The three objective papers carry 100 multiple choice items each with negative marking of 0.25 for a wrong answer, and no textbooks are permitted. Pass marks under the IREM are 40 per cent in an individual paper and 45 per cent in the aggregate of the objective papers for general candidates, reduced to 30 per cent and 35 per cent for SC, ST and PwBD candidates. A candidate scoring 60 per cent or more in a paper is exempted from retaking it for up to five subsequent attempts. Unlike GDCE, this is a qualifying examination and not a competitive one, so clearing the thresholds is what matters rather than a rank.

The 2024 dates in the Board's own order and the June 2024 date reported by the candidate site do not match, which suggests the April sitting moved. Neither the notification nor a date for the next cycle exists in the public record, so nothing later than the AIRF representation is treated here as fixed.

The commonest misreading of Appendix-3 is that it is notified and conducted zone by zone like most railway departmental examinations. It is not. The Railway Board conducts it centrally; zonal railways and production units only call for, verify and nominate eligible and willing candidates, with the lists certified by the FA&CAO or Dy. CAO/G. That is why there is no zonal notification to watch for, and why a candidate whose name is missing from the zonal list has no examination to sit regardless of eligibility.

In the 2024 cycle the Board's order of 20 February 2024 gave zones barely ten days to submit preliminary lists, due 1 March 2024, with certification from the FA&CAO or Dy. CAO/G that the particulars were verified. Only incremental changes were accepted after that, not fresh complete lists. A candidate who is eligible but whose particulars are wrong, or whose willingness was not recorded, effectively loses the cycle at the zonal accounts office rather than in the examination hall. The practical step is to confirm with the office establishment section that the Appendix 2 pass or substantive Clerk Grade I status, and the five years of continuous accounts office service or three years for a graduate, are correctly recorded before any circular arrives.

The Board's order for the 2024 CBT states that the examination is conducted bilingually according to the medium each candidate selects, that zones must identify candidates preferring the Hindi medium at the nomination stage, and that no changes are allowed later. This is a small administrative field with a large consequence: a candidate who defaults into the wrong medium sits three objective papers and a 200-mark subjective paper in a language they had not prepared codal terminology in. The subjective paper carries a Rajbhasha component in any case, so the decision is about which language carries the accounting and finance answers, not about avoiding Hindi altogether.

Aggregate, not just per paper, decides the objective half

Two thresholds apply to the objective papers and both must be met: 40 per cent in each individual paper and 45 per cent in the aggregate across the three, for general candidates, against 30 and 35 per cent for SC, ST and PwBD candidates. With negative marking of 0.25 for a wrong answer across 300 objective items, indiscriminate guessing can pull the aggregate below the bar even where every individual paper clears 40. Traffic Accounts and Stores and Workshop Accounts are the papers accounts office staff typically see least of in daily work, so they are where the aggregate is usually lost. The 60 per cent exemption, valid for five subsequent attempts, makes it worth pushing a strong paper well past the pass line rather than coasting.

The subjective paper is a third of the marks

Paper IV carries 200 marks against 300 for all three objective papers combined, and it is typed on a computer in three hours rather than handwritten. It mixes essay, Rajbhasha, application of finance and accounts provisions and advanced bookkeeping numericals. Candidates who prepare only for multiple choice recall arrive unable to write a reasoned codal answer or to lay out a numerical solution legibly under time pressure, and typing speed becomes a real constraint. No textbooks are permitted in any paper, so the finance and accounts application questions have to be answered from memory of the provisions rather than by citation lookup. Practising full three-hour typed papers is the only realistic rehearsal.

Prepare on the scheme, not on the calendar

A candidate advisory published in September 2026 makes the point bluntly: do not wait for the notification or an examination date to begin studying. Given that the last sitting was in 2024, that the examination is meant to be annual, and that the AIRF had to write to the Board in August 2026 to press for one, the lead time between a notification and the CBT is likely to be short when it comes. Nothing in the scheme is expected to change, since ACS 282 of August 2023 already reset the pattern and the merged Senior Section Officer designation. There is also no cap on attempts, so the cost of preparing for a cycle that slips is only time.

