CAG SAS Eligibility: Three Years, One Office and the Vacancy Rule

Three years in one field office plus probation is the published rule. For Exam-1 of 2026, fresh candidates could register only where an AAO vacancy existed in their category. Rules, cases, checker.

CAG SAS Eligibility: Three Years, One Office and the Vacancy Rule

Checked 29 September 2026. Eligibility comes from the SAS exam page and the FAQs; the vacancy condition from Circular 08 of 2026 and letter 478, which applied to Exam-1 of 2026. Each sitting's circular can reset who may register, and the rule has been before the Central Administrative Tribunal.

The CAG's SAS page gives a short eligibility rule: at least 3 years of continuous service in one or more listed posts in a particular field office of the IA&AD, and a completed probation. For Exam-1 of 2026 a second gate applied to fresh departmental candidates (direct-recruit AAOs were let in separately): new candidates could register only in offices with an AAO vacancy in their category (SC, ST or UR). This guide sets out both gates, the posts that count, the cases the FAQs settle (transfer, resignation, direct recruits), the litigation over the vacancy rule, and a checker. Every rule here is quoted or summarised from Exam Wing circulars and the CAG website; your Head of Department and the Exam Wing decide every individual case.

Where other pages get this wrong

Three years in one office and a finished probation were not enough to register as a fresh candidate for Exam-1 of 2026: your office also needed an AAO vacancy in your category.

Commonly published instead: The eligibility statement on the CAG SAS exam page and in the Exam FAQs, which lists only the service period, the posts and probation.

Both pages are correct about what they state. The extra condition is set per sitting. Letter 478 of 01.06.2026 said registration "will be opened where vacancies are available in the respective cadres", and Circular 08 of 2026 (04.06.2026) said new candidates "shall be permitted to register only in those offices where vacancies exist in the cadre of AAO under the respective categories, i.e., SC, ST, and UR". A similar condition applied at Exam-2 of 2025. Read the next sitting's circular before assuming either way.

Gate one: service, posts and probation

The service must be at least three years, continuous, in one or more of the capacities below, in a particular field office (the cadre-controlling office), counted to the cut-off date: 1 March for Exam-1 and 1 September for Exam-2, "unless otherwise notified". Probation must also be complete. One narrow exception is in the CAG's Manual of Standing Orders (Admin) Vol. I, para 9.2.6 Note 4: a Head of Office "may recommend" to the CAG "suitable and deserving cases for condonation of deficiency, not exceeding 2 months in each case" in the three years. That is a recommendation for the CAG to decide, not an entitlement. Pay levels are as the SAS page prints them.

Service in more than one listed post adds up, as long as it is continuous and in the same field office. Divisional Accountants who passed the Divisional Accountants Grade Examination skip the Preliminary; everyone else registering fresh needs to have cleared (or been exempted from) the Preliminary that their own office runs.

How this plays out depends entirely on your office. One office's own circular for Exam-1 of 2026 (the PAG Audit-I, Madhya Pradesh, 05.06.2026) told staff that "this office has vacancies in only ST category, therefore only ST candidates shall be allowed to register in civil audit stream", and asked for an undertaking to opt only for CEA or CRA. That is one office in one sitting, printed here to show the mechanism, not as a national rule.

The vacancy rule in the tribunal

Linking registration to vacancies has been challenged. A "Most Immediate" Exam Wing letter of May 2025 records that, following the Central Administrative Tribunal (Principal Bench) order of 22.04.2025 in OA 4652 and 4846 of 2024, Heads of Department were asked to forward representations from candidates refused registration for Exam-1 of 2024 (held in December 2024) and Exam-1 of 2025 (20 to 26 May 2025) "due to lack of vacancies". The text of that order, as reproduced on Indian Kanoon (reported, not a CAG source), shows the tribunal holding that the SAS examination "is an eligibility examination and, therefore, cannot be based on availability of vacancies"; it quashed the 13.11.2024 rejection to the extent it barred those applicants and directed that they be allowed to register. The order was about those applicants, and a year later Circular 08 of 2026 still applied a vacancy condition to new candidates, so the tribunal's view and the Department's practice do not line up; we cannot say how that has been resolved. A separate case is not about vacancies at all: Circular 3 of 2026 (24.01.2026) referred to a CAT (PB) common judgment of 19.01.2026 in OA 4412, 4413 and 4417 of 2025, said the Department was "contemplating to challenge" it, and let Exam-2 of 2025 go ahead on the revised syllabus. The reproduced text shows that case concerned the revised syllabus, exemption matrix and scheme; the old-to-new matrix guide in this series covers it. The practical point is that the vacancy rule is contested and can change between sittings.

