NCET Counselling: How ITEP Admission Works at Each Institution

NTA's job ends at the score card. Merit lists, rounds, fees and tie-breaks belong to each institution. Three 2026-27 processes compared, a dated timeline, documents and a tie-break tool.

NCET Counselling: How ITEP Admission Works at Each InstitutionOpen the full article →

Checked 6 October 2026. The roles are those of the NCET 2026 bulletin. The institution processes are those printed in the 2026-27 brochures of RIE Bhubaneswar, Pondicherry University and Punjabi University (booklet of 10 July 2026). RIE and Pondicherry print no counselling dates in the brochures we read, and each institution changes its own schedule by notice. We found no 2027 information.

There is no single NCET counselling. NTA stops at the score card, and each participating institution builds its own merit list and runs its own admission process. The bulletin says so in plain words: "NTA does not have any role in the preparation of the Merit List", and the admissions queries go to the university applied to. So the useful question is not "when is NCET counselling" but "what does my institution do, and when?". This guide sets out what NTA hands over, how three institutions that took 2026-27 students from NCET actually ran admission (RIE Bhubaneswar, Pondicherry University and Punjabi University, Patiala), the one dated 2026 timeline we have, the merit and tie-break rules each prints, and the documents they asked for.

Nothing for NCET 2027 has been announced: when we checked the NTA portal on 6 October 2026 its newest public notice was the result notice of 4 June 2026, and no 2027 bulletin, fee or date was posted. Every 2027 line on this page is a projection and says so.

What NTA hands over, and what it does not do

NTA conducts the test, hosts the keys, takes challenges, declares the result and the NTA score, hosts the score card and "hand[s] over the score data to the participating Universities/Institutions". It also says, in the same chapter, that candidates who appeared in NCET "will participate in the Counselling/Admission process of any Central/State University/Institution" recognised by NCTE for ITEP, and that an institution "may fill up the vacant seats thereafter from the pool of NCET-qualified candidates". The table sets the two sides out.

Where other pages get this wrong

NTA does not run an NCET counselling. Each ITEP institution runs its own admission from the NCET score.

Commonly published instead: One NCET counselling schedule, a single "NCET counselling 2026" portal or one common merit list.

The bulletin says merit lists are prepared by the participating institutions and that NTA has no role in them. The three institutions below run three different processes with different portals, fees, rounds and tie-breaks. A page that describes one NCET counselling is describing none of them.

The usual sequence, from score card to seat

The steps below are the common order we see across the three institutions. We mark where each document supports a step; where an institution prints a different order, it is noted in the comparison table.

Two details in the table are easy to miss. At Punjabi University a candidate who gets the first-preference seat in round 1 is out of round 2 unless they pay the Rs 1,100 fee again, and in that case they "will not have any claim to the previous allocated seat". And someone admitted to a first-preference college in round 1 or 2 is not considered for round 3. At Pondicherry, sports quota candidates in Category 1 (the highest international level) are exempt from appearing in NCET, while Category 2 sports candidates must appear and pass a fitness test.

A dated example: Punjabi University, Patiala, 2026

Punjabi University is the only one of the three that printed a full timeline, in its booklet dated 10 July 2026. The table reproduces the schedule. The booklet's own text has a typo (the reporting dates for round 1 are printed with the year 2022), and it is not clear whether 16 July is the date registration opened or the last date without a late fee, since the cover calls it the "without late fee" date. We show it as printed.

Punjabi University 2026, in days
NCET result (4 June) to the booklet (10 July)36 days
Booklet (10 July) to registration closing (22 July)12 days
Registration closing (22 July) to the last reporting date (17 August)26 days

Our subtraction of the printed dates. The booklet came out 36 days after the NCET result, so a candidate who waited for the institution's notice had 12 days from the booklet to the last day of registration.

The numbers show how little time an institution may give. From the result on 4 June to the 16 July date was 42 days, but the booklet that announced the rules appeared only 36 days after the result, leaving 12 days to the close of registration (our subtraction). A candidate who has the documents ready before the result can use that gap; one who starts collecting a domicile or category certificate after the notice may not. The process from the 16 July date to the last reporting date took 32 days.

Merit lists and tie-breaks

Each institution says how a tie in the NCET score is broken, and the orders differ. Ties at the top are not hypothetical: NTA's 2025 summary shows 134 candidates at the 100th percentile in the Biology paper and 155 in Hindi for Communication. It is worth knowing which rule applies to you. The tool below applies the printed orders; where the brochure does not say, it stops and says so.

