ASIO Graduate Program 2027: Streams, Security Clearance and Selection Tests

What the ASIO graduate programs offer, who can apply, the TS-PA security clearance and each selection step, plus independent APS-style practice.

ASIO Graduate Program 2027: Streams, Security Clearance and Selection TestsOpen the full article →

Checked 7 November 2026. The archived ASIO program pages we read give no intake year and no opening or closing dates; ASIO directs applicants to its current vacancies page, and several program pages also suggest Instagram for recruitment updates. The ASIO facts here are from ASIO's own pages as archived between April and October 2026; the AGGP Intelligence Stream comparison is from the archived APSJobs page (each source gives its capture date). Our advice and examples are labelled as ours. When a round opens, follow the candidate pack for that role.

ASIO, the Australian Security Intelligence Organisation, runs its own graduate programs; it is not one of the agencies listed for the AGGP Intelligence Stream on the APSJobs page we read. Its graduate page lists six programs: Finance, Graduate Lawyer, Human Resources, Strategic Policy, Governance and Communications, Project Management, and Technologist (which has five streams of its own). Each is a 12-month program. Another entry route is the Intelligence Development Program, the 12-month entry point to a career as an intelligence analyst, which needs no degree.

This guide is for people planning an application in 2027. None of the ASIO program pages we read gives an intake year or application dates, so we do not invent any: ASIO advertises its rounds on its current vacancies page.

To be eligible for employment with ASIO, you must be assessed as suitable to hold and maintain a TOP SECRET-Privileged Access (TS-PA) security clearance, and ASIO says everyone who joins will have an interview and go through the vetting process. This guide sets out each program, who can apply, the clearance in ASIO's own words, and each selection step ASIO publishes. ASIO does not describe what its tests contain, so neither do we. Independent practice – not affiliated with the APSC or any department. ProSyllabus is not affiliated with ASIO or any Australian Government agency.

The six ASIO graduate programs at a glance

One row per program, as each program page describes it. Where a page does not state something, the table says so.

Two things stand out. The degree window is short: you finish your degree before the program starts, or you graduated in the past 3 years (4 for the Graduate Lawyer Program). And the ASIO program pages that give a level give a classification and no salary; the Strategic Policy, Governance and Communications page gives neither. The Finance, Graduate Lawyer, Human Resources, Strategic Policy, Governance and Communications, and Technologist pages also say ASIO does not judge candidates by GPA alone, and that graduate programs are not only for people under a certain age.

What each program involves

Finance: placements across finance areas in ASIO's finance division. Graduate Lawyer: work across ASIO's Legal Services division, from legal advice on ASIO operations to legislative reform, administrative and corporate law, and criminal and civil litigation; if you have not completed practical legal training for admission, ASIO will sponsor and support it as part of the program. Human Resources: placements across HR areas in the People Branch. Strategic Policy, Governance and Communications: 3 placements, which may include national security policy and legislation reform, strategic communications, security and threat assessments, and ministerial and cabinet liaison. Project Management: specialist internal training in project management and on-the-job mentoring in capability management and ICT project delivery, across multiple placements.

The Technologist Graduate Program's five streams

The Technologist program assigns each graduate to one of five streams and runs 3 workplace rotations. The streams, as ASIO names them: Science and Engineering; Data and Analytics; Information and Cyber Security; Software Engineering and Development; and IT Platforms.

Examples of the work the page lists for the program as a whole: developing software with business users in an agile environment; data and AI lifecycle management; reducing the attack surface of IT infrastructure; supporting cyber security investigations; forensic analysis of digital media; reverse engineering; complex data analysis and visualisation to aid investigations; and engineering high-end mechanical and electrical solutions. The fields of study it names include software or computer systems engineering, cyber security, network engineering, cloud computing, computer science, digital forensics, electrical or electronic engineering, data science, mathematics or statistics, telecommunications, and project management or business analysis with an ICT focus.

The Intelligence Development Program: no degree needed

The Intelligence Development Program (IDP) is listed with ASIO's intelligence careers, not with the six graduate programs, but it is the entry point to a career as an intelligence analyst and later an intelligence officer. ASIO describes it as 12 months of comprehensive training in intelligence assessment, analysis and advice, through which participants develop the skills and knowledge to gain an Intelligence Analyst licence.