How registration works

For Exam-1 of 2026 the registration window was 4 to 10 June 2026 (Circular 7 of 2026). Individual offices set earlier internal deadlines; the Madhya Pradesh office above wanted applications at its Legal Cell by 9 June. The process ran through cagexam.in: a Group Officer nominated as Examination Registration Officer (ERO) enters a fresh candidate's basic data from the service book, the candidate completes the second part (exam details), the ERO validates, and the Head of Department approves. Existing candidates fill the second part after the ERO activates it. The letter says "the onus of correctness of eligibility and data will be completely on the field offices", and repeats that a chance counts once you register, with no withdrawal.

Candidates may sit only in their city of posting or a city the Exam Wing designates; 28 test-centre cities were used in 2026. Candidates appearing in a city other than their station of posting "may be treated as on tour on official duty" and are then entitled to TA/DA as admissible. The Exam Wing posts the result circular publicly; the complete result is downloaded by field offices through the ERO/HoD login.

After you pass: the post

Passing SAS qualifies you for promotion; it is not a promotion by itself. Notified rules exist: the 2023 draft Recruitment Rules (comments by 02.04.2023) say they are made "in supersession" of the Indian Audit and Accounts Department (Assistant Accounts Officer and Assistant Audit Officer) Recruitment Rules, 2020, which remain the rules in force unless that draft has since been notified. We did not obtain the 2020 text itself, so the details here are sourced as follows. The CAG's own 2019 Senior Audit/Accounts Officer rules (official) describe the feeder grade as AAO in Level 8 (Rs 47,600 to 1,51,100) with a non-functional grade of Level 9 (Rs 53,100 to 1,67,800). The 2023 draft (a draft) gives Level 9 on completing four years of regular service and fills the posts by promotion of departmental candidates who passed SAS in the branch, failing which by deputation or absorption, failing both by direct recruitment. After promotion, AAOs sit further departmental exams, including the CPD examinations and the End of Training Exam for promotion to Senior Audit/Accounts Officer.

Who is eligible for the CAG SAS exam?

Staff with at least 3 years of continuous service in one or more listed posts in a particular IA&AD field office, who have completed probation, counted to 1 March (Exam-1) or 1 September (Exam-2). Direct-recruit AAOs must also qualify during probation.

What is the SAS vacancy rule?

For Exam-1 of 2026, new candidates could register only in offices with AAO vacancies in their category (SC, ST or UR). Existing candidates and direct-recruit AAOs could register regardless. The rule is set per sitting.

Does service in my previous office count after a mutual transfer?

No. The FAQ says you must complete the entire minimum service in the new office.

What happens after a technical resignation?

You are treated as a fresh candidate in the new office, even if you sat SAS before, and probation restarts. Common exempted papers and chances used still count if the scheme and syllabi are unchanged.

Do I need to pass the Preliminary?

Fresh departmental candidates do, through their own office. Divisional Accountants who passed the DAGE do not.

Can I withdraw after registering?

No. The Exam Wing says a chance is counted once you register and there is no scope for withdrawal.

I am on deputation. Where do I apply?

To your parent office, informing the administration section of the borrowing office.

When is SAS Exam-2 of 2026?

Not notified as of 29 September 2026. The cut-off date would be 1 September 2026 unless the Exam Wing notifies otherwise.

What pay level is an AAO?

Level 8 (Rs 47,600 to 1,51,100), with a non-functional Level 9, according to the CAG's 2019 Senior Audit/Accounts Officer rules; the 2023 draft AAO rules put Level 9 at four years of regular service. The AAO rules in force are the 2020 rules, whose text we did not obtain.
