There are two ways to become an officer in RBI's Grade A. Most Grade A officers who come from inside the Bank are promotees: Class III employees promoted to Assistant Manager Grade 'A' through a departmental examination; the last one on record had 600 vacancies (Panel Year 2022, reported). The other way is direct recruitment, which today is confined to a few specialist posts: in Panel Year 2026, 4 Assistant Manager (Rajbhasha) and 8 Assistant Manager (Protocol & Security) posts [official]. This guide compares the two, and prints the only public exam pattern for any Grade A post, with a warning: it is not the promotion exam.

Read this first: how much is public
The direct-recruit side is official. The promotee side is partly reported.

The promotion figure is the last on record (2022, via the Supreme Court judgment of 04.07.2023); the others are from 2026 notices. Different panel years, so read it as orders of magnitude, not a same-year comparison (our caution).

The appointing-authority difference is not trivia. The Regulations name "Officers in Grade 'A' (Promotees)" as a class of their own with a separate appointing authority, which is the clearest official sign that promotion is a standing route into Grade A, not an exception [official]. And Regulation 29 applies to both routes: no employee has a right to promotion to a particular post or grade on seniority alone.
The only public Grade A exam patterns (direct recruitment, PY2026)
These are official, and they are the nearest verifiable description of "a Grade A exam". They are not the promotion exam: they test the specialist job (translation, protocol and security) and admit outside candidates.

Where other pages get this wrong
The direct-recruit Grade A patterns are not the promotion exam's pattern.
Commonly published instead: Pages describing an "RBI Grade A internal promotion exam" with reasoning, English, general awareness and professional knowledge sections often appear to have borrowed these direct-recruitment tables or the Grade B phases.
The only description of the promotion exam in any public record is from 1970: a written test by the RBI Services Board consisting of four papers (reported, Calcutta High Court 2008). Nothing later has been published. Use the tables above to understand what RBI tests for Grade A specialist posts, not as the promotion paper.
Why direct recruitment into Grade A is so small
RBI told the Calcutta High Court that direct recruitment to Staff Officer Grade 'A' was discontinued from panel year 1995 (Administration Circular No. 3 of 11.09.1998) [reported]. Before that, direct recruits took 15% of Grade A vacancies from 1972 and 10% from 1986. Since then the general officer entry from outside has been at Grade B, and the Grade A entry from outside survives only for specialist posts like the two above (our reading of the 2026 notices).

That last point matters to a serving Assistant: the direct-recruit Grade A posts carry the same staff-candidate clause as Grade B, with Nil fee and the G-75 age relaxation [official]. An Assistant with a second-class Master's in Hindi, for instance, could in principle apply for AM (Rajbhasha) as a staff candidate; the staff guide in this series covers the clause.
Which route suits whom (our reading)
Choosing, on what is public
- Most serving Class III staff: the departmental promotion exam is the road with the most seats by far (600 in 2022, reported). Its rules are internal, so the first step is the current HRMD circular.
- Graduates with 60% who are still within the age limit (plus the unpublished G-75 staff relaxation): Grade B (DR) enters one grade higher, at ₹78,450, with fully public rules and 60 seats in 2026.
- Holders of the specific qualifications for a specialist Grade A post (Rajbhasha, Protocol & Security): the direct-recruit Grade A notice, as a staff candidate.

Is RBI Grade A filled mostly by promotion?
On the public record, yes. The last promotion exam on record had 600 vacancies (Panel Year 2022, reported), while direct recruitment to Grade A in 2026 was 12 specialist posts (official). Direct recruitment to the general Grade A pool was discontinued from panel year 1995 (reported).
What is the RBI Assistant Manager (Rajbhasha) exam pattern?
Paper-I online objective (Reasoning 35, English 35, General Awareness 35, Professional Knowledge 45 marks), Paper-II descriptive translation 50 marks, and an interview of 35: 235 in all, with 1/4 negative marking in Paper-I (PY2026 notice).
Can I prepare for the promotion exam from the Rajbhasha pattern?
No. It is a different exam for a specialist post. No pattern for the promotion exam has been published since 1970.
Who appoints promoted Grade A officers?
The Principal Chief General Manager, subject to the Governor's approval (Reg 9(b)). Other officer posts are appointed by the Governor with Central Board approval.
How is seniority fixed for a merit-channel promotee?
Regulation 28(ii)(a): an employee appointed as officer on probation or through merit channel selection is placed in the batch by the rank assigned at selection.
Do direct-recruit and promoted Grade A officers get the same pay scale?
Both are in the Grade A scale starting at ₹62,500. A promotee is fixed under Reg 69 at the stage next above current pay plus one increment, which can be higher than the start.
