The Administrative Officer (AO) competition run by publicjobs in 2026 is the Graduate Opportunities 2026 Administrative Officer Specialist competition (vacancy 9005): applications closed at 3pm on 13 October 2026, the Stage 1 online assessment is provisionally set for 5 to 10 November 2026, and Stage 2, a capability-based interview and practical exercise, is provisionally set for 18 to 22 January 2027. An AO starts on €41,176 a year, and the scale rises to €70,547, with two long service increments that may be paid after that.
Candidates who pass are placed on a panel in order of merit, and Departments fill vacancies from the top of that panel. This guide covers each stage of the 2026 competition, the format of the AO online tests in the 2024 general round, the full pay scale from the official circular, how the panel and placement work, and what to do if you are not yet in a competition. It also covers the general stream: no AO General 2026 vacancy was listed on the publicjobs jobs board on 1 November 2026.
ProSyllabus is an independent study site. It is not part of publicjobs (the Public Appointments Service), the Civil Service or any Government Department, and our practice tests are independent practice, not made or endorsed by publicjobs.

Who the AO grade is for
The booklet calls the AO the main graduate recruitment grade for the Civil Service. An AO works on policy and strategy across economic, financial, international, environmental and social issues, and the grade is a route to middle management. New AOs can take part in the Graduate Development Programme, and training is to a significant extent on the job.
The 2026 competition is for specialists: you choose one of the four roles and must meet that role's degree rules by the closing date. Each role asks for a first or second class honours degree at Level 8 of the National Framework of Qualifications in a related field, or an accepted alternative route set out in the role document (for example a Level 9 Master's or Postgraduate Diploma, or a Level 8 higher diploma alongside a primary degree). For the Finance Policy role, at least an average of 50% of your course modules must be in finance, economics, accounting, taxation or another financial discipline; the Energy, Environment and Climate role has a similar module rule for its own fields. Qualifications and eligibility may not be confirmed until the final stage (though publicjobs may deem a candidate ineligible at any stage), so an ineligible candidate can pass every test and still not be offered a post.
| Role | Degree field (summary) |
|---|---|
| Energy, Environment and Climate | Environmental science, energy, climate, agriculture, economics, geography, electrical or technical engineering |
| Finance Policy | Business, finance, economics, accounting, taxation or another financial discipline |
| Health Policy Analyst | A health or social care discipline regulated by the Medical Council, Dental Council, Nursing & Midwifery Board of Ireland, Pharmaceutical Society of Ireland or CORU, or a health, social care or healthcare management field |
| Human Resources | Human resource management, or any discipline with an HR specialism, or an HR higher diploma with a primary degree |
Read your role's own document for the exact wording: the table is a summary. To apply at all you must also meet the citizenship rules (an EEA, UK or Swiss citizen, or a non-EEA citizen with a Stamp 4 permission (a 50 TEU permission counts as a Stamp 4 equivalent) or a Stamp 5 permission, by the date of any job offer) and be suitable on health and character grounds.
If you are already a civil servant
- The booklet warns that a serving civil servant who accepts an AO post from this or any other AO competition panel can no longer compete in, or be placed from, internal or interdepartmental promotion competitions for Higher Executive Officer or an equivalent grade.
- Different terms and conditions may apply to serving civil and public servants, including pay.
The general stream: what happened to AO General in 2026?
Many candidates search for the AO competition expecting the general stream rather than a specialist one. publicjobs ran Graduate Opportunities Administrative Officer General 2025 with a closing date of 3 November 2025, and the General Information for that round said its panels were expected to expire in February 2027. No AO General 2026 vacancy was listed on the publicjobs jobs board on 1 November 2026. We do not predict when the next one will open; check the publicjobs jobs board, where it would be advertised. A General competition would have its own booklet with its own rules; the 2024 test format below comes from a General round and is printed for comparison only.
Stage 1: the online assessment
Stage 1 is taken online, wherever you have a computer and a reliable internet connection. The booklet advises against a work or college network, whose firewalls can cause problems, and recommends a quiet room and a familiar device. Invited candidates get a familiarisation booklet with the exact format and preparation guidelines, and that booklet, not this page, sets the 2026 format.
The AO General 2024 Stage 1 Pre-Test Information Booklet set three assessments, supervised by webcam, which could be taken in any order:
| Assessment | Time | Format |
|---|---|---|
| Verbal reasoning | 30 minutes | 40 statements about short passages: true, false or cannot say, judged only on the passage |
| Numerical reasoning | 35 minutes | 24 questions on charts and tables, five options each |
| Situational judgement | 40 minutes | 16 scenarios in three sections (5 text, 5 video, 6 chat), three options each, about a new graduate in a Department |
Two details from that 2024 booklet matter for how you prepare. First, candidates had to reach the required standard in all three tests, but the order of merit was built from the combined verbal reasoning and situational judgement scores; numerical reasoning was a pass-or-fail hurdle. Second, the booklet says most candidates do not finish all the verbal and numerical questions in the time, so speed with accuracy counts. The situational judgement test is not scored on speed, but closes when the time runs out. For a test-by-test walkthrough, see our publicjobs online tests guide.
