HMRC Tax Specialist Programme Salary and Eligibility for 2027

Checked 21 October 2026. Pay and rules for the 2027 cohort from HMRC's job page, candidate guide and the Civil Service Careers TSP page, read 21 Oct 2026. Civil Service pay changes with annual pay awards; the figures here are the ones HMRC printed for this campaign.

Two questions decide whether HMRC's Tax Specialist Programme is for you before any test does: can you apply, and can you do the job it trains you for. HMRC's answers are unusually open. You do not need a finance degree, any tax knowledge or an accounting qualification. You do need a 2:2 degree or civil servant status, the right to work in the UK, and the ability to work from an HMRC office for most of your week and meet customers in person. This guide sets out the rules, the pay and the conditions exactly as HMRC states them for the 2027 cohort. Applications close on 26 October 2026; HMRC's candidate guide prints both 11:55pm and 11:30am for that day, so submit before 11:30am. ProSyllabus is an independent study site, not part of HMRC, the Civil Service or Civil Service Jobs. Every rule and date here is quoted or summarised from HMRC's own pages and its 2027 candidate guide, and HMRC decides every application.

Who can apply

HMRC's candidate guide says you must meet one of two requirements:

RouteRequirementNotes
Degree routeHave, or expect to achieve by September 2027, a minimum 2:2 degree or equivalent Level 6 qualificationAny subject. HMRC lists what you do not need: "Previous tax experience; An accounting qualification; or A finance-related degree."
Civil servant routeBe a current civil servant recruited through fair and open competition who will have completed probation before September 2027For applicants without a degree-level qualification. Civil servants at risk of redundancy can declare this on the application

The internal route is not a side door. Civil Service Careers says that "In our 2026 campaign, over 45% of successful candidates were internal applicants", and that "Your hands-on experience is as valuable as a degree." One exclusion applies to everyone: "You will not be eligible to join the programme if you are subject to a Conduct and Discipline sanction."

Nationality and the right to work

The job page says the role is broadly open to the following groups, under the Civil Service nationality rules:

Nationality groups listed on the 2027 job page

  • UK nationals
  • nationals of the Republic of Ireland
  • nationals of Commonwealth countries who have the right to work in the UK
  • nationals of the EU, Switzerland, Norway, Iceland or Liechtenstein, and family members of those nationalities, with settled or pre-settled status under the EU Settlement Scheme, or who have made a valid application for it
  • individuals with limited or indefinite leave to remain who were eligible to apply for EUSS on or before 31 December 2020
  • Turkish nationals, and certain family members of Turkish nationals, who have accrued the right to work in the Civil Service

The right to work in the UK is required in every case. HMRC: "This role is not eligible for Skilled Worker visa sponsorship." Civil Service Careers: "we are unable to provide visa sponsorship".

Where other pages get this wrong

An international graduate who would need a Skilled Worker visa to stay in the UK cannot use the TSP to get one.

Commonly published instead: It is easy to assume that a UK degree is enough to apply to any UK graduate scheme.

HMRC says plainly that the role is not eligible for Skilled Worker sponsorship, and the nationality rules above apply on top of the right to work. Check your own status against the Civil Service nationality rules before applying; HMRC decides each case.

Security

The job page says successful candidates must undergo a standard (or equivalent) criminal record check, and that people working with government assets must complete baseline personnel security standard checks. The 2024 GOV.UK page added that HMRC has an exemption under the Rehabilitation of Offenders Act, so applicants reaching the provisional offer stage were asked to declare convictions including spent ones; that page dates from 2023, so read it as history.

Salary and pension

Civil Service Careers gives the figures most applicants need: "Starting salary minimum of £37,682 (£42,631 in London). Upon successful completion, you're guaranteed a promotion to a minimum of £58,541 (£65,869 in London)." The promotion is to a Senior Tax Specialist role at Grade 7. The 2027 job page shows the advertised range as £37,682 to £46,077; it does not say what the top of that range corresponds to, so we do not interpret it.

The pension figure is worth reading twice. On the minimum starting salary, HMRC says it contributes £10,916 a year to the Civil Service Defined Benefit Pension scheme. That is 28.97% of £37,682, and it is paid on top of salary, not out of it.

What the job asks of you

HMRC is direct that this is not a remote graduate scheme. The job page and candidate guide set out the conditions, and the application checklist asks you to confirm you can meet them before applying.

ConditionWhat HMRC says
Office attendanceWork from an HMRC office for at least 60% of your working time
HoursA minimum of 28 working hours a week (Civil Service Careers: "prior to any agreed reasonable adjustments"); part-time working may lengthen the programme
Contractual homeworkingNot considered unless you are already an HMRC homeworker, and then only after a one-to-one discussion. "Not all Grade 7 roles that trainees may progress into are suitable for homeworking."
Customer contactFace-to-face meetings, telephone and video calls, and written correspondence with customers and their representatives
TravelVisits and meetings away from your home office where business needs require
LearningAttendance at classroom-based learning events and programme activities

The work itself starts early. HMRC says that from early in the programme you will work on real tax cases involving individuals, businesses and professional advisers: gathering and evaluating evidence, resolving enquiries and collecting the right tax, "including statutory interest and penalties where appropriate." Civil Service Careers adds that this includes "challenging conversations with customers in person, by phone and video call." Trainees quoted on the Civil Service Careers page say that speaking to customers can be difficult at first; the question for you is whether it is a challenge you want.

The programme, stage by stage

PhaseWhat happens (Civil Service Careers)
Stage 1 (about the first 18 months)Foundations: learning to investigate tax issues, your own portfolio of live cases, "Check and Challenge" assessments with your manager
Stage 2 (the rest of the programme)Assigned to a business area such as Income Tax, Corporation Tax, VAT, Employment Duties or Customs; formal exams; effectively a Grade 7 role
CompletionAutomatic promotion to Senior Tax Specialist (Grade 7). HMRC calls it a "Structured 3 to 4 year development programme"

Choosing your location

You apply for one of 14 locations and it stays with you throughout. Each location is assessed separately, so the score needed to progress can differ between them. HMRC's advice: "Only select a location that you would be able to travel to and work from if successful." Choose a commute that lets you attend the office for at least 60% of your working time; how many days that is depends on your working pattern.

NationApplication locations
EnglandBirmingham, Bristol, Croydon, Leeds, Liverpool, Manchester, Newcastle-upon-Tyne, Nottingham, Portsmouth, Stratford
ScotlandEdinburgh, Glasgow
WalesCardiff
Northern IrelandBelfast

The assessment centre venues are a different, shorter list (Belfast, Cardiff, Leeds, Liverpool, Manchester, Newcastle, Portsmouth, Stirling University and Warwick University in Coventry), and attendance is in person only. HMRC's guide does not say how candidates are allocated to venues; the invitation pack gives venue details. The full timeline is in our application guide.
