Extra questions & answers
Distinguish between growth and development.
Growth is a quantitative, value-neutral change that may be positive or negative, while development is a qualitative, value-positive change that always improves existing conditions.
Who introduced the concept of human development?
Dr Mahbub-ul-Haq introduced the concept and created the Human Development Index, with important contributions from Prof Amartya Sen.
What are the three basic areas of human development?
Access to resources, health and education — building people's capabilities in these areas enlarges their choices and freedom.
Name the four pillars of human development.
Equity, sustainability, productivity and empowerment.
What does equity mean in human development?
It means making equal access to opportunities available to everybody, irrespective of gender, race, income or caste.
What does sustainability refer to within human development?
It means continuity in the availability of opportunities so that each generation has the same opportunities, using environmental, financial and human resources with the future in mind.
How is the Human Development Index measured?
It scores countries from 0 to 1 using life expectancy at birth for health, adult literacy and enrolment for education, and purchasing power for access to resources, each with a one-third weight.
How are countries classified on the basis of the HDI?
Into very high, high, medium and low human development groups, based on whether their score is above 0.800, between 0.700 and 0.799, between 0.550 and 0.699, or below 0.550.
What are the four approaches to human development?
The income approach, the welfare approach, the basic needs approach (from the ILO) and the capability approach associated with Amartya Sen.
What is the Human Poverty Index and why is it useful?
It measures the shortfall in human development using non-income indicators such as survival to age 40, adult illiteracy and lack of clean water, often revealing more than the HDI about distribution.
