Checked 13 October 2026. From DUO’s naarnederland.nl (Dutch and English pages), the IND’s page on the basisexamen and NederlandWereldwijd’s page for India, all read 13 October 2026. Fees, embassy arrangements and the IND’s exemption list can change; the IND decides individual cases.
The basisexamen inburgering buitenland (BIB) is not the KNM exam, and many people need neither. It is a separate, earlier test: a basic exam on the Dutch language and Dutch society that some people must pass abroad, in their country of origin or a nearby country, before they can apply for the MVV, the visa to come and live in the Netherlands. DUO runs it; the IND makes passing it a condition for the MVV application and sets out the exemptions. This guide uses only DUO’s site for the exam (naarnederland.nl), the IND and NederlandWereldwijd, read on 13 October 2026. It covers who must take it, who is exempt, the three parts, the fee, where you sit it from India, results and validity, and how it differs from KNM. ProSyllabus is an independent study site. We are not affiliated with, or endorsed by, DUO, the IND or the Dutch Ministry of Social Affairs and Employment; every rule below is quoted or summarised from their published pages and regulations, and DUO or the IND decides every individual case.

Where other pages get this wrong
The basisexamen inburgering buitenland and the KNM exam are two different exams. The first is taken abroad, at an embassy or consulate, before an MVV; the second is taken in the Netherlands as part of the civic integration exam.
Commonly published instead: It is easy to run the two together, because both are civic integration exams with a knowledge part.
DUO describes the exam abroad as three parts, of which the knowledge part is called Kennis van de Nederlandse Samenleving (KNS). KNM, Kennis van de Nederlandse Maatschappij, is a 45-minute exam taken at an exam location in the Netherlands. And the IND exempts whole groups from the exam abroad, including people who come for a temporary purpose such as work as a knowledge migrant and the family members who join them.
Who must pass the basisexamen inburgering buitenland
DUO puts it in two sentences. You want to come to the Netherlands to live with your partner, or to work as a spiritual counsellor. If you need an MVV for that, you must first pass the exam. If you want to bring your partner to the Netherlands, your partner is the one who must pass it, and only then can the MVV be applied for. The IND says the same and adds that passing is a condition for the MVV application, which is made together with the application for the residence permit.
| Situation | Basisexamen needed? | Source |
|---|---|---|
| You need an MVV to join a partner whose stay in the Netherlands is not temporary | Yes, unless an exemption below applies | DUO (naarnederland.nl); IND |
| You need an MVV to work as a spiritual counsellor in public | Yes, unless an exemption applies. The IND notes that this work counts as non-temporary under the civic integration law | IND, temporary residence purposes |
| You do not need an MVV | No: the exam is a condition for the MVV | DUO; IND |
| You come for a temporary purpose, such as work as a knowledge migrant, the EU blue card, study or the orientation year | No: exempt by type of application | IND, exemptions and list of temporary purposes |
| You join a family member whose own permit has a temporary purpose | No: exempt by type of application | IND |
| You join a family member who holds an asylum permit | No: exempt by type of application | IND |

For Indian families this table decides most cases. India is not on the IND’s list of exempt nationalities (the list is in the next section). So an Indian national who joins a Dutch citizen, or a partner with a permanent or other non-temporary permit, normally needs the exam. An Indian spouse who joins a knowledge migrant does not, because work as a knowledge migrant is on the IND’s list of temporary purposes and staying with a family member whose purpose is temporary is itself temporary. By our reading of the law that same group has no integration duty after arrival either, though the diploma usually matters later for permanent residence; see KNM for Indian knowledge migrants and partners.

