The ASO grade in DDA (the RR calls it "Assistant") is filled by three routes set in the Recruitment Regulation of Assistants, DDA, 2013: 50% by promotion of UDCs with six years' regular service, 25% by the LDCE for UDCs with three years, and 25% by direct recruitment. The LDCE is the only route that can move an SSA before six years. This guide explains what each route needs, what the promotion pays, and what comes with it: seniority by marks and two years on probation.

The regulation is GSR 644(E), published in the Gazette of India on 20.09.2013. It fixes the grade at 712 posts, "subject to variation dependent on workload", calls it non-selection, and puts every recruit on two years' probation. On our arithmetic, a quarter of 712 is 178 posts as the LDCE's share of the cadre; the LDCE-2026 circular offers 137 vacancies, and the combined 2022-25 exam offered 175.

Where ASO sits on the ministerial ladder

The feeder grade has two names in DDA's documents: the RR and the promotion order say UDC, while the circulars say "SSAs/UDCs". The post above has two names too: ASO in the circular titles, "Assistant" in the RR and the syllabus heading. They are the same grades. PB-III also runs separate exams for JSA, SSA and Welfare/Personnel Inspector; no single notice covers the ASO LDCE together with any of them.
Which routes to ASO are open to me?
Enter your years of regular service as SSA/UDC on the crucial date (or today, for a rough picture) and whether you are already in Level 7 under MACP.
Routes and years from the 2013 Assistant RR (GSR 644(E)): 50% of posts by promotion of UDCs with 6 years' regular service in the grade, 25% by LDCE of UDCs with 3 years, 25% by direct recruitment (a bachelor's degree, age not exceeding 30 in the RR; the 2023 advertisement also asked for computer proficiency). Pay rule from EO 678 dated 11.11.2025. Eligibility for a route is not a post: promotion depends on seniority and the Junior Level DPC, and the LDCE on your marks against the vacancies.
Pay: Level 7, and the MACP catch
Circular No. 73/2026 describes the post as "Grade Pay of Rs. 4600/- (Level-7 in the pay matrix as per 7th CPC) (PB-2 of Rs. 9300-34800)". On promotion, EO No. 678 dated 11.11.2025 told the newly promoted ASOs they "may exercise option for fixation of pay under the provisions of FR22(1)(a)(1), within 30 days from the date of issue of this order."
The same order adds the line every senior SSA should read twice: officials "already drawing pay in Level 7 ... under ACP/MACP Scheme will not be allowed any financial benefits as regard fixation of pay on promotion." If MACP has already taken you to Level 7, the LDCE gets you the post, ASO seniority and the next step of the ladder, but not a pay increase at the time of promotion.

Most of the 2025 promotees stayed at their present place of posting after promotion, under the order, and a small number were asked to report to Personnel Branch-III. The year-wise seniority lists that EO 678 promised were not on DDA's pages when we checked.
From result to joining: how fast it moved in 2025
The 2025 cycle shows how quickly promotion follows a result once DDA has the marks. The written papers were on 12.10.2025, the marks order came two days later on 14.10.2025, and the result and the promotion order were issued on the same day, 11.11.2025: a month from exam to promotion order. Promotion took effect from the date each official joined the new post, and the order asked for joining reports to be sent to PB-III. The pay fixation option had to be exercised within 30 days of the order, so an SSA who expects to pass should know before the result whether FR 22(1)(a)(1) fixation or the MACP rule applies to them, and ask the pay section in advance.
What has not moved as fast is the paperwork after it. The year-wise inter se seniority that EO 678 said would be decided separately was not on DDA's pages when we checked on 30.09.2026, and the promotions are still expressly subject to the CAT matter of 31.10.2025. Probation of two years runs from joining, so the 2025 promotees are due to complete it in late 2027 on our arithmetic, subject to DDA's own confirmation order.
Where other pages get this wrong
The ASO grade in DDA is at Level 7. Whether it is Group B or Group C depends on which DDA document you read.
Commonly published instead: Pages state one group or the other as settled.
The 2013 RR classifies the Assistant post as Group C. DDA's direct-recruitment Advertisement 01/2023 lists the ASO post as Group B at Level 7. The classification appears to have changed after the RR (our reading); the LDCE circulars state only the pay level. Quote "Level 7" and cite the document if you need the group.
Is the LDCE worth it?
On the record: it can move you three years earlier than the seniority route, it has no fee, and in recent cycles everyone who passed was declared successful because passes fell far short of vacancies (see the results history). Against that: Paper I is hard (the pass-marks guide has the 2025 counts), the exam dates have moved at short notice, and if you already draw Level 7 through MACP there is no pay gain at promotion. For an SSA with three to six years' service, the arithmetic mostly favours sitting it; the eligibility checker tells you which cycles you qualify for.
What is the quota for the DDA ASO LDCE?
25% of Assistant (ASO) posts, under the Recruitment Regulation of Assistants, DDA, 2013. Promotion takes 50% and direct recruitment 25%.
What is the pay level of a DDA ASO?
