LIC’s published promotion rules: five-year test or technical-qualification route, ten-year service route, the 75-mark selection scale, HGA pay and gaps in the current syllabus.

LIC Assistant to HGA Promotion: Eligibility, Test and SelectionOpen the full article →

Checked 7 October 2026. Based on LIC-hosted Promotion Rules 1987, its Staff Rules compilation updated to 17 August 2023, and the 2024 Gazette pay revision. The linked promotion compilation lists amendments through 2012; a 2021 amendment is separately identified. No current HGA test circular, syllabus, dates or vacancies were established from public sources reviewed. Current LIC instructions govern.

LIC Assistant-to-HGA promotion is not a public recruitment exam with one universally published paper pattern. Schedule serial 5 of LIC’s Class III and Class IV Employees (Promotion) Rules provides alternative eligibility routes to Higher Grade Assistant. An Assistant may reach the service threshold and pass the departmental test, meet a listed technical-qualification alternative, or reach the longer service threshold. Eligibility then leads into selection on qualification and seniority, work record and interview; a test pass alone is not a promotion order.

This guide is for serving LIC employees reviewing the administrative HGA route. It reads LIC’s own published rules rather than applying an AAO recruitment pattern to HGA. ProSyllabus is independent of LIC. The Corporation decides eligibility, marks, vacancies and appointments. We have not established a current examination date, paper-wise syllabus or qualifying percentage, so none is presented as an official current rule.

Start with the correct cadre and rule entry

HGA means Higher Grade Assistant. LIC’s Staff Rules classify Class III as supervisory and clerical staff, whereas Class I is the officer class. Moving from Assistant to HGA is a step within Class III. It is different from promotion to Assistant Administrative Officer, a Class I post. This matters because the eligibility, technical qualifications and selection weights differ between those routes.

RouteFeeder categories printedKey distinction
Administrative HGA, Schedule serial 5Section Heads, Stenographers, Assistants and other employees on the scale of Section Heads or AssistantsFive-year test/technical alternative or ten-year service route for the named scale; Section Heads listed separately.
HGA (Stenographers), serial 6StenographersFive years as Stenographer; separate specialised entry.
HGA (Projectionist), serial 7ProjectionistsFive years as Projectionist; separate entry.
HGA (Programmers), serial 8Section Heads, Microprocessor Operators, Assistants and StenographersComputer/key-punch and aptitude conditions; do not borrow the administrative entry.
AAO through serial 1(b)Assistants and StenographersSeparate promotion test, technical condition and 100-mark selection scheme.

Use the post title and Schedule serial in your notification, not simply the word promotion. An HGA reservation register confirms that a cadre is maintained; it does not publish the next recruitment window or identify every eligibility condition. LIC’s public divisional pages distinguish administrative, programming and stenographic HGA registers, reinforcing the need to select the correct entry.

Assistant-to-HGA eligibility: the alternatives in serial 5

EntryPublished conditionWhat to verify
Section HeadSection Heads are listed as a separate eligibility alternative.Your substantive cadre and the current notification’s treatment of this route.
Five-year departmental-test routeFive years of service in the scale of Assistant or Stenographer and a departmental-test pass.Recognised service, the applicable test notification and whether your earlier pass remains usable.
Five-year technical-qualification routeFive years in the named scale and acquisition of prescribed technical qualifications. The exact Note (a) qualification and documentary recognition by LIC.
Ten-year service routeTen years of service in the scale of Assistant or Stenographer.Service record and current selection instructions; this alternative still leads to selection.

The test and technical qualifications appear as alternatives within the five-year entry. The ten-year entry is printed separately. Therefore an ordinary Assistant should not assume the departmental test is compulsory under every route. Equally, ten years of service does not mean automatic promotion: sanctioned vacancies, the work-record condition, the selection panel and the interview still matter.

Rule 7(2) reckons eligibility, seniority and qualifications for appearing in a departmental test on the first day of the month in which the promoting authority issues the promotion notification. It also recognises relevant Assistant training before probation for eligibility purposes. Do not simply count from the examination day or treat every earlier period of employment as service in the required scale. Have HR confirm the recognised period, particularly after cadre changes or disputed service dates.

As an arithmetic illustration only, if a notification is issued in November, the rule’s departmental-test reckoning date is 1 November. Someone reaching five years on 20 November cannot claim five completed years on the first. This is not an announcement that a November notification exists. Different qualifications acquired later also need to be checked against the prescribed reckoning date and the notification.

Which technical qualifications are actually listed?

