The three objective papers carry 100 multiple choice items each with negative marking of 0.25 for a wrong answer, and no textbooks are permitted. Pass marks under the IREM are 40 per cent in an individual paper and 45 per cent in the aggregate of the objective papers for general candidates, reduced to 30 per cent and 35 per cent for SC, ST and PwBD candidates. A candidate scoring 60 per cent or more in a paper is exempted from retaking it for up to five subsequent attempts. Unlike GDCE, this is a qualifying examination and not a competitive one, so clearing the thresholds is what matters rather than a rank.

The 2024 dates in the Board's own order and the June 2024 date reported by the candidate site do not match, which suggests the April sitting moved. Neither the notification nor a date for the next cycle exists in the public record, so nothing later than the AIRF representation is treated here as fixed.

The commonest misreading of Appendix-3 is that it is notified and conducted zone by zone like most railway departmental examinations. It is not. The Railway Board conducts it centrally; zonal railways and production units only call for, verify and nominate eligible and willing candidates, with the lists certified by the FA&CAO or Dy. CAO/G. That is why there is no zonal notification to watch for, and why a candidate whose name is missing from the zonal list has no examination to sit regardless of eligibility.

In the 2024 cycle the Board's order of 20 February 2024 gave zones barely ten days to submit preliminary lists, due 1 March 2024, with certification from the FA&CAO or Dy. CAO/G that the particulars were verified. Only incremental changes were accepted after that, not fresh complete lists. A candidate who is eligible but whose particulars are wrong, or whose willingness was not recorded, effectively loses the cycle at the zonal accounts office rather than in the examination hall. The practical step is to confirm with the office establishment section that the Appendix 2 pass or substantive Clerk Grade I status, and the five years of continuous accounts office service or three years for a graduate, are correctly recorded before any circular arrives.

The Board's order for the 2024 CBT states that the examination is conducted bilingually according to the medium each candidate selects, that zones must identify candidates preferring the Hindi medium at the nomination stage, and that no changes are allowed later. This is a small administrative field with a large consequence: a candidate who defaults into the wrong medium sits three objective papers and a 200-mark subjective paper in a language they had not prepared codal terminology in. The subjective paper carries a Rajbhasha component in any case, so the decision is about which language carries the accounting and finance answers, not about avoiding Hindi altogether.

Aggregate, not just per paper, decides the objective half

Two thresholds apply to the objective papers and both must be met: 40 per cent in each individual paper and 45 per cent in the aggregate across the three, for general candidates, against 30 and 35 per cent for SC, ST and PwBD candidates. With negative marking of 0.25 for a wrong answer across 300 objective items, indiscriminate guessing can pull the aggregate below the bar even where every individual paper clears 40. Traffic Accounts and Stores and Workshop Accounts are the papers accounts office staff typically see least of in daily work, so they are where the aggregate is usually lost. The 60 per cent exemption, valid for five subsequent attempts, makes it worth pushing a strong paper well past the pass line rather than coasting.

The subjective paper is a third of the marks

Paper IV carries 200 marks against 300 for all three objective papers combined, and it is typed on a computer in three hours rather than handwritten. It mixes essay, Rajbhasha, application of finance and accounts provisions and advanced bookkeeping numericals. Candidates who prepare only for multiple choice recall arrive unable to write a reasoned codal answer or to lay out a numerical solution legibly under time pressure, and typing speed becomes a real constraint. No textbooks are permitted in any paper, so the finance and accounts application questions have to be answered from memory of the provisions rather than by citation lookup. Practising full three-hour typed papers is the only realistic rehearsal.

Prepare on the scheme, not on the calendar

A candidate advisory published in September 2026 makes the point bluntly: do not wait for the notification or an examination date to begin studying. Given that the last sitting was in 2024, that the examination is meant to be annual, and that the AIRF had to write to the Board in August 2026 to press for one, the lead time between a notification and the CBT is likely to be short when it comes. Nothing in the scheme is expected to change, since ACS 282 of August 2023 already reset the pattern and the merged Senior Section Officer designation. There is also no cap on attempts, so the cost of preparing for a cycle that slips is only time.
