What went into these seven pages

Written from the primary documents, not from other people's notes:

  • careers.state.gov, "Foreign Service Officer and Specialist Competencies": the Negotiation, Presentation Skills and Teamwork definitions quoted in the rubric.
  • US Department of State fact sheet of 1 April 2026; Pearson VUE FSOA page, 7 August 2026; careers.state.gov accommodations page.

The official format and scoring scale of the redesigned assessment are not published. Every scenario is fictitious and every model answer is ours.

Questions

How do I get it after paying?

It's yours the moment the payment clears, and you come straight back to this page with Download and Read buttons. It stays in your ProSyllabus account.

Will the kit be updated after I buy it?

Yes. We regularly correct and improve our kits as syllabi, notifications and exam patterns change. Each time you download from this page you get the latest version, at no extra cost — so check back here from time to time, and download it again before your exam.

Can I pay with UPI?

Yes — UPI, cards or netbanking on a secure payment page. If you already have ProSyllabus credits, they are used instead and nothing is charged.

What does FSOA Complete include?

This negotiation and structured-interview practice set (PDF), the Written Exercise Pack (6 timed briefings with model memos and written feedback on your own memos), 3 typed mock sessions with a written report each, the after-FSOT knowledge kit (PDF) and the FSO timeline and clearance checklist (PDF). One payment; each item opens on its own page.

Can I try it before I buy?

Yes. Page 1 of this set, with the full rubric, is free on this page; briefing 1 of the Written Exercise Pack and one short mock session are free on their own pages.

Are these real assessment questions?

No. They are practice scenarios and prompts written by ProSyllabus to the State Department's published description of the redesign. No official sample questions exist, and no practice score here predicts a result.

What happens when the State Department publishes the format?

We revise the material, and buyers get the new edition free from this page.

Is this official?

No. It is compiled by ProSyllabus from the State Department's and Pearson VUE's public pages and standard sources, and is not affiliated with either. Your invitation letter is the authority.

What does this kit cover?

The State Department redesigned the oral assessment in April 2026 to test negotiation skills and substantive knowledge. This set gives you six negotiation scenarios set in fictitious countries, each with both sides' interests, the numbers and model guidance, plus twenty interview prompts, fifteen of them with model answers. Score yourself on a rubric built on the Department's own Negotiation and Presentation competencies.

Found a mistake? Report it — if we accept it, we fix the kit for every buyer and thank you by name on this page.
