publicjobs Online Tests 2026: Every Test Type, Timings, Free Practice

Checked 1 November 2026. Tests, question counts and timings change between competitions. Figures here are from the latest publicjobs booklets we could read, each named with its competition and year. Check your own competition's booklet and familiarisation material: they win.

publicjobs online tests are the first stage of the large Irish Civil Service competitions in this guide: Verbal Reasoning, Numerical Reasoning and a Situational Judgement Test for the Administrative Officer 2024 graduate competition, the same three for Executive Officer 2022, and an Assessment Questionnaire for Clerical Officer Nationwide 2026. Your score sets your Order of Merit, your ranking against every other candidate, so the tests decide not just whether you go forward but how soon. This guide sets out every test type on publicjobs' published list, the counts and times its booklets gave, how remote proctoring works, how the ranking is built, and how to practise. ProSyllabus is an independent practice site, not part of publicjobs or the Public Appointments Service, and these are not publicjobs test items.

The test types publicjobs uses

publicjobs' Our Recruitment Process page lists the assessments it uses most. Not every competition uses all of them, and a competition can add others, so the list is a menu, not a fixed paper.

TestWhat it measuresTypical use
Assessment QuestionnaireYour skills, interests and preferences, and how you would respond to scenarios in the role; you rate how well statements describe youLarge competitions such as Clerical Officer, Executive Officer, Garda Trainee
Verbal ReasoningUnderstanding, analysing and evaluating written passages; statements judged against the textGraduate and junior management grades (AO, EO)
Numerical ReasoningFinding relevant details and drawing conclusions from numerical information, usually multiple choiceGraduate and junior management grades (AO, EO)
Logical ThinkingAbstract reasoning: spotting patterns and relationships to draw logical conclusionsListed by publicjobs; named in a competition's booklet when used
Situational Judgement / Job SimulationReasoning and judgement in job-relevant dilemmas: actions to rate, or a chat where you pick one of three repliesAO, EO and many other competitions

Verbal Reasoning

In the Administrative Officer 2024 test you read passages, each followed by several statements, and marked each statement True (it must be true given the passage), False (it must be false given the passage) or Cannot Say. The booklet says to base answers only on the passage and that each statement has one correct answer. AO 2024 gave 30 minutes for 40 statements; Executive Officer 2022 gave 35 minutes for 59. The AO 2024 booklet warns that most candidates do not complete all questions in the time, and asks you to work as quickly and accurately as possible.

Numerical Reasoning

The numerical test gives charts or tables, each followed by a question with five options, one correct. AO 2024 gave 35 minutes for 24 questions; Executive Officer 2022 gave 35 minutes for 36. A handheld calculator or the one built into your computer is allowed; a mobile phone is not (AO 2024 rules). The questions test how well you evaluate the numerical data in the charts or tables.

Situational Judgement Test

This is where the grades differ most. Executive Officer 2022 had scenarios followed by several actions, each rated on a five-point scale from Excellent to Bad. Administrative Officer 2024 instead asked for the single best response from three options, across three sections: 5 text scenarios, 5 short video scenarios (5 minutes 19 seconds of video in total, subtitled, re-watchable within the time) and 6 instant-message chats. The whole test had 40 minutes, and the booklet says speed itself is not assessed. Each scenario is independent: carry nothing from one to the next.

Assessment Questionnaire

Clerical Officer Nationwide 2026 used an Assessment Questionnaire at Stage 1 rather than aptitude tests. It had two parts: Part A asked about your skills and experience, including four written answers of 100 to 200 words each, and Part B asked you to rate responses to work scenarios as Good, Adequate, Weak or Bad. It set the order of merit for interview, and the familiarisation document warns that answers may be checked at interview.

Stage 1 by grade

The table puts side by side what publicjobs published for each grade's first stage. For the Administrative Officer stages after the tests, see the Administrative Officer competition guide; for Executive Officer, the Executive Officer online tests guide.

Third Secretary, Department of Foreign Affairs and Trade (2026)Online assessments expected from 21 May 2026 (the booklet lists the possible selection methods, not their order)As set out in the candidates' informationPossible methods also include shortlisting, report-writing or other exercises; interviews likely from July 2026

Tests are only the first stage. The later stages can include written work too: at the HEO 2024 final stage, candidates analysed the Civil Service 2030 Renewal Strategy in a written report sent before the interview and opened the interview with a 5-minute oral briefing on it. The Third Secretary 2026 booklet also lists a report-writing exercise among the possible selection methods; the Third Secretary guide in this series covers that competition stage by stage.