The 2024 booklet also required a photo ID verification step (passport or driving licence) before the live assessments, banned recording or sharing the assessments, and said candidates may not use any online systems, software, plug-ins or artificial intelligence to assist them during the process. publicjobs' Test Advice page links to Administrative Officer self-assessment tests you can take under timed conditions.

Stage 2: the interview and the exercise
Stage 2 of the 2026 competition is a capability-based interview and a practical exercise. publicjobs sends the format and preparation guidelines to those invited. The interview is built on the Administrative Officer Capability Framework, which has four dimensions, each split into two sub-dimensions. The booklet adds that your expertise in your specialist role is assessed throughout, in particular under Leading with Specialist Insight.
| Dimension | Sub-dimensions |
|---|---|
| Building Future Readiness | Digital Focus, Innovation & Upskilling for the Future; Strategic Awareness & Change |
| Evidence Informed Delivery | Delivering Excellence; Analysis, Judgement & Decision Making |
| Leading & Empowering | Leading, Motivating & Developing; Leading with Specialist Insight |
| Communicating & Collaborating | Communicating & Influencing; Engaging & Collaborating |
A capability-based interview differs from the older competency interview: publicjobs describes it as a two-way dialogue that builds a profile of your capability, and its example questions include "Give your best example of utilising technology/digital solutions to address challenges?" and "Why is an evidence-informed approach valuable?". The STAR structure (situation, task, action, result) still helps you tell an example clearly. Our publicjobs interview questions guide goes through each area with a model answer.
The 2026 booklet does not describe the practical exercise. For comparison, the AO General 2024 final stage asked candidates to give a 10-minute presentation at the start of the interview, as a new graduate speaking to senior managers, proposing a solution to an issue facing the Irish Government or public service, grounded in their own area of study. publicjobs advised about 4 hours of preparation and banned the use of artificial intelligence in preparing it. That presentation assessed research and analysis, specialist insight, and explaining a proposal to a non-expert audience. The 2026 booklet does not say what its exercise involves, so treat the details as unknown until publicjobs sends them.
AO salary in Ireland: the full 2026 pay scale
The AO standard scale below is the rate from 1 June 2026, set by Circular 22/2026 of the Department of Public Expenditure, Infrastructure, Public Service Reform and Digitalisation and printed in the AO Specialist 2026 Conditions of Service. It is the Personal Pension Contribution (PPC) rate, which applies when you are required to pay a main (personal) pension contribution under your pension scheme; a different rate applies otherwise. Entry is at the minimum and the starting pay is not negotiable.
| Point | Annual salary | About per month (our ÷12) | Note |
|---|---|---|---|
| Point 1 | €41,176 | €3,431 | Starting point for new entrants |
| Point 2 | €43,899 | €3,658 | |
| Point 3 | €44,678 | €3,723 | |
| Point 4 | €48,089 | €4,007 | |
| Point 5 | €52,470 | €4,373 | |
| Point 6 | €55,949 | €4,662 | |
| Point 7 | €59,567 | €4,964 | |
| Point 8 | €63,232 | €5,269 | |
| Point 9 | €66,895 | €5,575 | |
| Point 10 | €70,547 | €5,879 | Maximum of the scale |
| LSI 1 | €73,077 | €6,090 | May be paid after 3 years satisfactory service at the maximum |
| LSI 2 | €76,546 | €6,379 | May be paid after 6 years satisfactory service at the maximum |
AO pay at each point of the scale
Pick a point on the Administrative Officer standard scale (rates from 1 June 2026, Personal Pension Contribution rate). New entrants start at point 1.
€41,176 a year, about €3,431 a month gross.
Gross pay before tax, USC, PRSI and pension contribution; the monthly figure is the annual rate divided by 12 (pay for this post is made fortnightly in arrears). LSI 1 and LSI 2 are long service increments, which may be paid after 3 and 6 years of satisfactory service at the maximum.
Circular 22/2026, AO standard scale, PPC rate. Green: the ten points of the scale. Gold: the two long service increments.
The scale moves with Government pay policy: the AO General 2025 conditions printed a starting point of €40,268 (rates from 1 August 2025), and the 1 June 2026 circular applied a 1% increase to the rates in force before it. Increments may be paid subject to satisfactory performance, in line with Government policy. Circular 22/2026 also lists an AO higher scale, but the 2026 competition's conditions put new AOs on the standard scale above.
AO, HEO and EO pay compared
| Grade | Starting point | Maximum of scale | With both LSIs |
|---|---|---|---|
| Executive Officer (EO) | €38,803 | €58,624 | €63,227 |
| Administrative Officer (AO) | €41,176 | €70,547 | €76,546 |
| Higher Executive Officer (HEO) | €60,029 | €70,547 | €76,546 |
The AO scale starts about €18,850 below the HEO scale but has more points, and the two end at the same maximum of €70,547 with the same long service increments. The AO starting salary sits between the second and third points of the EO scale. Figures from Circular 22/2026; the differences are our arithmetic.
