The Singapore College of Insurance lists M9A as Life Insurance And Investment-Linked Policies II, a 50 multiple-choice-question paper of one hour with a 70 per cent pass mark, sat as an English-medium Computer Screen Examination on a closed-book, self-study basis. Passing earns one CPD hour. SCI states no certificate is issued, only a result slip.

Examination fees were standardised with effect from 1 April 2024. M9A costs S$109.00 for SCI or IBF members and S$130.80 for non-members, each inclusive of the registration fee and GST at the prevailing rate. SCI states there is no longer any difference in fee between a first attempt and a re-sit.

A peak-hour surcharge of S$18.53 applies on top of the base fee. SCI defines peak sessions as those after 5 p.m. on weekdays and all sessions on weekends, so an off-peak weekday booking is the cheaper route for candidates whose employers do not reimburse the surcharge.

The new CMFAS examination structure took effect on 1 April 2024, with study materials released on 1 February 2024. It introduced CM-LIP, which combines M9 and M9A into one 150-question, 180-minute sitting requiring at least 70 per cent, alongside CM-CIS and CM-LIC. M9A remains available as a standalone module.

Candidates seeking a letter of certification or lodging an appeal after that date should check the revised schedule rather than older figures.

The M9A syllabus is product-technical rather than regulatory. SCI lists six chapters: Introduction To Structured Products, Risk Considerations Of Structured Products, Understanding Derivatives, Introduction To Structured ILPs, Portfolio Of Investments With An Insurance, and Case Studies. Applicable exemptions are set out on the MAS website under Notice FAA-N26.

Both modules are administered by the Singapore College of Insurance, not by the Institute of Banking and Finance, which handles the capital-markets RES and CM modules. Fees include the registration fee and GST; a peak-hour surcharge of S$18.53 applies after 5 p.m. on weekdays and all weekend sessions.

M9A has no national examination calendar. Candidates pick a seat from the slots SCI opens, so the only dates that matter are the fee and syllabus effective dates above and whatever deadline an employer's compliance department has set.

What this means for your preparation

The commonest error is treating M9A as the life insurance paper. It is not. M9 is the life insurance paper; M9A is the add-on that covers investment-linked policies treated as structured, derivative-bearing products. Candidates who need to advise on plain life policies and buy M9A alone have bought the wrong hour.

What the module actually licenses you to do

SCI describes M9A as being for new or existing representatives of financial advisers who need to comply with the MAS requirement to possess the requisite knowledge to advise others on and arrange investment-linked life insurance policies. The applicable module set for any given person is governed by MAS Notice FAA-N26, and SCI tells candidates to check with their compliance department for the modules that apply to them rather than self-select. The same page directs candidates to the MAS website under Notice FAA-N26 for the list of approved exemptions. Practically, that means the authoritative answer to whether you need M9A lives with your firm's compliance function and the MAS notice, not with a course provider's marketing page.

Sit M9 first, then M9A

SCI states that those intending to provide advice on or arrange life insurance policies must pass M9 together with Module 5, per MAS requirements. M9 is the 100-question, two-hour foundation covering life insurance concepts, premium setting, product classification, traditional products, riders, annuities, underwriting, policy servicing, claims, agency law, income tax implications and nomination, wills and trusts. M9A then layers structured products and derivatives on top of that base. Taking M9A cold, without the product classification and policy mechanics from M9, means meeting chapters on structured ILPs and portfolios of investments with an insurance wrapper without the vocabulary they assume. The sequencing is not formally enforced as a prerequisite on the SCI page, but the syllabus design plainly expects it.

Fifty questions, seventy per cent, sixty minutes

The arithmetic is unforgiving in a way longer papers are not. At 50 questions and a 70 per cent pass mark, 35 correct answers are needed and the fifteenth wrong answer ends the attempt. There is no partial credit and no compensation across sections. With one hour on the clock, the budget is about 72 seconds per question, and chapter six is explicitly case studies, which consume more than their share of that time. The sensible tactic is to clear the definitional questions on structured products and derivatives quickly, bank those marks, and leave the case-study stem reading for a second pass rather than stalling on it early.

Whether to take CM-LIP instead

Since 1 April 2024 SCI has offered CM-LIP, which folds M9 and M9A into one sitting of 150 questions over 180 minutes, requiring at least 70 per cent. Taken separately, M9 and M9A cost S$109.00 each for members, so S$218.00 in total against S$239.80 for CM-LIP; for non-members it is S$261.60 against S$283.40. The combined paper is therefore slightly dearer but resolves everything in a single booking. The trade-off is risk concentration: a failure in a combined sitting puts the whole thing back on the calendar, whereas separate modules let a candidate bank M9 and re-sit only the shorter M9A. CM-LIC extends the same logic to M8 and M8A across 200 questions and 240 minutes.

Fees, surcharges and the paperwork after

Since 1 April 2024 there is no cheaper first-attempt rate and no penalty rate for re-sitting: S$109.00 for SCI or IBF members and S$130.80 for others, inclusive of the registration fee and GST. Add S$18.53 for any session after 5 p.m. on a weekday or at any time on a weekend, which is a real cost for candidates booking around a working day. Expect no certificate; SCI issues a result slip only, and one CPD hour is credited on a pass. Anyone who later needs documentary proof for a new employer should note that SCI's letter of certification and appeal charges were revised with effect from 1 August 2026.

Common questions

Is M9A the same as M9?

No. SCI lists them as separate modules. M9, Life Insurance And Investment-Linked Policies, is 100 multiple-choice questions over two hours and carries two CPD hours on a pass. M9A, Life Insurance And Investment-Linked Policies II, is 50 questions over one hour and carries one CPD hour. Both require 70 per cent. M9 covers life insurance concepts, underwriting, claims, agency law and nomination; M9A covers structured products, derivatives and structured investment-linked policies. Which one you need is determined by MAS Notice FAA-N26 and your firm's compliance department.

How much does M9A cost in 2026?

The weighting of the paper therefore sits with structured and derivative-linked product knowledge rather than with the regulatory framework, which is examined in the rules module RES 5, or with traditional life products, which are examined in M9. The final chapter being case studies means a share of the 50 questions will be scenario-based rather than definitional.

Can I take M9 and M9A in one sitting?

Yes. Under the new CMFAS structure in force from 1 April 2024, SCI offers CM-LIP, Life Insurance and Investment-linked Policies, which combines M9 and M9A in a single examination of 150 questions over 180 minutes, with at least 70 per cent required. The fee is S$239.80 for members and S$283.40 for non-members. CM-LIC goes further, combining M8, M8A, M9 and M9A across 200 questions and 240 minutes. Both remain optional; the individual modules are still offered.

Do I get a certificate for passing M9A?

No. SCI states plainly on the M9A page that no certificate will be issued and that only a result slip will be issued. Passing also entitles the candidate to one CPD hour. Candidates who later need formal documentary proof of a pass, for instance when moving firms, should look at SCI's letter of certification service; the charges for that service and for administrative appeals were revised with effect from 1 August 2026, so older quoted figures should not be relied on.

How do I book an M9A sitting?

M9A is not run to a national timetable. Candidates register through the Singapore College of Insurance exam registration page and pick from the Computer Screen Examination slots available, which is why this page shows the status as rolling rather than listing exam dates. The examination is in English, closed book and self-study, with study material supplied as an eBook whose amendments are tracked in a version control record at the back.