Seconds per item, AO 2024 against EO 2022 (our arithmetic)
AO 2024 Verbal (30 min, 40 statements)45 s per statement
EO 2022 Verbal (35 min, 59 statements)36 s per statement
AO 2024 Numerical (35 min, 24 questions)88 s per question
EO 2022 Numerical (35 min, 36 questions)58 s per question

Minutes x 60 / items, rounded. The AO 2024 tests allowed more time per item than EO 2022. The SJTs are not shown: the AO 2024 booklet says speed is not assessed there.

How Order of Merit is built from your scores

publicjobs defines your Order of Merit as your ranking within the successful candidates at a stage: the highest scorer on the Stage 1 tests is placed first. Candidates go forward in batches sized to the vacancies on hand, so a higher score means an earlier invitation, and a lower one may mean waiting for a later batch or never being called.

Two rules in the AO 2024 booklet matter for how you prepare. First, you had to reach the qualifying standard in all three tests to be considered further. Second, the Order of Merit was built from the combined Verbal Reasoning and Situational Judgement scores. So in that competition the numerical test was a hurdle to clear, while verbal and situational judgement set your place in the queue. A later competition can weight things differently, so check your own booklet.

What this means in practice

  • Clear every test: a strong verbal score cannot rescue a numerical test below the qualifying standard.
  • Then push the tests that rank you. In AO 2024 those were Verbal Reasoning and the Situational Judgement Test.
  • No negative marking in AO 2024 or EO 2022: in those tests a blank answer could only cost you.
  • Qualifying is not an invitation. publicjobs says those placed highest go forward, as vacancies arise.

Unsupervised or remotely proctored

publicjobs says its tests can be unsupervised, or supervised in person or online through remote proctoring. The graduate-grade tests we read were proctored: AO 2024 took intermittent webcam photographs that were recorded and reviewed afterwards, after an ID check with a passport or driving licence, and a room scan before each test.

RuleAO 2024 remote proctoring
DeviceOne laptop or PC with a webcam: Chrome or Edge on a PC, Chrome on a Mac (never Safari); no tablet, phone, Chromebook or second screen
On the deskRough paper, pen, water, calculator (handheld or built into the computer), reading glasses
RoomAlone, quiet, seated, visible on camera throughout; a room scan before each of the three tests
SittingsTests in any order and not all at once, but each test in one sitting; all three before the deadline or you are treated as withdrawn
AI and toolsNo online systems, software, plug-ins or artificial intelligence; unusual response patterns are investigated
Connection lostClose the browser and reopen the link in a fresh browser: you continue without losing time

The AO 2025 booklet adds that a candidate may later be asked to sit tests in a supervised environment, and that responses are checked for duplication, originality and response patterns. Taking a test with someone else's help is a disqualification risk, not a shortcut.

Three worked examples

Each example below walks through the thinking the test rewards. Read the method, then use it on the sample above.

Worked example 1 · Verbal Reasoning: True, False or Cannot Say

Passage (invented): "The department moved its grant applications online in 2025. Applications received by post fell by two thirds that year, although the total number of applications rose." Statement: "The online system made the grant scheme more popular."

  1. Ask what the passage says, not what is likely. It says total applications rose and postal ones fell.
  2. Does it say the online system caused the rise? No. Something else could explain it.
  3. Could the statement be false? The passage does not rule it out either.
  4. So the answer is Cannot Say: the passage gives a timing, not a cause.

What it shows: A change that follows an event does not show the event caused it. True needs the passage to make the statement certain, not just plausible.

An original ProSyllabus walkthrough. The text and figures are invented; it is not a publicjobs item.

Worked example 2 · Numerical Reasoning: percentage change from a table

Table (invented): a unit processed 1,240 cases in Quarter 1 and 1,550 in Quarter 2. Question: by what percentage did cases rise?

  1. Change = 1,550 - 1,240 = 310.
  2. Divide by the starting value, not the new one: 310 / 1,240 = 0.25.
  3. Answer: a 25% rise. Dividing by 1,550 gives 20%, but a percentage increase is measured against the starting value.
  4. Check the size: about a quarter more than 1,240 is about 1,550. It fits.

