Checked 25 October 2026. Card rules, validity periods and the alternatives are as the CSCS pages stated them on 25 Oct 2026; the test facts are from the CITB pages as archived on 21-22 April 2026 and read on 25 October 2026. CSCS changed the Labourer and Trainee cards on 1 February 2025 and says scheme rules may have changed since you last applied, so check its Card Finder before you book.
Searching for the "CSCS test"? CSCS answers that question on its own site: "It’s the CITB Health, safety and environment test." The "CSCS test" is a common name for the CITB HS&E test, which is a requirement for most CSCS card applications, but CSCS says the test "is owned and operated by CITB (the Construction Industry Training Board) and needs to be booked directly through CITB, not CSCS." It adds: "CSCS does not own or operate any test or qualifications. CSCS and CITB are entirely separate organisations, and the HS&E test cannot be booked through CSCS." In short, unless you apply with an alternative CSCS accepts, you book and pass the test with CITB, then apply for the card with CSCS. This guide sets out, from CSCS’s own card pages, which level of test each card needs, the alternatives CSCS accepts, how long each card lasts, and the order to do things in.
ProSyllabus is an independent study site. It is not part of CITB (the Construction Industry Training Board), CSCS or Pearson VUE, and nothing here is the official test. Every rule on this page is quoted or summarised from the official pages listed at the foot of the page.
CSCS pages read 25 Oct 2026; CITB test pages archived 21-22 Apr 2026.
The test and the card: two organisations, two steps
| CITB HS&E test | CSCS card | |
|---|---|---|
| Who runs it | CITB, the Construction Industry Training Board | CSCS |
| What it is | A test of health, safety and environmental knowledge: 50 questions in 45 minutes, 90% (45 of 50) to pass | A card for the holder’s occupation, qualifications and level; CSCS issues thirteen types |
| Where you get it | Book directly with CITB: online, by phone or through an Internet Test Centre | Apply through the My CSCS app or CSCS Online, which CSCS calls the only official place to apply |
| Cost | £23.50 (CITB) | Card fees are not stated on the card pages read, except that the Apprentice card is issued free of charge and a lost or damaged Apprentice card is replaced at the standard fee of £36 |
| Revision | From CITB, high street and online booksellers; CSCS says revision materials are not available via CSCS | Not applicable |
CSCS warns that third-party organisations offering to book the test or apply for a card "often include admin fees and other additional costs." Once you have passed, CSCS checks your HS&E test details and your qualification certificate or registration, approves the application and issues the card if everything is in order.
Which HS&E test each CSCS card needs
CSCS’s HS&E test page says the Operatives test "is required when applying for the Labourer card, the Trainee card, the Apprentice card, most Blue Skilled Worker cards and most Gold Advanced Craft cards." The Specialist tests are "required when applying for the Gold Supervisor card, as well as Blue Skilled Worker and Gold Advanced Craft cards in certain occupations." The Managers and Professionals test is "required when applying for the Black Managers card and the Academically or Professionally Qualified person cards." The individual card pages add the detail below. Where a card page says "the relevant level", the Card Finder decides which test that is for your occupation.