A post-wise analysis of the two sittings reports 4,293 candidates on one date and 4,506 on the other, close to 8,800 in all, against 5,226 for AEN and 476 for AMM. Who can apply for AOM in the Operating department

The ministerial opt is what makes the AOM pool different from the AEN, AEE and AME pools, which are confined to non-ministerial staff of their departments. A clerk or head clerk in an Operating office who has recorded an option for advancement within Operating, and who holds Level 6 with the five years behind it, is in the feeder pool for a Level 8 gazetted-cell post. The running-staff equation here is from Grade Pay Rs 2,800, a level above the Rs 2,400 equation used in the Electrical notification.

The Southern Railway AOM window sat between the earlier Mechanical and Electrical notifications and the later Civil one, which is normal: each zone staggers its post-wise notifications through August and September while the written test, result and panel dates are fixed centrally for all eight posts together.

AOM is not an engineering post and does not test engineering. Its professional portion is the working of the Operating department: control offices, freight and passenger train operations, train working rules, safety and accident prevention. Candidates who arrive from the engineering LDCE literature and expect a technical paper of the AEN or AEE kind prepare for the wrong examination, and candidates who assume operating experience alone is enough underprepare the planning and statistics heads.

Seven heads, and where the marks concentrate

The transportation syllabus begins with general organisation, meaning the hierarchy and control arrangements at divisional, zonal and Railway Board level. It then takes control office working: the object and set-up of control offices and the functions of the control organisation in train ordering, punctuality, maintenance of operating statistics and wagon and loco stock management. Freight train operations follows, with crew management, engine utilisation, marshalling yards, wagon stock and the information systems, named as the Freight Operations Information System with its Rake Management System and Terminal Management System. Passenger train operations covers time-tabling method, platform planning, punctuality factors and the introduction of new trains, extension of runs and through and sectional coaches. The remaining heads are train working, safety and accident prevention, and planning.

Operating statistics is the examinable core

The one thread running through several heads is measurement: operating statistics under control office functions, wagon and loco stock management, engine utilisation under freight operations, and punctuality factors under passenger operations. In an objective paper these are the topics that produce clean questions with defined answers, in a way that accident classification and planning do not. A station master or controller who can work the definitions of the standard operating ratios and the stock and engine utilisation measures, rather than merely recognise them from daily returns, is preparing the part of the paper that rewards preparation most per hour spent.

This is the post where normalisation decides places

The 2026 paper was written on 24 and 31 May with half of each department on each date, and AOM produced the widest reported difference between the two: averages of 59.62 and 46.20 out of 150, a gap of 13.42 marks, across 4,293 and 4,506 candidates. That is more than ten times the AEN gap. On a field approaching 8,800 candidates competing for a few posts per zone, a correction of that size does not merely reshuffle neighbours, it moves candidates across bands. An AOM raw mark should not be treated as a rank until the normalised result is out. These are reported figures from a specialist departmental blog and are not officially confirmed.

Unlike the Civil, Electrical and Mechanical notifications, which admit only non-ministerial staff of their own departments, the AOM notification admits ministerial Group C staff working in the Operating department who have opted for advancement within that department. That option is a recorded personnel action, not an intention: a candidate who has never exercised it cannot rely on the fact that they sit in an Operating office. The running-staff route is also set at a higher rung here, Grade Pay Rs 2,800 in Level 5 equated to stationary Grade Pay Rs 4,200 in Level 6 and above, where the Electrical notification uses the Rs 2,400 equation. Both routes still need five years of regular non-fortuitous service in Level 6 and above as on 1 January 2025.

Level 8 and the ladder beyond, on the same rules as the engineering posts

Being a non-engineering post makes no difference to pay or to progression. AOM is a Pay Matrix Level 8 Group B post, handled by the zone's gazetted cell in the same series of notifications as AEN, AEE and AME. Above it, the Indian Railway Management Service (Group A) Rules 2022 fill 50 per cent of Junior Time Scale vacancies, Level 10 at Rs 56,100 to 1,77,500, by promotion through selection from Group B officers in Level 8 or Level 9 with a minimum of three years regular service in the grade, and the other 50 per cent by direct recruitment through the Civil Services Examination. Senior Time Scale is Level 11.