PointWhat ASIO says
QualificationsThere are no mandatory qualifications; a degree is not required to apply
ClassificationIET.0 (APS5 equivalent) at the start; IET1.0 (APS6 equivalent) on successful completion
LocationCanberra based only; most of the 12 months takes place at headquarters; relocation assistance and support for successful candidates
After the programYou may be placed in areas such as discovery, investigations, strategic analysis, targeting analysis or threat analysis
Becoming an intelligence officerAn internally selected program in human intelligence (HUMINT) collection; applicants first complete a minimum two-year domestic posting and need an Australian driver's licence (Class C); intelligence officers must be willing to be mobile throughout their career, potentially relocating to an Australian capital city every 3 to 5 years

ASIO says it looks for qualities such as good judgement, analysis, critical thinking, resilience, communication skills and interpersonal skills, and that you do not need military, police or intelligence experience.

ASIO or the AGGP Intelligence Stream?

The Australian Government Graduate Program (AGGP) has an Intelligence Stream, but it is a different route. APSJobs says it is managed by the Office of National Intelligence (ONI), and the archived page lists four places you could work: the Australian Criminal Intelligence Commission, the Australian Signals Directorate, the Department of Home Affairs and ONI. ASIO is not on that list, and ASIO's own pages point applicants to its current vacancies page and Instagram for its programs. Applications for the Intelligence Stream are listed as opening on 1 March 2027. The page says shortlisted applicants move to an online testing stage whose assessments may include work preferences, cognitive tests and a one-way interview, and that graduates must obtain a "Top Secret Positive Vetting/Privileged Access" clearance, which can take 12 to 24 months. That stream's assessments are compared with the other AGGP streams in our APS graduate aptitude test guide, and the other agency programs are mapped in our APS graduate programs guide.

Who can apply

RequirementWhat ASIO says
CitizenshipYou must be an Australian citizen at the time of application; dual Australian citizens are eligible. ASIO cannot progress your application if you are awaiting citizenship
ClearanceYou must be assessed as suitable to hold and maintain a TOP SECRET-Privileged Access security clearance. You do not need a clearance to apply: ASIO coordinates the vetting at the appropriate time
Degree windowFor the graduate programs, you complete your relevant degree before the program starts, or you graduated in the past 3 years (Graduate Lawyer: 4 years). The IDP needs no degree
Being in AustraliaYou will need to be in Australia for each stage of the process
RelocationPrograms whose pages give a location are in Canberra and applicants must be willing to relocate; relocation assistance is provided where ASIO requires you to move
Age and gradesThe Finance, Graduate Lawyer, Human Resources, Strategic Policy, Governance and Communications, and Technologist pages say graduate programs are not only for those under a certain age, and that ASIO does not judge candidates by GPA alone

The security clearance: TOP SECRET-Privileged Access (TS-PA)

ASIO's selection process page says: "Obtaining a security clearance is a necessary requirement to work at ASIO." ASIO calls the TS-PA clearance Australia's highest-level security clearance; it is managed by the TS-PA Vetting Authority within ASIO, which ASIO describes as the sole vetting authority authorised to grant, deny, revoke and maintain TS-PA clearances. To be eligible you must be an Australian citizen and have a checkable background; to hold it, you must demonstrate trustworthiness and commitment to Australia.

The clearance applicants page calls the TS-PA vetting process "extensive and intrusive": you will go into detail about all aspects of your life, including your personal relationships, finances, travel, legal history, drug use, mental health and personal behaviours.

Part of vettingWhat ASIO says
Suitability factorsExternal loyalties, influences and associations; personal relationships and conduct; financial considerations; alcohol and drug use; criminal history and conduct; security attitudes and violations; mental health disorders
What you must doDisclose all relevant and required information; cooperate in collecting personal documentation and corroborating evidence; answer questions fully and honestly; provide accurate information and documents
Interviews and testingA security interview and an interview with a psychologist; the TS-PA process also requires psychological testing, run by qualified, security-cleared psychologists
DrugsA strict no drugs policy for staff, which prohibits the use of illegal drugs and the misuse of prescription or other medications. Past drug use can be disclosed and discussed during the process, and you will be asked to consent to drug testing should your application proceed
Dual citizenship and backgroundDual citizenship does not automatically make you ineligible; a vetting analyst will discuss it with you. Ethnicity is not considered a security factor
How long it takesIt depends on how long you and your referees take to submit information, how complete and current the application is, and the time needed to check it. The offer takes longer than in other processes because of the clearance
After it is grantedThe process does not end: clearance holders must meet obligations to keep the clearance