The rest of the package
| Condition | Detail |
|---|---|
| Annual leave | 25 days, rising to 29 after 5 years and 30 after 10 years, plus public holidays |
| Hours | Not less than 41 hours 15 minutes gross, or 35 hours net, a week |
| Probation | Nine months on a probationary contract |
| Pension | New entrants usually join the Single Public Service Pension Scheme: career-average, minimum pension age linked to the State Pension age (currently 66), retirement by 70 |
| Pay | Fortnightly in arrears into your bank account |
| Flexibility | Worksharing, Shorter Working Year and blended remote working can be applied for, subject to business needs; a Mobility scheme for general service grades |
Three worked examples
Example 1: your average gross pay per month
- You start on point 1 of the AO scale: €41,176 a year.
- Divided by 12, that is about €3,431 a month before tax, USC, PRSI and your pension contribution. Pay actually arrives fortnightly, in arrears, so a single payslip will not match this figure.
- Your take-home pay depends on your tax credits and pension scheme, so this is a gross figure only.
Our arithmetic, on the Circular 22/2026 rate.
Example 2: the gap between points
- Point 1 is €41,176 and point 2 is €43,899: a step of €2,723.
- Point 2 to point 3 (€44,678) is only €779; after that the steps are larger again, the biggest being €4,381 between points 4 and 5.
- Reaching the maximum of €70,547 is a rise of €29,371 over the starting salary, before any long service increment.
Our arithmetic, on the Circular 22/2026 rates. Increments are subject to satisfactory performance.
Example 3: how the order of merit decides who is called first
- In the 2024 AO General round, candidates who reached the standard in all three tests were ranked on their combined verbal reasoning and situational judgement scores. A strong numerical score, on its own, did not move them up that ranking.
- Those placed highest were considered for advancement to the next stage; publicjobs decided how many to invite, having regard to the likely number of vacancies. Passing a stage is no guarantee of an invitation to the next one.
- After the final stage, the panel is filled in order of merit and in batches. A candidate who is 40th in their batch may still wait behind candidates from an earlier batch.

The panel, placement and what happens after an offer
Successful candidates go onto a panel in order of merit, and vacancies in Government Departments, Offices, their agencies and Garda civilian posts are filled from it in rank order, using the final-stage score. The panel may hold several batches, and a new batch can sit behind candidates from earlier batches still waiting on the panel, so where you land on the panel affects how soon an offer comes. publicjobs says it cannot know how many vacancies will arise, that some candidates may not be reached, and that a place on the panel does not guarantee a job.
Most posts are in Dublin. If you are offered a post, whether you accept it or not, you will normally no longer be considered for any other vacancy from the competition. Before you can be assigned or appointed, pre-employment checks must be completed: eligibility, full official transcripts of your qualifications, health and character, Garda vetting and security clearance for time abroad, and references, including one from your current employer if you are employed. If you indicated an interest in Irish-language posts, you also sit Irish assessments and must reach at least Level B2 on the Europass self-assessment framework.
If you disagree with a decision at any stage, the CPSA Code of Practice gives two routes: a review of a decision (Section 7) or a complaint that the process was unfair (Section 8). For the same aspect of a process you use one or the other, not both, save in exceptional cases the CPSA decides. Each route has an optional informal step and a formal step: an informal request must be made within 5 working days of notification of the decision, and a formal one within 5 working days of notification of either the decision or the outcome of the informal step. Feedback and test rechecks can be requested for up to six months after each stage.
Common mistakes in the AO competition
- Applying for a role whose degree rule you do not meet. Eligibility may not be confirmed until the final stage, after months of effort.
- Leaving the online tests to the last day of the window. Technical problems not reported before or on the day cannot be fixed afterwards.
- Taking the tests on a work or college network, which the booklet warns can cause technical problems.
- Preparing only for numerical reasoning. In the 2024 round the order of merit came from verbal reasoning and situational judgement combined.
- Answering verbal statements from general knowledge rather than only from the passage.
- Preparing interview examples against the old competency model when the AO competition uses the capability framework.
- Missing the invitation email because it went to junk. publicjobs says the onus is on the candidate to receive every communication.
Other Civil Service competitions
publicjobs ran a Higher Executive Officer in the Civil Service 2026 competition, with online assessments scheduled for 15 to 22 October 2026, and the Department of Foreign Affairs has recruited Third Secretaries, its diplomatic entry grade, through publicjobs competitions. See our Third Secretary competition guide for that competition's stages and salary.
Practise the graduate-grade tests before your window opens
The four free questions above are the start of our Irish Civil Service Graduate Grades Practice Test (AO, HEO, Third Secretary): timed sets modelled on the published publicjobs graduate test types (verbal reasoning, numerical reasoning and situational judgement), one full mock, every answer explained, and a plain explanation of how the order of merit works.
