discipline first, then Logical Reasoning, where slowing down helps most

These compressions are ours. If the October 2026 window has already passed for you, the next one listed is January 30 to February 6, 2027, and Pearson VUE says a candidate may test only once in a 12-month period.

Test-day setup belongs in the plan

Pearson VUE asks online candidates to log in 30 minutes early; clicking Begin Exam more than 15 minutes after the appointment counts as a no-show. The test is closed-book, the desk must be clear, and you show one valid, unexpired, government-issued photo ID with your signature. Run the OnVUE system test on the same computer, in the same place and at the same time of day as your appointment, which Pearson calls "very important". Doing that in week 6 leaves time to fix a firewall or webcam problem. The test dates guide covers registration, and the format guide has minute-by-minute pacing checkpoints.

What we could not confirm

  • An official study guide or reading list written for the October 2025 format. The PDF guide is the 2016-17 one and the reading list is from 2013.
  • How many questions each Job Knowledge area gets, or how the three parts are weighted.
  • Whether the live test has exactly the practice test's counts and minutes; the Department says only that the practice test simulates its length.
  • Where the official practice test will live now that its instructions page is offline. The Microsoft Forms link to the test itself still resolved on Oct 21, 2026.

If the State Department publishes a new study guide, this plan will be rebuilt around it.

Nothing on this page is career or legal advice. For specific questions about the Foreign Service Officer Test, Pearson VUE gives the State Department address FSOTQuestions@state.gov.

Frequently asked questions

Is there an official FSOT study guide for the new format?

Not one we could find. The FSOT Information Guide PDF on careers.state.gov is the 2016-17 guide to the old test. The State Department's current material is its free online practice test and the description of the three parts on its practice-test instructions page.

How long should I study for the FSOT?

The State Department does not say. Our plan uses six weeks at about eight hours a week, with a baseline run first and two full timed runs at the end.

What should I study for the FSOT in 2026?

Four Job Knowledge areas (US government, history and society; world history and geography; economics; math and statistics), English usage and reading comprehension, and Logical Reasoning: inferences, conclusions, flaws and assumptions.

Do I need to practise an essay or Personal Narratives?

Not for the FSOT. The State Department says there is no longer a written essay, and its Media Note of September 5, 2025 says the Personal Narrative requirement was removed. Writing is tested later, at the FSOA Written Exercise.

Is Situational Judgment still on the FSOT?

No. The practice-test instructions say it was replaced by a Logical Reasoning section.

When is the next FSOT?

Pearson VUE lists a window of January 30 to February 6, 2027, with registration opening December 31, 2026. It prints the registration closing date as January 28, 2026; we read that as January 28, 2027, since it falls after registration opens, but Pearson has not corrected it.

Can I use a calculator on the FSOT?

For a test taken online, Pearson VUE lists calculators among the items not allowed in the room and provides an on-screen digital whiteboard. Practise the math without one.

Is there a penalty for wrong answers?

No. Each part's practice-test instructions say there is no penalty for guessing, so answer every question.
