The DHA exam is only one of the rules that decide whether a nurse can be licensed in Dubai. Three others matter as much: how many attempts you have across all UAE regulators, what a break from clinical work costs you, and whether anything exempts you from the exam. All three are in the 2025 Unified PQR, with DHA's own manuals adding detail.
Where other pages get this wrong
Missing or cancelling a DHA exam does not count as a failed attempt — but the fee is lost.
Commonly published instead: "A cancellation or no-show counts as an attempt."
DHA's assessment manual (4.15) and licensing manual (7.11) both say that cancelling or not attending a CBT or oral assessment "will not be considered a failed attempt"; exam fees, however, are non-refundable, including for rescheduling, cancellation and no-show. Other regulators set their own rules.

Put together: a nurse who fails three times at DHA has, in principle, a fourth attempt elsewhere in the UAE (or at a lower title), but cannot reapply to DHA for two years; a new qualification or two more years of experience resets the count. For a B.Sc. nurse, "a lower title" would be Assistant Nurse. Since there is no waiting period between DHA attempts, the real limit is preparation, not the calendar.

The training must be at a facility the authority recognises, and after completing the credits and training a non-UAE national must still pass the licensing exam — even if they hold an exam-exemption document (PQR 1.7.5). The rule is about clinical practice: teaching, volunteering and observership do not count as practice (PQR definitions).

These are applications of the PQR and DHA manuals to typical cases, not rulings; DHA decides each file on its documents.
Reusing an earlier DHA pass
DHA's licensing manual (7.6–7.8) lets some professionals skip a new assessment. You are exempt if you passed the DHA assessment for the same title within five years of obtaining the registration and have no gap in practice; if you keep an active registration; or if you apply within five years of a DHA, MOHAP or DOH licence being cancelled, for the same position, with no gap. For someone who has met the gap-of-practice requirements, a pass older than two years needs a new assessment; within two years, it stands.
Why the rules reach across the UAE
The Unified PQR is published jointly by DHA, DOH, MOHAP and the Sharjah Health Authority, and its attempt limit is written "across the Authorities". Applicants must declare the attempts they have taken elsewhere in the UAE, and DHA's licensing manual treats a failure to declare as grounds for action. A suspension or revocation by one authority also applies across the others. The practical consequence: plan your attempts as if there were one UAE exam, not four.
Planning your attempts
- Treat the first attempt as the one that counts. Three attempts across the whole UAE is a small allowance.
- Do not book as a trial run. DHA reports only pass or fail — no score and no review of topics — so a failed attempt teaches you little.
- Watch the calendar on gaps. A break crossing three years changes the requirements; one crossing five years ends eligibility for non-UAE nationals.
- Declare every attempt taken at DOH, MOHAP or SHA when you apply to DHA.

Conditions on every exemption
- It covers the exam only — not credentialing, experience or verification (PQR 1.6.2, 21.2).
- It does not apply after a gap of more than three years (PQR 21.4).
- The title on the exemption document must match the title you apply for (PQR 21.5).
- Documents without a stated validity are accepted within five years of issue (PQR 21.3).

Practise it, don't just read it
With three attempts across the whole UAE, the first one is worth preparing properly.

How many attempts are allowed for the DHA nursing exam?
Three across all UAE health authorities combined (PQR 1.5.4), with a possible fourth at a different authority or on declaration, one attempt at a lower title after three fails, and a fresh set of three after a new qualification or two more years' experience.
What happens if I fail the DHA exam three times?
DHA blocks a new application for two years. The PQR allows a fourth attempt with another authority (or with DHA on declaration), or an attempt at a lower title.
Is there a waiting period between DHA exam attempts?
No. DHA's assessment manual says there is no time restriction between assessment dates.
Can I get a DHA licence after a career break?
Yes if the break is under five years: 3 to under 4 years needs 40 CME/CPD credits and six months' training; 4 to under 5 years needs 60 credits and eight months. Non-UAE nationals with a gap over five years cannot apply.
Is NCLEX accepted for a DHA nursing exemption?
The PQR lists proof of passing the NCLEX as an exam-exemption route for nurses, subject to the title matching, a gap of no more than three years and full verification.
Can I take the Assistant Nurse exam after failing the RN exam?
The PQR allows one additional attempt for a lower title after failing all three attempts, provided you meet that title's requirements (1.5.7).
Does teaching count as nursing experience for DHA?
No. The PQR counts only hands-on clinical experience gained in salaried or contractual employment; teaching, volunteering and observership are excluded.
How many CME credits does a DHA nurse need each year?
The PQR sets a minimum of 20 CME/CPD credits a year for nurses to renew.
Can I get a fresh set of DHA attempts?
Yes: the PQR allows up to three new attempts after an additional recognised qualification, or after at least two years of clinical experience following the last attempt for the same title.
Do UAE nationals take the DHA nursing exam?
No. The PQR exempts UAE nationals and children of Emirati women from the licensing examination.
Does the gap-of-practice rule apply to new graduates?
The PQR measures the gap as a break in clinical practice; the RN and Assistant Nurse rows say "no experience required", subject to the gap-of-practice criteria. A long gap between graduating and applying without clinical work is something to raise in the Sheryan eligibility review.
Does a failed attempt at DOH or MOHAP count towards DHA?
Yes. The PQR counts three attempts across all UAE authorities together, and you must declare attempts taken elsewhere.
Does a no-show count as an attempt at DHA?
No. DHA's manuals say cancelling or not attending is not a failed attempt, but the fee is not refunded.
