The NHS graduate scheme Finance specialism is one of the five pathways of the NHS Graduate Management Training Scheme (GMTS) in England. It lasts 2 years and 6 months (30 months, like Engineering & Estates Management; the other three pathways are 24 months), and trainees study for the CIPFA professional accountancy qualification: 12 modules and exams, then a strategic case study at the end of the Scheme. Alongside it they complete the NHS Mary Seacole Leadership Development Programme. Entry is a 2:2 degree in any subject, and the minimum starting salary is £31,276.
This guide covers what is specific to Finance: the CIPFA route (and why it is not CIMA), the eligibility rules that rule some accountants out, what the placements involve, the pay notes that matter for a 30-month contract, and how the England scheme compares with the separate NHS Wales scheme. For pay in general, the High Cost Area Supplement and the other four specialisms, see our NHS graduate scheme salary guide.
ProSyllabus is an independent study site. It is not part of the NHS, NHS England, NHS Wales or the NHS Graduate Management Training Scheme, and our practice material is independent practice, not made or endorsed by the Scheme.

CIMA or CIPFA? The Finance scheme route is CIPFA
Many searches ask about an "NHS graduate scheme CIMA" route. On the Scheme's current Finance page, the qualification is the one from CIPFA, the Chartered Institute of Public Finance and Accountancy. CIMA (the Chartered Institute of Management Accountants) appears on the page only in an eligibility question: if you are already qualified or part-qualified with CIMA, you cannot join the Finance specialism.
The Scheme lists the 12 modules as including Management Accounting, Financial Accounting, Audit and Assurance, Company Financial Reporting and Financial Management, and says every Finance trainee takes the qualification, with an educational component designed specifically for the NHS. Teaching happens during working hours, but you should expect to do coursework and revision in your own time.
| Question | What the Scheme says |
|---|---|
| Do I need an accounting background? | No. The learning starts at a basic level; an interest in the profession and an aptitude for numbers are what you need to begin. |
| I am qualified or part-qualified with CIMA | Not eligible for Finance. Look at NHS Jobs for roles that suit your qualification, or apply for another specialism. |
| I am qualified with CIPFA, or have done its first stage | Not eligible for Finance, for example if you have completed the Professional Certificate, Professional Diploma or Strategic papers. You can apply for another specialism. |
| Can earlier study earn exam exemptions? | No. You take every exam for the qualification while on the Scheme. |
| Do I buy books? | No. Hard copies are sent, and all materials are available online. |
| How many exams? | 12 in total. |
Already studying ACCA, ICAEW or AAT?
- The Finance FAQs name only CIMA and CIPFA in their exclusion rules; they say nothing about ACCA, ICAEW or AAT.
- The no-exemptions rule still applies: you would sit all 12 CIPFA exams on the Scheme.
- If you hold or are part-way through another accountancy qualification, ask the Scheme's recruitment team before you apply rather than assuming either way.

Placements: what finance trainees actually do
The Scheme says you develop skills in strategic and operational finance as well as financial and management accounting, and that no trainee day is typical. Recent Finance trainees have worked in hospitals, reviewing the cost efficiency of operating theatres and wards, and in office roles working on annual reports and pension planning. You get early responsibility, working with operational and clinical colleagues on the financial viability of services.
The Scheme does not publish a fixed Finance rotation order. What it does say applies to every trainee: you stay in one region for the whole Scheme, and your 2 or 3 placements may be at different NHS organisations and sites in that region, so be ready to work in a city centre for one placement and outside a smaller town for the next. Separately, the Scheme describes flexi placements: short two-month placements that trainees organise themselves, in any organisation and sector in England. You give up to three regional preferences when you apply; allocation considers your assessment scores and preferences, and the Scheme cannot guarantee an offer in the region or regions you ask for.
| Support role | What they do |
|---|---|
| Trainee Support Manager | Holistic and pastoral support for your whole time on the Scheme |
| Education Officer | Helps you plan and succeed in the study you do outside placements, including CIPFA |
| Placement Manager | Your day-to-day line manager on each placement |
| Programme Manager | Oversees your development and the competencies you complete over the Scheme |
| Trainee buddy | A trainee from a previous cohort who can support you from their own experience of the Scheme |

