Exam overview
The Executive Officer (EO) grade is the entry level to junior management in the Irish Civil Service, and publicjobs (the Public Appointments Service) recruits Executive Officers through open competitions. The Executive Officer in the Civil Service 2026 competition closed on 23 February 2026, with online testing and assessments scheduled for March 2026. Candidates needed a Leaving Certificate at Level 4 or above, or a minimum Level 4 qualification on the National Framework of Qualifications. The score at the online testing and assessment stage sets each candidate's order of merit, and the 2026 role booklet provided for candidates to be invited to interview in that order. For the Executive Officer 2022 competition, publicjobs described Stage 1 as three online tests, taken with remote proctoring: Verbal Reasoning (59 statements in 35 minutes, each judged True, False or Cannot Say on the passage), Numerical Reasoning (36 questions in 35 minutes, with five options each) and a Situational Judgement Test (30 minutes, rating possible actions from Excellent to Bad). The tests used in a given competition are set out in its candidate information and familiarisation material.