On getting through it, ASIO's own advice is short: "The most important thing about completing our security clearance process is honesty." Its clearance applicants page says people live full and varied lives and that decisions are made case by case. A note on names: APSJobs' Intelligence Stream page writes "Top Secret Positive Vetting/Privileged Access"; ASIO's own pages use "TOP SECRET-Privileged Access (TS-PA)", and this guide uses ASIO's wording.

Each selection step, as ASIO describes it

ASIO says its selection process is "rigorous, extensive, comprises various assessment stages and can take some months to complete". The elements below are from its selection process, applying and Working at ASIO pages. ASIO does not publish a fixed order for the middle stages, and the process varies between roles; it does say everyone who joins has an interview and goes through vetting. The last column is our advice, not an ASIO rule.

StepWhat ASIO asks forOur advice
Online application (first step)A written pitch using examples of how your skills and experience meet the role; a CV of no more than 2 pages; your academic transcript if applicable; 2 referees, including a current or previous manager; information such as overseas travel, referees and financesUse the candidate pack's "Print preview" tab (ASIO suggests it) to collect the travel and finance details early
AssessmentVaries between roles; your process may include some or all of a written test, psychological testing, an online assessment, and participation in an interview or assessment centreRe-read the selection criteria and role description before each activity, as ASIO advises
InterviewEveryone who joins has an interview. You may be given the questions ahead of time, but expect additional questions; you are welcome to bring notesPrepare STAR examples for each core capability
Selection outcomeAll applicants are notified of progress; successful candidates may be placed in a merit pool or progressed through vetting. No feedback is given to unsuccessful candidates. Merit pools stay active for 18 months, and you can update your details by email (Working at ASIO)Keep your contact details current while you are in a pool
Security vettingA TS-PA clearance: detailed personal information, a security interview, an interview with a psychologist and psychological testingKeep records of addresses, travel and finances to hand
Employment offer (last step)Candidates are told the outcome once the process is completePlan for a long gap between applying and an offer

The six core capabilities

ASIO says all applicants are assessed on their demonstrated ability to meet six capabilities: strategic thinking; achieves results; productive working relationships; personal drive and integrity; communicates with influence; and demonstrated skills and experience. The candidate pack for the role explains how they apply, and ASIO's Capability Framework sets out the behaviours expected at each level. ASIO recommends the STAR model (Situation, Task, Actions, Results) for both the pitch and the interview, and points to the APSC's "Cracking the Code" for addressing selection criteria.

Worked example: a pitch paragraph for "Achieves results"

Situation. In the final year of my degree, our five-person capstone team had three weeks left and no agreed data set, after our industry partner withdrew the one we had planned to use.

Task. As the team's project coordinator, I had to get us a usable data set and a revised plan within a week, without changing the submission date.

Action. I listed three public data sets that fitted our research question, checked each one's licence and gaps in a single evening, and brought a one-page comparison to the next meeting. Once the team chose one, I split the cleaning work by variable, set two check-in points, and kept a shared log of every change we made to the data.

Result. We submitted on the original date, our supervisor noted the change log in the feedback, and the comparison method became the template our cohort used for the next project. That is the habit I would bring to ASIO: when the plan changes, check the options quickly, decide, and keep a record others can follow.

Why it works: one example, a clear role (the "Task"), actions the writer took personally, and a result tied back to the job. ASIO says the candidate pack for each role explains how the capabilities apply, so match the pack's wording, not this example's. This paragraph is an original ProSyllabus example, not ASIO material.

What ASIO says about the tests and assessment activities

ASIO is open that it will not describe its assessment activities: "We can’t give you details of what the activity will involve". What it does say: the activities are "typically strengths-based or behavioural based"; you should prepare contextual examples of what you may be assessed against; you are welcome to bring notes and refer to them; and "Relax and be yourself." For technical roles, it says the emphasis tends to be on your overall tech contribution, including tech leadership, your self-awareness of your own behaviours and abilities, and how you would enhance its workplace. ASIO asks you to tell it if you need reasonable adjustments at any stage of the process; these may include adjustments to assessment methods.

