Extra questions & answers
How does the Indian approach deal with regional aspirations?
It balances unity and diversity democratically, allowing political expression of regional aspirations rather than treating them as anti-national, and accommodating them within the constitutional framework.
Explain the internal divisions of Jammu and Kashmir.
It comprises three regions — Jammu, mainly Hindu; the Kashmir valley, mainly Muslim; and Ladakh, mountainous and divided between Buddhists and Muslims — giving rise to multiple aspirations.
What are the various positions on regional autonomy for Kashmir?
Some outside J&K wanted Article 370 revoked for full integration; many Kashmiris felt the autonomy was too little and demanded a plebiscite, greater autonomy or genuine democracy.
Why did the Anandpur Sahib Resolution become controversial?
Because it asserted regional autonomy, sought to redefine centre-state relations and spoke of the aspirations and bolbala of the Sikh community, and was later used by extremist elements.
What were the main provisions of the Punjab Accord?
The Rajiv Gandhi-Longowal Accord of 1985 provided for transferring Chandigarh to Punjab, a commission on the border dispute, a tribunal on river-water sharing, and compensation to those affected.
What three issues dominate the politics of the North-East?
Demands for autonomy, movements for secession, and movements against 'outsiders' or migrants.
How was the Mizoram problem resolved?
After two decades of insurgency, Laldenga negotiated with the government and the 1986 accord with Rajiv Gandhi granted Mizoram full statehood, ending the secessionist struggle.
Explain the Assam Movement as cultural pride and economic backwardness.
The Assamese feared illegal Bengali Muslim migrants would make them a minority, while resenting that their resources like oil, tea and coal were drained without benefit to the people.
Show that not all regional movements lead to separatism.
The Dravidian movement in Tamil Nadu and the Assam and Mizoram movements ultimately worked within the democratic and constitutional framework, becoming examples of regionalism compatible with nationalism.
What lessons can be drawn for dealing with regional aspirations?
That such aspirations are a normal part of democratic politics and are best handled through negotiation, power sharing, balanced development and the flexible federal framework rather than suppression.