What it shows: Choosing the right base matters. Name the base before you calculate.

An original ProSyllabus walkthrough. The text and figures are invented; it is not a publicjobs item.

Worked example 3 · Situational Judgement: the best of three responses

Scenario (invented): a new graduate is asked by a colleague in another unit for a draft briefing their manager has not yet approved. Options: send it now to be helpful; refuse and say nothing more; explain it is not yet approved and check with the manager before sharing.

  1. Find what the situation needs: helpfulness to a colleague, and control of unapproved material.
  2. Sending it meets the first need and fails the second. Refusing meets the second and fails the first.
  3. Explaining and checking with the manager meets both, so it is the best response of the three.

What it shows: Compare how well each response meets the needs of the situation; none may be perfect. A response that fixes one problem by creating another tends to fall short.

Timing tips

Use the per-item pace from your own booklet and practise to it: on the AO 2024 figures, about 45 seconds a verbal statement and under 90 seconds a numerical question. Do the official self-assessment early and again near the test, under time.

Before and during the tests

  • Read the Competition Information Booklet and the familiarisation material in full, then take the official Administrative Officer self-assessment under timed conditions.
  • Do the familiarisation, webcam check and ID verification early, on the same computer and network you will use for the live test.
  • Avoid work or college networks: their firewalls can block the test platform (AO 2025 booklet).
  • Sit the tests early in the window. Problems not reported before or on the day cannot be fixed afterwards.
  • In Verbal Reasoning, if your test lets you skip and return, move on from a passage you are stuck on and come back if time allows.
  • In the Situational Judgement Test, read every option before choosing, and treat each scenario on its own.

Common mistakes

MistakeWhy it costs youFix
Using outside knowledge in Verbal ReasoningAnswers must rest on the passage alone; true-in-real-life is not TrueAsk: does the passage make this certain?
Dividing by the wrong basePercentage change is against the starting valueName the base before calculating
Leaving blanks at the endNo negative marking in AO 2024 or EO 2022, so a blank is a sure zeroAnswer every item before time runs out
Ignoring the qualifying testAO 2024 and EO 2022 required the qualifying standard in every test; check your own bookletPractise numerical even if it did not rank you
Testing the setup on the dayID verification is not instant (AO 2024: email support if not verified within 24 hours) and photos may need retakingVerify ID and webcam in the first days of the window

Frequently asked questions

What tests are in the publicjobs online assessments?

It depends on the competition. publicjobs lists Assessment Questionnaires, Verbal Reasoning, Numerical Reasoning, Logical Thinking and Situational Judgement Tests as the most common. Administrative Officer 2024 used Verbal Reasoning, Numerical Reasoning and a Situational Judgement Test.

How long are the publicjobs tests?

For Administrative Officer 2024: Verbal Reasoning 30 minutes for 40 statements, Numerical Reasoning 35 minutes for 24 questions, Situational Judgement 40 minutes. Your familiarisation booklet gives the times for your competition.

What is the pass mark for the publicjobs tests?

The AO 2024 and EO 2022 booklets give no numerical pass mark. They say candidates must reach the qualifying standard in all tests, and those placed highest in the Order of Merit are considered for the next stage.

Can I retake the publicjobs online tests?

AO 2024 and EO 2022 did not allow Stage 1 to be sat more than once within those competitions; check your own competition's rules. Feedback and test rechecks can be requested in writing for up to six months after a stage (AO 2025 booklet).

Is there negative marking?

There was no negative marking on any of the tests in AO 2024 or EO 2022. Check your own competition's booklet.

Can I use a calculator in the numerical test?

Yes. In AO 2024 a handheld calculator or the calculator built into your computer was allowed; a mobile phone was not.

Are publicjobs tests proctored?

Some are. publicjobs tests can be unsupervised or supervised by remote proctoring. AO 2024 used webcam photographs reviewed afterwards, an ID check and a room scan before each test.

Where can I get publicjobs practice tests?

publicjobs offers free self-assessment tests at Clerical Officer, Executive Officer and Administrative Officer level on its Test Advice page, and familiarisation material to invited candidates. Independent practice sets in the same formats, like ours, are extra practice, not publicjobs material.