The full list of exemptions (IND)
The IND calls an exemption a vrijstelling: you fall into a group that does not have to take the exam. A dispensation, ontheffing, is different: you would have to take it, but cannot pass. The table reproduces the IND’s list in English; the Dutch page is the authority.
| Type | You are exempt if |
|---|---|
| Personal | You are younger than 18 |
| Personal | You have reached Dutch state pension (AOW) age |
| Personal | You are a national of an EU or EEA country, Australia, Canada, Japan, Monaco, New Zealand, Vatican City, the United Kingdom, the United States, South Korea or Switzerland |
| Personal | You are an EU long-term resident in another EU country |
| Personal | You lived in the Netherlands for 8 years or longer while of compulsory school age |
| Personal | You are a Surinamese national who completed at least primary education in Dutch in Suriname or the Netherlands |
| Personal | You are a spiritual counsellor who will not work in public (for example as a member of a religious order, internal staff or a board member) |
| By application | You apply for a permit with a temporary purpose under the civic integration law |
| By application | You apply to stay with a family member whose permit has a temporary purpose |
| By application | You apply to stay with a family member who holds a temporary or permanent asylum permit |
| By application | Your application is assessed under EU law (family members of EU citizens) |
| By application | You already hold a residence permit in the Netherlands and apply for another purpose |
| By diploma | You hold the civic integration diploma under the Wet inburgering |
| By diploma | You hold a Staatsexamen NT2 diploma, programme I or II |
| By diploma | You hold a Dutch certificate of completion of university, hbo, mbo from level 2, vwo, havo, mavo or vmbo, with teaching in Dutch |
| By diploma | You hold one of the other Dutch-language certificates the IND lists: comparable education taught in Dutch in Belgium or Suriname with a pass in Dutch; education taught in Dutch in the Caribbean parts of the Kingdom that the Minister of OCW has designated, with a pass in Dutch; a European baccalaureate that shows Dutch as first or second language, with a pass in it; or an International Baccalaureate Middle Years Certificate, an IGCSE or an International Baccalaureate, with an English-Dutch course or an IB course in Dutch and a pass in Dutch |
Source: IND, "Basisexamen inburgering in het buitenland", sections Vrijstellingen and Ontheffingen, read 13 October 2026. Translation and grouping are ours. For a diploma the IND asks for its appendix form and an ordinary or certified copy with the MVV application, never the original.
A dispensation is requested with the same appendix and evidence, sent with the MVV application. The IND names two grounds: medical circumstances that make passing impossible, and personal circumstances after you have tried to pass the exam or parts of it. For a medical dispensation you first tell the Dutch mission, a doctor is assigned and examines you at your own cost, and the medical form may not be older than six months when it goes in with the application.
The three parts of the exam
DUO’s pages give the length of each part. The exam is taken on a computer. You may take all three parts on one day, which DUO says takes about two hours with breaks, or spread them.
| Part | What it tests | Questions and time | How you answer | Marked by | Fee |
|---|---|---|---|---|---|
| Kennis van de Nederlandse Samenleving (KNS) | How people in the Netherlands live together and what the rules are, as shown in the film "Naar Nederland" | 30 questions, 30 minutes | You see photos; the questions are read aloud slowly; two possible answers per question; you click one | Computer | EUR 50 |
| Lezen (Reading) | Reading simple Dutch at level A1 | 19 questions, 35 minutes | Short texts, each followed by questions | Computer | EUR 50 |
| Spreken (Speaking) | Speaking simple Dutch at level A1 | 22 items, 30 minutes: 10 questions to answer and 12 sentences to complete | You speak your answers into a microphone | People, using the published assessment model | EUR 50 |
Source: DUO, naarnederland.nl, "Learning for the exam", "Taking practice exams", "Registering for the exam" and "Taking the exam", read 13 October 2026. The figures for Reading and Speaking are given by DUO for both the practice exam and the real exam; for KNS DUO says the real exam has 30 questions in 30 minutes and the practice exam 5.
Two details on those pages are worth more than any commercial course. First, DUO says that all KNS questions and answers are printed in the photo book of the self-study package, which you can read at home. Second, DUO publishes the questions and the sentences to complete for the Speaking exam, together with the model used to mark them. So for two of the three parts the question material is public and official.
You get a mark from 1 to 10 for each part and you pass with a 6 or higher on all three. If you fail one part you retake only that part, after registering and paying for it again.
How to prepare: the official self-study package
DUO’s own material is the self-study package "Naar Nederland". It can be downloaded free, in separate components, or followed online as e-learning after you create an account. It can also be bought as a physical package for EUR 25, which contains the manual with a glossary, the film, the photo book, the workbook and the e-learning programme. DUO says the package can be used by everyone, including people who have not learned to read or write.
| Item | What DUO offers |
|---|---|
| Languages | 33 language versions on the download page when we read it (our count), including Hindi, Punjabi, Tamil, Urdu and English |
| Free download | Workbook, photo book, manual in your language, audio files and the film "Naar Nederland" |
| E-learning | Online lessons after creating an account |
| Bought package | EUR 25: manual with glossary, film, photo book, workbook, e-learning on USB |
| Practice exams | One for each part; the KNS practice exam has 5 questions, Reading 19, Speaking 22 |
| What you need for the practice exams | A desktop or laptop with internet, and a microphone or headset for Speaking |
| Brochure | A brochure about the exam in 27 languages |

