In the Income Tax Department three departmental exams sit on the promotion ladder, and each one opens a different door. The Ministerial Staff (MS) exam moves ministerial staff up and makes Stenographers eligible for the next exam. The Inspector (ITI) exam confirms directly recruited Inspectors and qualifies Office Superintendents, Tax Assistants and Stenographers for promotion. The Officer (ITO) exam is open to Inspectors and to the same grades once they have passed the ITI exam; the ITO rules list it "for promotion", but who is actually promoted to Income Tax Officer is decided by the ITO Recruitment Rules, not by the exam. Passing an exam is necessary but not sufficient: the Recruitment Rules for the post decide who is actually promoted and after how many years. This guide sets out both, from the 2026 exam rules and the Inspector of Income Tax Recruitment Rules 2024, and flags the one place where they do not line up.
Where other pages get this wrong
The Inspector of Income Tax is a Group B, non-gazetted post at Pay Level 7, and no official text we could open says an Inspector needs "3 to 4 years" before promotion to ITO.
Commonly published instead: Search summaries that call the Inspector post Group C, and career pages that state promotion to ITO after "3 years" or "3-4 years" as an Inspector.
The Recruitment Rules 2024 (G.S.R. 132 of 25.09.2024) classify the post as General Central Service, Group B, Non-Gazetted, Non-Ministerial, Level 7. The ITO Recruitment Rules were not available on any official page we reached. A reviewer told us that the ITO Recruitment Rules 2004, as amended by G.S.R. 189(E) of 24.03.2005, are quoted in court decisions as requiring three years as Inspector, and that a draft revision circulated in 2016; we could not open either text, so treat the three years as reported and unverified, not as a rule we checked. The only service rule we could verify is the 5 years (3 for existing holders) that an Office Superintendent or Steno Grade-I needs to be promoted to Inspector.

Read as a path, there are two streams, and this summary of them is ours. Ministerial stream: MTS or LDC, the MS exam, Tax Assistant, Office Superintendent, the ITI exam, Inspector. Stenographer stream: Steno Grade-II, Steno Grade-I, with the MS exam taken to become eligible for the ITI exam, then the ITI exam, Inspector. The streams meet at Inspector, which is the grade the ITO exam is usually taken from; the step to Income Tax Officer then depends on the ITO Recruitment Rules. None of the three exams has an age limit, and service length is not a condition of sitting them under the 2026 rules; it is a condition of promotion.

Direct recruitment into the Inspector grade is, in practice, through the Staff Selection Commission's Combined Graduate Level exam (reported; the Recruitment Rules set the age and degree conditions, not the name of the exam). Those recruits then sit the ITI departmental exam to complete probation.

Because promotion is region-wise, these numbers are the pool you compete in. A region with more posts has a larger sanctioned strength, which is not the same as more vacancies in a given year: vacancies depend on retirements, promotions out and filling. The Recruitment Rules do not publish vacancies, and we found no official figure for how many posts are filled by promotion each year.
The one mismatch: Tax Assistants and Steno-II
Exam rules and Recruitment Rules, both sides
- Exam rules: Tax Assistants and Steno Grade I and II who have passed the MS exam may sit the ITI exam "for promotion" (ITI rules 2026, Rule III, official).
- Recruitment Rules: promotion to Inspector is only from Office Superintendent and Steno Grade-I at Level 6 with 5 years' service and, except for those in post on the notification date, a bachelor's degree; Tax Assistants and Steno Grade-II are not named as feeders (RR 2024, official).
- Our reading: a Tax Assistant can pass the ITI exam early, which is useful, but must reach Office Superintendent (or a Stenographer Steno Grade-I) before being promoted to Inspector. We could not confirm this with the Directorate.
- Steno-II and the ITO exam: the 2023 notification required 5 years' regular service for a Steno Grade-II to sit the ITO exam (CBDT letter of 11.07.2012, official). The 2026 ITO rules list Steno I and II with no service condition. The rules are newer; the 2012 letter has not been shown to be withdrawn.

The ITO row is the weakest link on this page. We could not reach the ITO Recruitment Rules on any official page, so the pay level comes from a reported source and the CAG table only tells us what grade pay ₹4,800 converts to. We also print no ITO sanctioned strength and no feeder service years for the ITO post, because we found none officially.
Timing: when a pass starts to count
Two rules affect when a pass becomes useful for promotion. The date of passing is the date the result is declared, under an instruction of 22 December 2011 that the 2026 notification keeps. And a delay in holding the exam or declaring the result gives no right to be treated as eligible from 1 January of a vacancy year, with no relaxation for such delays (Rule XV, official). If a DPC is due, the result date, not the exam date, is the one that matters.
