The two deadlines are seventeen days apart and belong to different parties. The 6 October cut-off is the candidate's; the 23 October cut-off depends on the employing ministry moving the papers. What this means for your preparation
The single most costly error on this examination is treating 6 October as the deadline. For the Section Officers stream there is a second deadline on 23 October, and it is met by the candidate's own ministry or department, not by the candidate. A complete and timely online application whose printed copy is still sitting in an administration branch on 24 October is of no use. The second error is preparing for it as though it were a general studies paper.
Two deadlines, one of them not yours
The online application closes on 6 October 2026 at 6:00 PM and the printed application for Section Officers candidates must reach the Commission through the ministry or department by 23 October 2026. The forwarding step typically involves verification of service particulars, a vigilance and disciplinary clearance and a signature at an appropriate level, none of which a candidate controls. The realistic response is to complete the online submission well before 6 October, print immediately, and hand the file to the administration branch with the 23 October date written on the covering note. Departmental examinations are routinely lost at this step rather than in the examination hall.
Paper III is where the marks concentrate

Procedure and financial rules, not general studies
Paper II is reported to cover government secretariat procedure and financial rules, with the broader syllabus resting on the Indian Constitution together with the conduct rules, financial regulations and office procedure applicable to the candidate's category. This is a rulebook examination. It rewards knowing which authority sanctions what, within which limit and under which rule number, and it punishes generalised civics knowledge. Candidates coming from open recruitment preparation habitually over-invest in current affairs and under-invest in the financial rules, which are finite, learnable and reliably examined year after year.
The vacancy blank is normal, and not a reason to wait
The notification records that vacancies have not been finalised by the Cadre Controlling Authorities across the six service categories covered. Choose the centre once and plan around 12 and 13 December