How to prepare when the test content is not published

  • Prepare relevant STAR examples for the core capabilities, from study, work or volunteering, as a starting point for your pitch and interview, and contextual examples for assessment activities, as ASIO suggests. Follow the candidate pack.
  • Read the open-source material ASIO lists: its Annual Report, Corporate Plan, Capability Framework and speeches and statements.
  • If you are also applying to the AGGP Intelligence Stream, its page says the online assessments may include work preferences, cognitive tests and a one-way interview.
  • Our optional practice sets build familiarity with timed exercises of our own. They are not a copy of ASIO's tests: the ASIO sources we read do not give detailed assessment content or timings, and its process varies by role.

Our advice, built on what ASIO's selection process page says.

Discretion and the working environment

ASIO asks applicants not to discuss their application with others, "as doing so may adversely affect your potential employment". Most ASIO officers are undeclared, which means ASIO cannot reveal their identities, and staff must be discreet throughout and after their careers; ASIO says it supports staff in discussing their employment with people close to them. Staff cannot work from home because of the classified nature of the work, though ASIO offers flexible work arrangements. Its headquarters, the Ben Chifley Building, is in Canberra, and some positions may require travel, including frequent and last-minute notice. Employment is under the Australian Security Intelligence Organisation Act 1979, with entitlements accrued under the Public Service Act 1999 recognised.

When ASIO recruits graduates

The program pages we read publish no opening or closing dates. The Graduate Lawyer, Strategic Policy, Governance and Communications, Technologist and Intelligence Development Program pages say: "To find out when recruitment is open, visit our current vacancies page or follow us on Instagram." ASIO's careers page also encourages you to submit your application well before the closing date and time, because of the high number of applications it receives. ASIO says the selection process can take some months, and that security clearance requirements make the time from applying to an offer longer than in other processes. Our advice: plan accordingly.

Frequently asked questions

What graduate programs does ASIO offer?

Six, on its graduate programs page: Finance, Graduate Lawyer, Human Resources, Strategic Policy, Governance and Communications, Project Management, and Technologist. Each is a 12-month program. ASIO also runs the Intelligence Development Program, a 12-month entry point to intelligence analyst roles that needs no degree.

When does the ASIO graduate program open for 2027?

The ASIO program pages we read give no dates. Several of them say to check its current vacancies page or follow it on Instagram to find out when recruitment is open, and ASIO's careers page encourages you to apply well before the closing date and time.

What security clearance do you need to work at ASIO?

A TOP SECRET-Privileged Access (TS-PA) security clearance, which ASIO calls Australia's highest-level clearance. You do not need one to apply: ASIO coordinates the vetting at the appropriate time. You must be an Australian citizen with a checkable background.

What tests are in the ASIO selection process?

ASIO says the process varies between roles and may include a written test, psychological testing, an online assessment, and an interview or assessment centre. It does not describe what the activities involve, only that they are typically strengths-based or behavioural based. Everyone who joins has an interview and goes through vetting.

Can I apply to ASIO with dual citizenship?

Yes. ASIO says dual Australian citizens are eligible; a vetting analyst will discuss your citizenship with you during the clearance process. You must already be an Australian citizen at the time of application.

Do I need a degree to work in intelligence at ASIO?

Not for the Intelligence Development Program: ASIO says there are no mandatory qualifications. The six graduate programs need a relevant degree completed before the program starts, or a graduation in the past 3 years (4 for the Graduate Lawyer Program).

Is ASIO part of the APS graduate program (AGGP)?

Not on the page we read: the AGGP Intelligence Stream, managed by ONI, lists the Australian Criminal Intelligence Commission, the Australian Signals Directorate, Home Affairs and ONI. ASIO runs its own programs and advertises them on its current vacancies page.

Can I work from home at ASIO?

No. ASIO says staff must work in secure environments because of the classified nature of the work, though it offers flexible work arrangements. Programs whose pages give a location are in Canberra, with relocation assistance where ASIO requires you to move.