Finance scheme pay: what is different on a 30-month contract
The Finance pathway page lists the same minimum starting salary as the other specialisms: £31,276, plus the NHS High Cost Area Supplement where your placement location qualifies. Subject to satisfactory probation on your work placement and academic performance, you have the opportunity of an increase to £33,681 after 12 months. The Scheme sets the starting figure at 65% of the top of Agenda for Change Band 6; our salary guide works through that and the High Cost Area Supplement.
Two Finance-specific points. First, the Scheme's pay page names no further pay step after the 12-month one, so on a 30-month contract that is the last published figure for the remaining 18 months; if later pay matters to you, ask the Scheme. Second, "academic performance" is part of that probation condition, and for a Finance trainee the study is the CIPFA qualification, so keeping up with the exams also matters for the opportunity of the 12-month increase.
After the Scheme, the Scheme says the average salary in a trainee's first NHS role is around £44,000 (across all specialisms). The Scheme says Finance trainees have gone on to roles such as finance manager, business analyst, management accountant and pricing analyst, and on to senior roles including Director of Finance and Business Partner. Employment on the Scheme is fixed-term; towards the end, the Scheme supports you in finding your first permanent (substantive) NHS post.
Other NHS finance graduate schemes: regional England, Wales and Scotland
The NHS GMTS Finance specialism is the national scheme for England. The NHS finance careers site (One NHS Finance) says some parts of England also run regional versions: the HFMA NHS Financial Management Training Scheme (FMTS) runs programmes in the South West, South East and the Midlands, and many NHS organisations run local schemes of their own. NHS Wales runs a separate finance graduate scheme through the NHS Wales Finance Academy. Each is a separate application, with its own qualification, length and pay.
| Item | England | England (regional) | Wales |
|---|---|---|---|
| Scheme | NHS GMTS, Finance specialism | HFMA NHS Financial Management Training Scheme (South West, South East, Midlands) | NHS Wales Financial Management Graduate Scheme |
| Qualification | CIPFA (12 exams + strategic case study) | ACCA | An accredited professional accountancy qualification, currently ACCA, which you must achieve to graduate |
| Length | 2 years 6 months | 3 years | 3 years, with formal assessment points every 6 months |
| Starting pay | £31,276 minimum (2027 entry) | £29,225 rising to a minimum of £33,721, as listed on the NHS finance careers site | Around £28,000 a year for those new to the NHS, with annual increments |
| Entry | 2:2 in any subject | 2:2 degree, or an equivalent such as AAT or NVQ with three years of relevant work experience | 2:2 in any subject (or equivalent) by September of the year of entry; accountancy technicians may apply, but exemptions do not fast-track you |
| Applications | On graduates.nhs.uk; the 2027 round closed on 28 October 2026 | Listed on the NHS finance careers site (One NHS Finance) | On NHS Jobs; opens in September and closes in November. Closed when we checked on 6 Nov 2026; register interest for the 2028 cohort |
| Welsh language | Not applicable | Not applicable | Not required; Welsh and English speakers are equally welcome |
Scotland: we could not find a current official national finance graduate scheme page for NHS Scotland when we checked on 6 November 2026. If you want to work in NHS Scotland finance, search NHS Scotland Jobs for graduate or trainee finance posts with individual health boards.
Who can apply for the Finance scheme
The entry rules are the same as for General Management, HR and Health Informatics: a 2:2 degree or above in any subject, or a postgraduate qualification (MBA, Masters, PhD), or one of the listed health or management equivalents such as an NVQ Level 5 in Management. There is no specific numeracy proficiency requirement for Finance, but the Scheme highly recommends that you can demonstrate good numerate ability, have taken a numerate subject (accounting, finance, economics or a STEM subject), or have a degree with at least 30% numerate content, for example through statistics modules, quantitative research or mathematical modelling.
| Rule | Detail |
|---|---|
| Degree | 2:2 or above in any subject, or a listed equivalent; HNC/HND, DipHE (other than those listed) and Certificate in Management Studies are not accepted |
| Numeracy | No formal requirement; numerate ability or at least 30% numerate content highly recommended |
| Accountancy history | Not open to anyone CIMA qualified or part-qualified, or CIPFA qualified or who has completed its first stage |
| Right to work | Needed for the whole Scheme; it is your responsibility to hold the right visa |
| Final-year students | Can apply, if they have a confirmed 2:2 or above by mid-August 2027 (for 2027 entry) |
| Age | No age limit |
| NHS staff | Current NHS employees can apply; the entry requirements and assessment process are the same as for everyone else |
| Re-applying | Welcome; each year some trainees who start the Scheme had applied more than once |
Thinking of HR instead? Human Resources is a separate pathway with its own qualification; the specialism table in our salary guide compares all five.
How to get in: the same three assessment stages for every specialism
Finance applicants go through the same selection as every other specialism: an application form, three assessment stages, then allocation. The Scheme says its process assesses your strengths and potential, and is "not about what you've studied, the university you went to or the work experience you might have done". There is no separate finance or accounting test listed in the stages.
| Stage | What happens | Guide |
|---|---|---|
| Application form | Registration and application, including your regional preferences | — |
| Stage 1: Future Potential Assessment | Online, about 45 minutes, not time-limited; practise each question type first; feedback report for everyone | Future Potential Assessment guide |
| Stage 2: NHS GMTS Alignment Assessment | About 60 minutes, including timed video responses reviewed by people, not AI | Video interview guide |
| Stage 3: Virtual Assessment Centre | Half a day of exercises; for 2027 entry, January to February 2027; offer, reserve list or unsuccessful | Assessment centre guide |
| Allocation | Not an assessment: offers matched to placements using your scores and preferences | — |
Two finance angles are still worth preparing, as general advice: the numeracy recommendation tells you the Scheme expects you to be comfortable with numbers once you are in, and knowing the work it describes (theatre and ward cost reviews, annual reports) helps you explain why you want Finance and why finance matters to patient care. The Scheme does not say what the assessment centre exercises contain.
Two worked examples
These are our own examples for Finance applicants. They are not NHS GMTS assessment items.
Example 1: a budget forecast, the kind of sum a finance placement involves
- A ward has an annual budget of £1,200,000. After 6 months it has spent £660,000. If spending continues at the same rate, what is the forecast position at year end?
- Monthly spend so far: £660,000 ÷ 6 = £110,000. Over 12 months: £110,000 × 12 = £1,320,000.
- Forecast overspend: £1,320,000 − £1,200,000 = £120,000, which is 10% of the budget (£120,000 ÷ £1,200,000).
- The next question a finance trainee would ask is why: one-off costs early in the year would make a straight-line forecast too high.
Our own example; the figures are invented.
Example 2: a judgement call on a finance placement
- A ward manager asks you to charge this month's agency staff cost to next financial year so the ward hits its budget this year. What do you do?
- Weakest: agree, to keep a good working relationship. A cost belongs in the year it was incurred; moving it misstates the accounts.
- Better: refuse, and leave it there. It is correct but does not help the ward.
- Strongest: explain politely that the cost has to sit in the year it was incurred, raise it with your Placement Manager, and offer to help the manager understand the overspend and look at legitimate options, working together for patients.
Our own scenario, not an NHS item; "Working together for patients" is one of the NHS Constitution values.

