The LIBF CeMAP qualification specification dated March 2026 sets out Module 1 as the FSRE module, Financial Services Regulation and Ethics, containing two mandatory units: FRE1 Industry, Regulation and Key Parties and FRE2 Skills, Principles and Ethical Behaviours. CeMAP as a whole is described in the specification as two modules of five mandatory units plus a synoptic assessment.

Both CeMAP 1 units use the same assessment shape: 40 questions in one hour, made up of 25 standalone multiple-choice questions plus three case studies carrying five linked questions each. The pass mark is 28 out of 40, which is 70 per cent. That structure is specific to FSRE; the mortgage units are built differently.

Registration periods are time limited. LIBF allows 18 months to complete the full CeMAP qualification, or 12 months per module where modules are registered individually. There is no fixed sitting calendar: exams are booked when the candidate is ready, at a test centre or by remote invigilation.

LIBF lists the CeMAP revision tool at 90 to 180 pounds depending on how many modules it covers, revision videos at 125 pounds per module set, and Ask the Expert tutor access at 60 to 72 pounds for three months. None of these are required to sit the FSRE units, since materials and first entry are already in the 330 pound module fee.

LIBF states that CeMAP meets the education standard the Financial Conduct Authority requires of anyone seeking a licence to practise as a mortgage adviser, and that the qualification is mandated within the Mortgage Adviser Apprenticeship Standard. Passing the exams is not by itself permission to advise: competent adviser status has to follow.

CeMAP 1 is sat as two separate one-hour electronic examinations, not one long paper. Each unit is passed or failed in its own right at 70 per cent, so a strong FRE1 cannot offset a weak FRE2. Both papers mix standalone questions with short case studies.

CeMAP has no national sitting window. Candidates book each unit individually once they are ready, which makes the registration expiry, not an exam date, the real deadline. Plan the two FSRE papers inside the 12-month module clock, or the 18-month clock if all three modules were registered together.

What this means for your preparation

The commonest misconception about CeMAP 1 is that it is one exam. It is a module of two separately examined units, FRE1 and FRE2, each an hour long and each needing 70 per cent on its own. The second misconception is that CeMAP 1 is about mortgages. It is not; it is the financial services regulation and ethics grounding, and its content is largely regulatory rather than product based.

Two units, two 70 per cent hurdles

FRE1 covers industry, regulation and key parties. FRE2 covers skills, principles and ethical behaviours. Each is a one-hour electronic examination of 40 questions and each requires 28 correct answers. There is no compensation between them and none with the mortgage units in Module 2. That means twelve wrong answers in a paper is the entire margin, and because both papers share the same 25-plus-15 structure, a candidate who is weak on case-study reasoning is weak twice. Treat FRE1 and FRE2 as two exams to be prepared and booked separately rather than one module to be revised in a single block.

Fifteen of forty marks sit inside case studies

In each FSRE unit, 25 questions are standalone multiple choice and the remaining 15 arrive as three case studies with five linked questions apiece. That is 37.5 per cent of the paper hanging off three scenarios. The risk is concentrated: misreading one case study can cost five marks, more than a third of the twelve-mark failure margin. The practical technique is to read each case study fully before attempting any of its five questions, since later questions often disambiguate earlier ones, and to leave deliberate time for them rather than working strictly front to back through the hour.

Regulation content, not product content

CeMAP 1 is the unit that makes the qualification an FCA-recognised licence-to-practise route rather than a product course. Its subject matter is the structure of the UK financial services industry, the regulatory framework and the parties within it, then the conduct side: skills, principles and ethical behaviours. Candidates arriving from an estate agency or banking sales background often assume their commercial experience carries them; it usually helps far less here than in Module 2, where mortgage law and products are the subject. Budget more study time for CeMAP 1 than intuition suggests, and less for the parts of Module 2 you already meet daily.

The registration clock is the real deadline

Because exams are booked on demand at a test centre or under remote invigilation, nothing forces pace except the registration period: 12 months for a single module, 18 months for the full qualification. LIBF says most candidates finish the whole certificate in three to nine months. Registering all three modules together costs 735 pounds against 810 pounds separately, but it also starts the single 18-month clock across everything, including the two-hour synoptic assessment at the end. Candidates who expect a long gap between Module 1 and Module 2 should weigh the 75 pound saving against the risk of the combined clock expiring.

Passing is not permission to advise

LIBF states that CeMAP meets the FCA education standard for anyone seeking a licence to practise as a mortgage adviser, and that it is a mandated qualification in the Mortgage Adviser Apprenticeship Standard. But LIBF is explicit that the certificate alone does not let you advise independently: you must also work under supervision to achieve competent adviser status before practising unsupervised. Plan for a supervised period with an authorised firm after the exams, and treat CeMAP 1 as the first of five unit passes rather than as a credential an employer can act on by itself.

Common questions

Is CeMAP 1 one exam or two?

Two. The March 2026 LIBF qualification specification lists Module 1, the FSRE module, as containing two mandatory units: FRE1 Industry, Regulation and Key Parties and FRE2 Skills, Principles and Ethical Behaviours. Each is examined separately as a one-hour electronic paper of 40 questions, and each must be passed at 28 out of 40. It meets the FCA education standard for a licence to practise, but the adviser must also work under supervision to achieve competent adviser status before advising independently in the UK.