Note (a) optionText of the listed alternative
Insurance qualificationAssociateship of the Federation of Insurance Institutes or Chartered Insurance Institute, or diploma of the Indian Life Assurance Offices’ Association.
Chartered accountancyIntermediate of the Institute of Chartered Accountants of India.
Actuarial subjectsPass in any two subjects of the Institute of Actuaries, London, or Actuarial Society of India.
Cost accountancyPass in the final examination of the Institute of Cost and Work Accountants of India.
Law graduationGraduate examination in law with at least 50% aggregate marks.
Named postgraduate qualificationsLL.M., M.Com., Ph.D. or M.B.A.

The body names are those used in LIC’s compiled rules and reflect older terminology. If your certificate carries a successor body’s name or a revised course title, obtain recognition confirmation rather than guessing equivalence. The list does not say that a general bachelor’s degree or insurance Licentiate alone satisfies this particular technical alternative. Nor should an insurance qualification required for AAO 1(b) be carried across automatically to HGA.

Qualification can play two different roles: it may establish the five-year eligibility alternative, and it may attract marks in the selection assessment. Those roles are not the same calculation. Note (a) lists recognised technical qualifications, but it does not award a separate mark value to each certificate. Detailed allocations sit in instructions issued under rule 10. Multiple certificates do not justify inventing a higher eligibility status or uncapped selection total.

The selection scale: 75 marks, with a combined ceiling

ComponentPublished maximumHow to use it
Qualification10Actual certificate points require LIC’s detailed allocation instructions.
Seniority20Do not assume one mark per year without the applicable instructions.
Qualification and seniority together25The separate maxima total 30, but the combined contribution cannot exceed 25.
Work record25A below-average work record excludes an employee from the panel under rule 6(2).
Interview25The promotion committee interviews shortlisted candidates.
Full selection total75, our addition25 combined + 25 work record + 25 interview; no separate test-mark component printed in serial 5.

The departmental-test pass is an eligibility condition in the five-year test route. Serial 5 does not give test performance a separate numerical weight in this 75-mark scheme. That differs from AAO 1(b), whose Schedule explicitly gives the test 50 marks. An online claim of HGA test 50, work record 25 and interview 25 should therefore be checked against an actual HGA circular before it is used.

For example, qualification 6 and seniority 20 contribute 25 after the combined cap, not 26. Adding work record 20 and interview 18 gives 63 of 75. Another employee with qualification 4, seniority 12, work record 20 and interview 18 totals 54. These examples explain addition; neither establishes a safe score. You need the actual marks awarded, the relevant zone’s vacancies and the final ranking to assess the outcome.

From eligibility to the final promotion order

Rule 3(2)(a) makes the territorial limits of the Zonal Office the zone of selection for Class III promotion. Rule 4 permits promotion only against vacancies in sanctioned posts. A divisional cadre-strength header is not a count of current vacancies, and a public recruitment total for Assistants or AAOs is not an HGA promotion quota. Read the current exercise’s vacancy statement and the cadre to which it applies.

Rule 6 first provides for an eligible panel in marks order, excluding below-average work records. Candidates equal to five times the vacancies may be called for interview in merit order. This is the rule’s potential interview pool, not a promise that every eligible employee receives an interview. After interview, the committee prepares the ranking list. The promoting authority approves the recommendations, or records reasons in writing when it disagrees in a particular case.

The approved ranking list lasts one year from preparation. Exceptional extension may add no more than one further year, with recorded reasons. Actual appointment proceeds in merit order against sanctioned vacancies. Rule 6(5) also prevents promotion where a penalty under the Staff Regulations was imposed during the preceding year. Eligibility to take a test and entitlement to actual promotion are therefore different questions. Obtain advice through LIC’s proper channel for a personal disciplinary or service-record issue.

Departmental-test pattern and syllabus: what is still needed

Rule 7 assigns the syllabus of specified departmental tests to the authorised leadership; the old compilation calls that office Chairman. The 2021 amendment changes the relevant title to Chief Executive. The promotion rules themselves do not list an HGA question count, examination duration, language, negative-marking formula, section weights or pass percentage. We did not establish a current public HGA handout answering those questions. A future HR circular may contain them and should be read before buying a course based on a generic pattern.

Request the dated HGA departmental-test notification, annexed syllabus, candidate handout and qualifying instructions. Verify whether the circular covers administrative HGA or a specialised HGA cadre. Then record the subject list, duration, options, penalty, minimum in each paper, result-validity period and treatment of earlier passes. Do not use LIC Housing Finance Junior Assistant papers: that is another employer and recruitment route. LIC Assistant or AAO direct-recruitment papers can provide general practice, but they cannot certify the HGA scheme.