| Card | HS&E test (CSCS card page) | Also needed |
|---|---|---|
| Labourer | The CITB HS&E test (Operatives level, per the HS&E test page) | A Level 1 Award in Health and Safety in a Construction Environment or a CSCS-approved alternative; for unskilled labouring roles only |
| Trainee | The Operative level test (accepted for all applications), or the CIC Health and Safety Test for those registered for academic qualifications such as an HNC, HND or degree, passed within the last two years | Five-year card: registration on, and working towards, a competence-assessed qualification such as an NVQ/SVQ, or an academic qualification such as an HNC, HND or degree, acceptable for a skilled CSCS card. Two-year card: an approved Level 2 or above occupation-related non-competence qualification achieved within the last five years |
| Apprentice | A CITB HS&E test pass, or an approved alternative, within the two years before applying | Evidence of registration on a recognised apprenticeship |
| Provisional | The CITB HS&E test, passed within the past two years | Only for those who have never held a CSCS card; can be applied for once |
| Experienced Worker | The appropriate level, taken at the relevant level for the occupation, within the last two years | On-the-job experience and registration on an approved NVQ/SVQ |
| Blue Skilled Worker | The relevant level for the occupation, within the last two years | A construction-related NVQ/SVQ level 2 or SVQ at SCQF level 5, or a completed apprenticeship |
| Gold Skilled Worker | The relevant level for the occupation, within the last two years | A construction-related NVQ/SVQ level 3 or SVQ at SCQF level 6, or an approved apprenticeship |
| Supervisory | The CITB Specialist Supervisory HS&E test | A construction-related supervisory or technical NVQ or SVQ level 3 or 4 |
| Manager | The CITB Managers and Professionals HS&E test | A relevant construction management or technical NVQ/SVQ level 4 to 7, or an SVQ at SCQF level 10 or 11 |
| Academically Qualified Person | The Managers and Professionals test (HS&E test page); the renewal page also accepts the CIC Health and Safety Test, passed within the last two years | A CSCS-accepted construction-related qualification, such as certain degrees, HNDs, HNCs or CIOB Certificates |
| Professionally Qualified Person | The Managers and Professionals test (HS&E test page and renewal page); CSCS also accepts the CIC Health and Safety Test as equivalent for this card | Membership of a CSCS-approved professional body |
This table covers eleven of the thirteen cards. The Industry Placement card and the Experienced Technical, Supervisor or Manager card are not in it, because the pages read do not state which level of test they need; check them in the Card Finder. One more detail differs between two CSCS pages: the Trainee card page says the CIC Health and Safety Test is accepted for those registered for academic qualifications such as an HNC, HND or degree, while the alternatives page says it is accepted for the five-year Trainee card with registration for a construction-related degree which, on completion, is accepted for the AQP card. If you are relying on the CIC test for a Trainee card, check with CSCS.
A naming point that confuses people: CSCS’s HS&E test page speaks of the "Gold Advanced Craft" card, while its card list and the card page itself call it the "Gold Skilled Worker" card. On CSCS’s list the Gold Skilled Worker card is the one for an NVQ/SVQ level 3 or an approved apprenticeship. The Labourer card page also stresses that the card "is for unskilled workers only": skilled workers holding a Labourer card "will be refused site access."

The two-year rule, and the alternatives CSCS accepts
CSCS says that to apply for a CSCS card you must pass the appropriate level of the HS&E test "within the last two years or an approved alternative." The card pages repeat the two-year window. CSCS lists three alternatives to taking the CITB test. If you apply with an alternative, it says you must provide a passport-style photograph with your application.
| Alternative | Accepted for (CSCS) | Evidence or limits (CSCS) |
|---|---|---|
| Health and safety requirements of a recognised apprenticeship | Apprentice cards, if completed within the two years before applying | A letter or email from the apprenticeship’s Managing Agency confirming the training; a certificate for a one-day Construction Health and Safety Awareness course; or a Construction Health and Safety unit in your induction or initial qualification |
| CIC Health and Safety Test | Academically Qualified Person and Professionally Qualified Person cards (as equivalent to the MAP test), and the five-year Trainee card with registration for a construction-related degree accepted for the AQP card | Not accepted for any other card; must have been passed within two years. CSCS says the minimum order is five courses, so the test is not suitable for single users or self-employed professionals with no one to invigilate |
| SOLAS Safe Pass card | In place of the Operative or Specialist level test, if completed within two years of the application | Not accepted in place of a Supervisor or Managers and Professionals level test |
For the Labourer card CSCS also accepts a set of alternative courses in place of the Level 1 Award (not in place of the HS&E test), each with its own validity; those that expire can only be used once.
How long each card lasts
CSCS’s renewal page sets out how long each card is valid and whether it can be renewed. Cards can only be renewed six months before, and up to a year after, the expiry date printed on the card. Renewing a Blue or Gold Skilled Worker, Supervisory or Manager card needs the right level of HS&E test passed within the last two years (for the two Skilled Worker cards, CSCS also accepts an approved alternative).