Common mistakes
- Assuming the route is CIMA. The Finance scheme qualification is CIPFA, and CIMA qualified or part-qualified candidates cannot join Finance.
- Applying for Finance after completing CIPFA's first stage. Completing it (for example the Professional Certificate) rules you out of Finance; another specialism is still open.
- Expecting exemptions for an accounting degree. The Scheme gives none: every trainee sits all 12 exams.
- Applying to the England scheme for a job in Wales. NHS Wales runs its own finance scheme, on NHS Jobs, with ACCA.
- Treating the study as optional. The opportunity of the 12-month increase is subject to satisfactory probation, which includes academic performance.
- Expecting a fixed rotation. The Scheme publishes none: your 2 or 3 placements might be at different organisations and sites within your region.
When the next round opens
Applications for 2027 entry closed on 28 October 2026, and the Scheme's pages showed no 2028 dates when we checked on 6 November 2026. Check the Scheme's Apply page for 2028 entry. In Wales, applications for the Financial Management Graduate Scheme open each September and close in November; when we checked on 6 November 2026 this year's were closed and the Finance Academy invited you to register your interest for the 2028 cohort.
Applying for Finance next round? Practise Stage 1 first
Every specialism, Finance included, goes through the same Stage 1 Future Potential Assessment. Our NHS GMTS Future Potential Assessment Practice has four 12-question sets and a 24-question full run of our own NHS-values scenario questions, played in our practice player with an explained result page.

Frequently asked questions
Does the NHS graduate scheme Finance specialism do CIMA or CIPFA?
CIPFA. Finance trainees study for the CIPFA professional accountancy qualification: 12 modules and exams and a strategic case study. Anyone already qualified or part-qualified with CIMA is not eligible for the Finance specialism.
How long is the NHS GMTS Finance scheme?
2 years and 6 months, a fixed-term contract of 30 months, the same as Engineering & Estates Management. General Management, HR and Health Informatics are 24 months.
What is the NHS graduate scheme Finance salary?
The minimum starting salary for 2027 entry is £31,276, with the opportunity of an increase to £33,681 after 12 months subject to satisfactory probation, plus the High Cost Area Supplement where the placement qualifies. It is the same minimum as the other specialisms.
Do I need an accounting or maths degree for the Finance scheme?
No. The entry requirement is a 2:2 in any subject. There is no formal numeracy requirement, but the Scheme highly recommends good numerate ability, a numerate subject, or a degree with at least 30% numerate content.
Can I join the Finance scheme if I have already started CIPFA?
Not if you are qualified with CIPFA or have completed its first stage, such as the Professional Certificate. You can apply for another specialism instead.
Will I get exemptions from CIPFA exams for my degree?
No. The Scheme does not give exemptions; every Finance trainee takes all 12 exams on the Scheme.
Are there other NHS finance graduate schemes in England?
Yes. The NHS finance careers site lists the HFMA NHS Financial Management Training Scheme, a three-year ACCA programme in the South West, South East and the Midlands, and says many NHS organisations run local schemes too.
Is there an NHS finance graduate scheme in Wales?
Yes, the NHS Wales Financial Management Graduate Scheme, run by the NHS Wales Finance Academy. It lasts three years, trains you for an accountancy qualification (currently ACCA), starts at around £28,000 for those new to the NHS, and takes applications on NHS Jobs from September to November.
Is there a separate test for the Finance specialism?
No separate finance test is listed. Finance applicants take the same stages as everyone else: the Future Potential Assessment, the Alignment Assessment with video responses, and a half-day Virtual Assessment Centre.
When do NHS graduate scheme Finance applications open for 2028?
No 2028 dates were published when we checked on 6 November 2026. The 2027 round closed on 28 October 2026.
