Checked 7 November 2026. Dates and selection stages vary between the programs covered here. Everything here is from the official pages as archived between November 2025 and October 2026 (each source gives its capture date). Where a page gives no date for the next round, we say so. When a round opens, follow the program's current published information.
"APS graduate programs 2027" can mean two different things: application dates and program start years differ. For the 2027 programs, the AGGP Generalist Stream took applications from 2 to 31 March 2026, applications for DFAT's February 2027 program opened in March 2026 and closed in April 2026, and DFAT and Finance now say their 2027 rounds have closed. The next rounds are being called 2028 programs where the agency names a year: Finance says recruitment for its 2028 program starts in March 2027, the Productivity Commission says its 2028 intake opens in early 2027, and DFAT invites you to register your interest for 2028. The Australian Government Graduate Program (AGGP) lists every one of its ten streams as opening on 1 March 2027; its list page gives no start date for that cohort.
This page maps the programs we could confirm on an official page: the AGGP as one application route, and the programs that DFAT, Finance, Defence, Treasury, the Productivity Commission, the Department of Social Services (DSS) and Services Australia advertise themselves. For each one: who runs it, the next dates if they are published, and what each agency's page says it assesses. ProSyllabus is an independent practice site. It is not affiliated with the Australian Public Service Commission, DFAT or any Australian Government agency.

Which year are you applying for?
The table separates published application dates from program start dates, using what the official pages give.
| Cohort | Application dates | Status | Start date |
|---|---|---|---|
| The 2027 programs | AGGP Generalist Stream: 2 to 31 March 2026. DFAT: opened March 2026, closed April 2026. Finance: advertised deadline 13 April 2026 (no opening date on the pages we read) | DFAT and Finance say their 2027 rounds have closed; the Generalist deadline has passed | February 2027 where published (DFAT, DSS, Defence's 2027 Intelligence Pathway) |
| The next rounds (opening 2027) | AGGP: every stream listed as opening 1 March 2027. Finance (2028 program): recruitment starts March 2027, applications close April 2027. Productivity Commission (2028 intake): early 2027 | Not open yet on the pages we read. DFAT invites you to register your interest for its 2028 program | February 2028 on the Finance page. The AGGP list page and the other agencies give no start date for this round |
Our advice: use the published opening dates to plan ahead, then check your chosen program's degree completion window before you apply.
The programs at a glance
One row per program. "Next round" gives only what the agency's own page says; a blank in the official record is marked as not published. The AGGP row stands for ten streams; they are listed in the next section.
| Program | Run by | Next round | What it assesses |
|---|---|---|---|
| Australian Government Graduate Program (AGGP) | A shared application route across participating departments and agencies; the Generalist Stream is managed by the APSC | All ten streams: applications open 1 March 2027 | Depends on the stream. Generalist and Digital: if shortlisted, online aptitude tests; if you progress, your written pitch is assessed; successful candidates then do a one-way online video interview. Other streams: see our aptitude test guide |
| DFAT Graduate Program | Department of Foreign Affairs and Trade, with its own Corporate and Policy streams (it is not one of the ten AGGP streams) | 2028 program: dates not published; register your interest on the DFAT page | Online behavioural and/or psychometric assessment; a one-way video recording with up to three minutes response time; an assessment centre (interview, group activity, written test); referee checks |
| Finance Graduate Program | Department of Finance (it also recruits through AGGP streams) | Recruitment starts March 2027; applications close April 2027; testing and online interviews May/June 2027; start February 2028 | "Testing and online interviews" (May/June 2027), then offers following required checks; an NV1 security clearance before you start |
| Defence Graduate Program | Department of Defence, 10 pathways | 2028 round: not published on the pages we read. For 2027, the Intelligence Pathway was open to students in their final two years, and the other pathways were to open in February 2026 | The archived application process page says shortlisted candidates may be invited to an online written activity, a group assessment and an interview, and reference checks may be undertaken |
| Treasury Graduate Development Program | The Treasury (it also hires through the AGGP Economist Stream and other streams) | Not published on the page we read | Not set out on the page we read |
| Productivity Commission graduate program | Productivity Commission (Melbourne and Canberra) | 2028 intake: applications open in early 2027 | Not set out on the page we read; in the Chair's video on that page she says it prioritises "intellect, curiosity and a passion for public policy" |
| DSS Graduate Development Program | Department of Social Services | 2028 round: not published. The 2027 program starts February 2027 | Not set out on the news page we read |
| Services Australia National Graduate Program | Services Australia (also an AGGP participant in five streams) | Not published on the page we read | Not set out on the page we read; the page says there are five steps to apply |
The ten AGGP streams in one list
The AGGP is not one program but one way in: you apply to a stream once and are considered for graduate roles across the departments and agencies taking part in it. The list page gives every stream the same opening date and names the relevant degrees. The baseline rules on that page: Australian citizenship, a degree completed (or to be completed) within the last five years, and willingness to undergo police, character, health or other checks. Each stream's stages, salary range and degree window are compared in our APS graduate aptitude test guide, so we don't repeat them here.
| Stream | Relevant degrees (list page) | Opens |
|---|---|---|
| Generalist | All degree types | 1 March 2027 |
| Indigenous Graduate Pathway | All degree types | 1 March 2027 |
| Human Resource (HR) | Human resources | 1 March 2027 |
| Economist | Economics | 1 March 2027 |
| STEM | Mathematics, Science, Technology | 1 March 2027 |
| Digital | Commerce/Business, Mathematics, Science, Technology | 1 March 2027 |
| Intelligence | Actuarial Studies, Commerce/Business, Economics and five more | 1 March 2027 |
| Data | Actuarial Studies, Mathematics, Science, Technology | 1 March 2027 |
| Accounting and Financial Management | Commerce/Business, Economics | 1 March 2027 |
| Legal | Law | 1 March 2027 |
The list page gives the general five-year degree rule, but no closing dates and no dated degree completion windows for the applications opening in March 2027. In the 2026 round, the Generalist Stream ran from 2 to 31 March; use the dates on your stream page when it opens.