Registering, paying and the embassy
You register with DUO, online or with a paper form. Online is faster: DUO says a paper application can take up to ten weeks to process. After payment you receive a confirmation with your candidate number within five working days by e-mail, or later by post. You then make the appointment yourself with the embassy or consulate. The exam is taken at a Dutch embassy or consulate (the IND’s Dutch page adds “or an external service provider”); if there is none in your country, DUO tells you to choose the nearest one and check whether you need a visa for that country.
| Step | What the official pages say |
|---|---|
| Register | With DUO, online via naarnederland.nl, or by paper form requested by phone |
| Pay | EUR 150 for the full exam. Online registration: iDeal/Wero with a Dutch bank account, or a bank transfer after a payment request by e-mail. Paper form: a payment request by post |
| Confirmation | Within 5 working days by e-mail, or later by post, with your candidate number |
| Appointment | You make it yourself with the embassy or consulate. For India, NederlandWereldwijd says the appointment is made by e-mail with the Dutch embassy in New Delhi, quoting the candidate number |
| Change the date or place | Once each, up to 24 hours before the exam. For the date, ask the embassy or consulate; for the place, ask the embassy or consulate where you want to sit it and, if it agrees, reply to DUO’s confirmation email or payment confirmation |
| Cancel | At least 24 hours before, by replying to DUO’s confirmation; the refund follows within 6 weeks to the account that paid |
| Bring | Confirmation of the appointment, a valid passport and a recent colour passport photo |
| At the embassy | You show your passport and your fingerprints are taken |
| Result | Within 8 weeks, often sooner, by e-mail or letter from DUO; your sponsor also receives it if you gave their e-mail address |

How long the result is valid
Here the two official sites use different words for the same rule, so both are printed. DUO says an exam that has been passed is valid indefinitely, but after you have passed all three parts you have one year to apply for the MVV; wait longer and you must take the basic exam again. The IND says the result of the basisexamen is valid for one year, that parts you have passed stay valid until you have passed the whole exam, and that without an MVV application within a year of passing you must first pass the whole exam again. Read together: there is no clock on a single passed part while you are still working on the others, and a one-year clock starts when the third part is passed.
DUO sends the result by e-mail or letter. DUO says the e-mail also contains a PDF of the result, which you can print and attach to the MVV application; you or your sponsor submit that application to the IND.

Passing the exam abroad does not replace KNM. DUO says that once you are in the Netherlands you must continue the civic integration process: the municipality invites you for an interview that you are required to attend, and it decides how you proceed. Under the current law most routes end with exams that include KNM (the self-reliance route, the Z-route, is the exception); our guides to exemptions and which law applies to you and the deadline and fines for family migrants cover that stage, and the eight themes and 78 eindtermen covers what KNM asks. The reverse does work: someone who already holds the civic integration diploma is exempt from the exam abroad.
What we could not confirm
We did not find, on the pages we read, a pass rate for the exam abroad, a waiting time for an appointment at the embassy in New Delhi, or the list of nationalities that need an MVV; for the last one the IND’s MVV page is the place to look. The English and Dutch pages of naarnederland.nl carried different dates on the same news items when we read them, which does not affect any rule above. And we have not read the Speaking assessment model in detail; DUO links it from its practice page.
Preview the KNM revision kit
If you go on to need KNM in the Netherlands, after the exam abroad or because you are exempt from it, the kit is built for that exam. The kit is a seven-page PDF that restates all eight themes of the official end terms in plain English with the Dutch words the exam uses. Page 1 is free to read in full, so look at it before you decide anything. It is a revision aid from an independent site, not an official document and not a substitute for DUO’s practice exams.

What is the basisexamen inburgering buitenland?
A basic exam on the Dutch language and Dutch society, taken abroad at a Dutch embassy or consulate. Passing it is a condition for applying for an MVV if you come to live with a partner or to work as a spiritual counsellor and are not exempt.
Is it the same as the KNM exam?
No. The exam abroad has three parts at level A1, one of which is Kennis van de Nederlandse Samenleving (KNS). KNM is a separate 45-minute exam taken in the Netherlands as part of the civic integration exam.
How much does the basisexamen cost?
EUR 150 for the full exam: EUR 50 each for KNS, Reading and Speaking (DUO, read 13 October 2026). A retake of one part costs that part’s fee again.
Does the spouse of a knowledge migrant need it?
No, on the IND’s list. Work as a knowledge migrant is a temporary purpose, and an application to stay with a family member whose permit has a temporary purpose is exempt. The IND confirms this when it handles the application.
Do Indian nationals need the basisexamen?
India is not on the IND’s list of exempt nationalities. An Indian national who needs an MVV to join a partner whose stay is not temporary must pass it, unless another exemption applies, such as age or a listed diploma.
Where can I take it in India?
NederlandWereldwijd says the exam is taken at a Dutch embassy or consulate-general and that for India the appointment is made by e-mail with the Dutch embassy in New Delhi, after DUO has confirmed your payment.
How many questions does the KNS part have?
DUO says the real KNS exam has 30 questions and takes 30 minutes, with two possible answers per question. All KNS questions and answers are printed in the photo book of the self-study package.
What is the pass mark?
You receive a mark from 1 to 10 for each part and pass with a 6 or higher on all three.
How long is the result valid?
A passed part stays valid while you complete the others. Once all three parts are passed, the MVV must be applied for within one year; after that you must pass the exam again.
Is the study material available in Hindi?
Yes. DUO’s self-study package has Hindi, Punjabi, Tamil, Urdu and English versions among others, free to download.