Until those documents are available, organise a study file around the work you already perform: servicing procedures, accounts and reconciliation, accurate policy documentation, customer communication, current authorised operational circulars and exception handling. This is our preparation advice, not an official syllabus. Once the actual syllabus arrives, map each listed topic to a current internal manual, note its version and build timed practice using the handout’s clock. Keep confidential customer and internal records out of public practice material.

HGA pay scale and the limit of a salary comparison

Cadre2024 Gazette basic scaleMeaning
Assistant₹38,700–2,275(1)–40,975–2,485(2)–45,945–2,800(5)–59,945–3,245(2)–66,435–3,960(3)–78,315–4,110(2)–86,535–4,385(5)–1,08,460Published scale, not your promotion fitment.
Higher Grade Assistant₹58,325–3,925(3)–70,100–4,385(15)–1,35,87518 increments after the starting stage; derived endpoint agrees with the printed scale.

The Gazette revision dated 30 April 2024 is deemed effective from 1 August 2022. A scale beginning at ₹58,325 does not mean every promoted Assistant starts there or receives a fixed ₹19,625 jump. That number would merely compare the two starting basics; serving employees may already occupy a later Assistant stage. Staff Rule 52(2) provides an option concerning the date of fixation within twelve months of taking charge, while the actual fixation follows the applicable rules and payroll instructions.

The same Gazette prints special allowance of ₹6,000 for HGA and ₹4,000 for Assistant under the revised provision. DA and other admissible allowances are separate, and deductions affect take-home pay. This guide does not quote a current DA rate or gross salary estimate. Ask payroll for a written comparison using your existing basic, next increment date, promotion date, admissible allowances and fixation option; a minimum-scale subtraction cannot do that job.

Staff Rule 16 provides six months of probation for promotions outside Classes I and II, with extension subject to a total maximum of one year. During probation an employee retains lien on the lower post and may be reverted under the rule. This differs from Class I promotion probation, so avoid importing an AAO probation period into HGA. The promotion letter and current Staff Rules should be read together.

A practical file to prepare before the next notification

Keep a service statement showing your substantive cadre, entry into the relevant scale, recognised training and any periods requiring HR confirmation. Add the test-pass record or exact technical-qualification certificate relevant to your route. Compare these against the notification’s reckoning date rather than a projected date. Ask separately for the detailed seniority and qualification allocation: the published ceilings are not enough to reconstruct your official score.

When the provisional information or panel appears, check your cadre, service and qualifications promptly through the prescribed process. Rule 9 permits a representation against non-selection within one month of publication of the ranking list, through proper channel to the authority immediately above the promoting authority. Do not confuse that representation period with an application or correction deadline printed in the current exercise; those dates may be different. Retain acknowledgements and the versions of notices on which you relied.

For the next officer-level route, read LIC AAO promotion channels 1(a), 1(b) and 1(c) and AAO 1(b) eligibility. The HGA exam library had no active quizzes when checked on 7 October 2026, so this guide does not claim a ready HGA mock test.

Frequently asked questions

How many years does an LIC Assistant need for HGA promotion?

Serial 5 of LIC’s published Schedule provides five years in the Assistant or Stenographer scale with a departmental-test pass or prescribed technical qualification, or ten years in the named scale. Current selection instructions and recognised service must also be checked.

Is the departmental test compulsory for every HGA route?

Not in the alternatives printed in serial 5: the five-year technical-qualification route and ten-year service route are listed separately from the five-year test route. LIC confirms which route applies to you.

Does insurance Licentiate qualify under Note (a)?

Licentiate alone is not listed. The insurance alternative names Associateship of the Federation of Insurance Institutes or Chartered Insurance Institute, or the stated life-assurance diploma. Obtain LIC confirmation for successor-body or revised course equivalence.

What is the HGA selection total?

The printed ceilings are qualification 10 and seniority 20, capped at 25 together, plus work record 25 and interview 25: 75 in total, our addition. Serial 5 prints no separate test-mark weight.

What is the current HGA paper pattern and pass mark?

We did not establish them from the public sources reviewed. The Rules delegate the syllabus, but do not supply question count, time, sections, penalty or pass percentage. Read the current HGA test circular and handout.

Does ten years of service guarantee promotion?

No. Eligibility is followed by the panel, work-record assessment, interview, ranking and actual appointment against sanctioned vacancies.

What is the HGA basic-pay scale?

The 30 April 2024 Gazette prints ₹58,325–3,925(3)–70,100–4,385(15)–1,35,875, deemed effective from 1 August 2022. Your salary after promotion depends on actual fixation and admissible allowances.

Is HGA the same as AAO?

No. HGA is in LIC’s supervisory/clerical Class III framework; AAO is a Class I officer post with different promotion entries and selection conditions.