Agency-run programs, one by one
DFAT Graduate Program
DFAT advertises its own graduate program, with its own application; it is not one of the ten AGGP streams on the APSJobs list. Its page now says the 2027 program has closed and invites you to register your interest in the 2028 program. The 2027 program is 18 months long, in two streams, Corporate and Policy, starting at APS 4 (A$84,115 plus 15.4% super) and moving to APS 5 (A$92,753 plus 15.4% super) on completion. The 2027 round opened in March 2026, closed in April 2026, ran selection from April to July, and starts in February 2027. The full DFAT timeline, eligibility and stages are in our DFAT Graduate Program guide; the first two stages each have their own page: the DFAT online assessment guide and the DFAT video interview guide.
Department of Finance Graduate Program
Finance runs its own program and also takes graduates through the AGGP. If you apply through the AGGP, its page asks you to select the Department of Finance as your first preference; the streams it names include Accounting and Financial Management, Digital, Human Resources, Data, STEM, Economist and Legal. Its page is the only one we found with a full 2028 timeline:
| When | Step |
|---|---|
| March 2027 | Recruitment for the 2028 program commences |
| April 2027 | Applications close |
| May 2027 | Applications considered |
| May/June 2027 | Testing and online interviews |
| June/July 2027 | Initial offers made |
| July to November 2027 | Official offers made following required checks |
| November 2027 | First placements determined |
| February 2028 | Program commences (concludes December 2028) |
Graduates join as ongoing APS3 employees, can apply for advancement to APS4 at six months and may be considered for APS5 at the end of the program, across two 5-month rotations in Canberra. You must have completed your undergraduate degree within the past five years, be an Australian citizen with a checkable background going back 10 years, and obtain an NV1 security clearance before you start. For the 2027 program, Finance's news item advertised a 13 April 2026 deadline; its program page confirms the round has closed.
Defence Graduate Program
Defence's program is 12 months long with two 6-month placements within your chosen pathway, out of 10 pathways. Graduates start as graduate APS employees at APS level 4 equivalent and, after successful completion of the program requirements, may progress to the top salary of APS level 4; those who have undertaken a competency-based assessment may be considered for the base salary of APS level 5. Positions are across Australia, and most Intelligence Pathway roles are in Canberra. You apply through the Apply now link on your chosen pathway's page, by its advertised deadline. The archived application process page says that after applications close, shortlisted candidates may be invited to an online written activity, a group assessment and an interview, and reference checks may be undertaken (the Indigenous Graduate pathway and the AGGP have different processes). That page was written for earlier cohorts: it mentions extra suitability assessments for Intelligence pathway candidates in the 2026 program, so it does not settle the 2028 process. For 2027, the Intelligence Pathway was open to students in their final two years of study, starting in February 2027, and the How to apply page said the other pathways would open in February 2026. The pages we read give no date for the 2028 round.
Treasury Graduate Development Program
Treasury describes its Graduate Development Program as open to university students who have graduated in the last five years, with an affirmative measure for Aboriginal and/or Torres Strait Islander applicants. Treasury also hires graduates through the AGGP Economist Stream and other AGGP streams. The page we read gives no dates for the next round and no list of assessment stages.
Productivity Commission graduate program
The Productivity Commission says applications for its 2028 intake will open in early 2027. The archived page lists a starting salary of A$79,125 plus 15.4% superannuation, offices in Melbourne and Canberra, and hybrid work. It takes a cohort of graduates each year from different academic backgrounds.
DSS Graduate Development Program
The Department of Social Services announced that applications for its 2027 Graduate Development Program were open in a news item archived on 12 April 2026. The program starts in February 2027, with graduates based in Canberra, Brisbane, Melbourne or Sydney and relocation costs covered. That news item says applicants must be Australian citizens who have completed their degree in the last five years, up to December 2026. No 2028 date was published on the page we read.
Services Australia National Graduate Program
Services Australia runs its own National Graduate Program, for recent graduates and students in their final year, with a five-step application. It is also a participating agency in five AGGP streams: data, digital, finance and accounting, human resources and legal. If you apply through one of those streams, its page asks you to preference Services Australia. The archived page (last updated 9 April 2025) gives no dates for the next round.