InstitutionTie-break order as printedWhat is not stated
RIE BhubaneswarTeaching Aptitude score; then Reasoning; then English languageHow the Reasoning score is defined
Pondicherry UniversityClass 10 (or equivalent) marks; then age of the candidate in days; then criteria the university evolvesWhether the older or younger candidate wins on age
Punjabi University, PatialaCandidate senior in age; then marks in class 12; then marks in class 10Nothing further in the booklet

RIE's first rule is the one worth noticing for preparation: ties go to the Teaching Aptitude score, so Teaching Aptitude is more than a compulsory paper there. The pattern guide lists its ten units.

Documents: what two brochures ask for

Document lists differ in detail but not in kind. The table puts the RIE Bhubaneswar and Punjabi University lists side by side; Pondicherry's extract has no such list. "Yes" means the institution lists the document, "Not listed" that we did not find it in that brochure.

Both lists ask for originals at the counselling. RIE adds an online anti-ragging undertaking from student and parent after the admission is confirmed.

What you pay after you get a seat

Fees are set by each institution and they are not the same. RIE Bhubaneswar prints institute fees of Rs 14,155 per year (we checked the sum of its 21 lines), which includes a Rs 1,800 room-rent line marked for boarders only; tuition is Rs 5,000 and SC and ST candidates are exempt from it. It adds caution money (Rs 1,000, plus Rs 100 for boarders), refundable after the course, and university fees of Rs 230 a year. Pondicherry University's table is semester-wise: Rs 5,000 tuition every semester, and printed semester totals of Rs 28,816 (B.Sc. B.Ed.) or Rs 26,816 (B.A. B.Ed.) in the first, Rs 5,200 in each even semester and Rs 16,800 or Rs 15,800 in each later odd semester. Adding the eight printed semester totals gives about Rs 1,00,016 for B.Sc. B.Ed. and Rs 95,016 for B.A. B.Ed. over four years (our arithmetic, including the refundable caution deposit).

Both say fees can be revised. RIE reserves the right to revise programme and fees "without prior notice" for 2026-27, so treat the numbers as the 2026-27 ones.

A planning checklist (ours, not the institutions')

These suggestions come from the timelines above. Before the result: scan and keep every document in the table, and get your category, domicile and disability certificates issued in your own name, since they may take longer than the 12 days Punjabi University left in 2026. Check each target institution's brochure for its subject requirement and its tie-break, because both can decide whether you are even in the pool. At the result: download the score card and keep copies. After the notice: register on the institution's own portal only, pay only through the link it provides, and keep the receipt. Keep every login and e-mail, since RIE says it is the candidate's responsibility to check the dashboard and e-mail for updates. Finally, read the institutions guide before you choose three domain papers, because that choice is made on the NCET form, long before any counselling.

Frequently asked questions

Is there a central counselling for NCET?

No. NTA conducts the test and hands the score data to participating institutions. The bulletin says NTA has no role in the merit list and does not entertain admission queries. Each institution runs its own registration, merit list and rounds.

When does NCET counselling start?

Each institution announces its own schedule after the result. In 2026 the result came on 4 June and Punjabi University’s booklet gave 16 July as its registration date without late fee (registration closed on 22 July), with rounds from 29 July to 17 August. RIE Bhubaneswar and Pondicherry University printed no dates in their brochures.

How is the ITEP merit list prepared?

By each institution, from the NCET score and its own rules. RIE Bhubaneswar allocates seats solely on the NCET 2026 score with category and seat availability; Punjabi University uses NCET scores or percentile, in merit order and by reservation policy.

What happens if two candidates have the same NCET score?

The institution's tie-break applies. RIE Bhubaneswar uses Teaching Aptitude, then Reasoning, then English. Pondicherry University uses Class 10 marks, then age in days. Punjabi University uses age (senior first), then Class 12, then Class 10 marks.

Can I take admission in an institution I did not choose on the NCET form?

Yes, if you meet its eligibility. The bulletin says an institution may admit any candidate who appeared in NCET 2026 whether or not that institution was chosen in the NCET form.

Is the NCET score valid for next year's admission?

No. The bulletin says the NTA score is valid for admission to the academic year 2026-27 only.

What documents do I need for ITEP counselling?

Typically the NCET score card, Class 10 and 12 certificates, category or disability certificates where claimed, residence or domicile proof, a character certificate, a gap certificate if applicable, photographs and ID. Lists differ: RIE Bhubaneswar also asks for a medical fitness certificate and an affidavit that documents are genuine.
