How to revise with it, page by page

D-7 to D-6Pages 1–3 — pay fixation, suspension and pension: work 2024 Q1, Q3 and Q5 from the question alone.

What went into these seven pages

Written from the primary documents, not from other people's notes:

  • 55 official SAS question papers, 2009–2025, from the HIPA / T&A old papers — read question by question for the page-1 chart and every worked example.
  • FD letter No. 14/30/2021-1FA dated 06.02.2023 — the Regulations (Annexure-I) and the current syllabus (Annexure-II) — and the Department’s criteria for the Part I & II papers.
  • The Haryana Civil Services Rules, 2016 as amended, Government Accounting Rules 1990, and the 2024–25 Finance Department notifications — every point checked by two independent AI reviewers against those texts.

Three things most material still gets wrong

  • Subsistence allowance is raised by up to 50% of the amount first fixed, not of the current amount — General Rules R.84, a recorded order at each review.
  • The gratuity money ceiling is ₹25 lakh with effect from 1 January 2024 — notified on 31.12.2024, and it is the effective date that is examinable.
  • The GPF minimum subscription in Haryana is 8% of basic pay, not the central 6%.

Questions

Is it only for the last week before the exam?

No. It is a cheatsheet of the important points, formulas and facts. Keep it on your phone and use it all through your preparation: before a mock, when a topic slips, and for one full read in the final days.

How do I get it after paying?

Is this an official Haryana Government document?

No. It is a revision kit compiled by ProSyllabus from the Finance Department’s own letters, the 2016 Rules and the 2024–25 notifications, in English and Hindi. Always check the latest Treasuries & Accounts notice.

I already have the rule books. Why this?

Because five of the nine papers are with books and four are not, and in the last week the problem is no longer access — it is recall. This is the compression: the mark split for every paper, the figures worth memorising, and the places where the Haryana rule differs from the central rule you were probably taught.

Is it built for the current syllabus?

Yes — Annexure-II to FD letter No. 14/30/2021-1FA dated 06.02.2023, which replaced Punjab CSR with the eight Haryana Civil Services Rules 2016. It also carries the 2024–25 amendments, including the ₹25 lakh gratuity ceiling, which a bare 2016 volume does not have.

Why count old papers?

Because the same question types come back. Page 1 shows, for each type, in how many of the official papers it came — pension, leave and penalties in all six CSR papers, the pay bill in every Audit paper, final accounts, branch and hire purchase in all seven Advanced papers — and the kit spends its space in that order.

When is the 2026 examination?

Not yet fixed. The 10 July 2026 memo says Part-I and Part-II are "likely to be held in the month of October/November, 2026" and that the schedule will be notified in due course. Applications closed on 15 August 2026 after a corrigendum extended the date.