What the assessments have in common
Agencies word their stages differently, but the published stages fall into a handful of kinds. The first two columns are our grouping of what the official pages say; the last column is our advice, not an agency rule.
| Kind of stage | Named on | Our advice |
|---|---|---|
| Tests and assessments | AGGP Generalist and Digital (online aptitude tests, if shortlisted); DFAT (online behavioural and/or psychometric assessment); Finance (testing, May/June 2027; type and delivery not specified) | Timed practice before the test email arrives |
| Written pitch or written task | AGGP Generalist and Digital (the written pitch is assessed if you progress past the tests); DFAT assessment centre (written test); Defence (online written activity, archived page) | Short, evidenced examples; plan them before the round opens |
| One-way video interview | AGGP Generalist and Digital (successful candidates); DFAT (up to three minutes response time) | Practise to a timer; one example per answer |
| Interview or assessment centre | DFAT (interview, group activity, written test); Finance (online interviews); Defence (group assessment, interview, archived page) | Prepare behavioural examples from study, work and volunteering |
| Checks and clearance | AGGP list page (citizenship; police, character, health or other checks); DFAT (citizenship, security clearance interview); Finance (citizenship, 10-year checkable background, NV1 before you start); Defence (the archived application process page says successful candidates then complete a security clearance application; the next round's process is not confirmed) | For Finance, gather your last 10 years of history early |
Our suggestion: the APS Values are a useful lens for choosing your examples. See our APS Values guide.
How to choose between the AGGP and an agency program
- Finance, Treasury and Services Australia each advertise two routes: their own program and AGGP streams. The pages we read do not say whether you may use both routes at once; check the program's current instructions.
- DFAT runs its own program, with its own application; it is not one of the ten AGGP streams.
- One application to an AGGP stream can cover the agencies taking part in that stream. An agency program is one employer you already know you want.
- Allow time for the applications and any assessments your chosen programs publish; pick the ones you can prepare for well.
Our advice, based on what each agency page says about applying.

Common mistakes
| Mistake | Why it matters | Fix |
|---|---|---|
| Searching "2027" and finding only closed rounds | The 2027 rounds we found (AGGP Generalist, DFAT, Finance) took applications in March and April 2026 | Plan for the published windows: early 2027 for the Productivity Commission, March 2027 for the AGGP and Finance; check the other programs for dates |
| Treating DFAT as an AGGP stream | DFAT runs its own program and application | Follow DFAT's own application steps |
| Forgetting preferences | Finance asks AGGP applicants to select it as first preference; Services Australia asks to be preferenced | Follow your stream's published preference instructions |
| Leaving the security paperwork late | Finance needs a checkable 10-year background and an NV1 clearance before you start | Start on Finance's 10-year checkable background early |
| Practising nothing until the test email | Online aptitude tests come early for Generalist and Digital; DFAT's first stage is an online behavioural and/or psychometric assessment | Start timed practice before rounds open |

Frequently asked questions
When do APS graduate programs open for 2027?
For the 2027 programs, the Generalist Stream took applications from 2 to 31 March 2026 and DFAT's applications opened in March 2026 and closed in April 2026; DFAT and Finance say their 2027 rounds have closed. The next rounds open in 2027: the AGGP lists all ten streams as opening on 1 March 2027, Finance says recruitment for its 2028 program starts in March 2027, and the Productivity Commission says its 2028 intake opens in early 2027.
Is the 2027 DFAT Graduate Program still open?
No. DFAT's page says the 2027 program has closed and invites you to register your interest for the 2028 program; it will notify you when applications open.
What is the difference between the AGGP and an agency graduate program?
The AGGP is one application to a stream that covers many participating departments and agencies. An agency program, such as Finance's or Defence's, is run by one department. Some agencies, such as Finance, Treasury and Services Australia, advertise both routes; DFAT runs its own program and is not one of the ten AGGP streams.
How many AGGP streams are there?
Ten on the APSJobs list page: Generalist, Indigenous Graduate Pathway, Human Resource, Economist, STEM, Digital, Intelligence, Data, Accounting and Financial Management, and Legal.
Can I apply to more than one APS graduate program?
The pages we read do not set a limit, but they do not say either: check each program's current instructions. Finance, Treasury and Services Australia advertise their own program and AGGP streams, and DFAT has its own application. Allow time for each program's assessments.
What tests do APS graduate programs use?
It varies. For the AGGP Generalist and Digital streams, shortlisted candidates do online aptitude tests, those who progress have their written pitch assessed, and successful candidates then do a one-way online video interview; DFAT uses a behavioural and/or psychometric assessment, a one-way video recording and an assessment centre; Finance lists testing and online interviews. Each AGGP stream is compared in our aptitude test guide.
When does the Finance 2028 Graduate Program start?
February 2028, according to Finance's page: applications close in April 2027, testing and online interviews run in May/June 2027, and first placements are set in November 2027.