Source: CSCS, Renew or replace a CSCS card, and the card pages, read 25 Oct 2026.
| Card | Renew page | Labourer card page |
|---|---|---|
| Labourer, renewing the first two-year card | Renewed for a further three years with a completed Labourer Declaration Form and an Operatives test passed within the previous three years | Renewed for a further five years with the Labourer card renewal declaration form; acceptance of the test used for the first application is extended to three years only when renewing the initial two-year card |
| Labourer, renewing a five-year card | An Operatives test passed within the last two years; SOLAS Safe Pass accepted if passed within the last three years | Those who held a Labourer card before February 2025 may renew for five years with evidence of labouring work and an HS&E test pass from within the last two years |
The two CSCS pages do not agree on how long a renewed Labourer card lasts (three years on the renewal page, five on the Labourer card page). We show both rather than pick one; the Labourer card page’s FAQ explains the changes made on 1 February 2025. If you are renewing a Labourer card, check the current rule with CSCS before you apply.
The order to do it in
| Step | Detail |
|---|---|
| 1. Find your card | Use the CSCS Card Finder. CSCS says it confirms which card to apply for and which CITB HS&E test is required; holding the wrong card may mean being refused entry to site. |
| 2. Check your qualification | Most cards need a qualification or a registration as well as the test (see the table above). For a Labourer card that is the Level 1 Award or an approved alternative. |
| 3. Book the HS&E test with CITB | Online, by phone on 0344 994 4488, or through an Internet Test Centre; £23.50. Not through CSCS. Skip steps 3 and 4 if you apply with an alternative CSCS accepts for your card. |
| 4. Pass it | 50 questions in 45 minutes; at least 45 correct. |
| 5. Apply for the card within two years | Through the My CSCS app or CSCS Online, with the evidence your card needs. Once approved, CSCS says cards should arrive within five working days. |
Preparing for the Operatives test
CITB recommends a relevant training course and working through all the sample questions in its revision materials (GT100 and the HS&E test app), and offers a demo test of the question styles. See our CITB HS&E test guide for the format, fee and booking rules. ProSyllabus also sells an independent practice test for operatives with four questions free on the practice questions page: our own questions, not CITB’s, and not the official test.
Frequently asked questions
Is the CSCS test the same as the CITB test?
Yes. CSCS says the "CSCS test" is a common term for the CITB Health, safety and environment (HS&E) test. The test is owned and operated by CITB and is booked through CITB, not CSCS.
Can I book the CSCS test through CSCS?
No. CSCS says the HS&E test cannot be booked through CSCS and that it does not own or operate any test or qualifications. Book with CITB, then apply for your card through the My CSCS app or CSCS Online.
Which CITB test do I need for a Labourer card?
The Operatives test, CSCS says, together with a Level 1 Award in Health and Safety in a Construction Environment or an approved alternative. The Labourer card is for unskilled labouring roles only.
Which test do I need for a Blue Skilled Worker card?
The relevant level for your occupation, passed within the last two years. CSCS says most Blue Skilled Worker cards need the Operatives test, and some occupations need a Specialist test. Check with the CSCS Card Finder.
How long is a CITB HS&E test pass valid for a CSCS card?
For most applications CSCS asks for a pass within the last two years. There are exceptions on the Labourer card, where CSCS extends acceptance in some renewals; check the Labourer card page.
Do I need the CITB test for an Apprentice card?
You need a CITB HS&E test pass or an approved alternative within the two years before applying. CSCS accepts the health and safety requirements of your apprenticeship’s Managing Agency, a one-day Construction Health and Safety Awareness course, or a Construction Health and Safety unit in your induction or initial qualification.
Is SOLAS Safe Pass accepted instead of the CITB test?
CSCS accepts SOLAS Safe Pass in place of the Operative or Specialist level test if completed within two years of the application, but not in place of a Supervisor or Managers and Professionals level test.
How long does a CSCS card take to arrive?
CSCS’s card pages say that once an application is approved, cards should arrive within five working days.
